Review of government work in 2004

First, the development level has improved significantly

The annual gross domestic product (GDP) was 1.978 billion yuan, a year-on-year growth of 12.4%, of which the primary industry realized an added value of 785 million yuan, a year-on-year growth of 4.6%, and the secondary industry realized an added value of 525 million yuan, a year-on-year growth of 16.6%. The added value was 668 million yuan, a year-on-year growth of 18.4%, and the ratio of primary, secondary and tertiary industries reached 39.7:26.5:33.8. The local fiscal revenue was 44.72 million yuan, and the same caliber grew by 2.3%.

——Structural adjustment has been steadily advanced and agricultural benefits have been continuously improved. Seriously publicize and implement the party's various policies to support agriculture, and the enthusiasm of the majority of farmers for production has been fully mobilized. First, the food has a good harvest. The implementation of the "bump harvest" project, the expansion of grain broadcast, promotion of improved varieties, good law and good system, the total grain output reached 350,000 tons, an increase of more than 40,000 tons over the previous year, won the Ministry of Agriculture "national grain production advanced counties". Second, the industry has increased efficiency. ——The quality of industrial operation has improved and the supporting role has gradually emerged. Adhering to the idea of ​​“bigger existing, building flagship and optimizing individual”, the industrial economy achieved rapid growth by overcoming the adverse effects of power supply shortage, transportation cost increase and raw material price increase. First, the total industrial output has risen sharply. The industry within the county achieved an output value of 549 million yuan, sales income of 559 million yuan, and treasury tax of 12.58 million yuan, up 49%, 48.6%, and 39.8%, respectively. Second, the scale of the company has continued to grow. Liziyuan Company newly acquired 30 mu of land, and the overall acquisition of the sack factory, the production capacity was further enhanced; the daily salary company acquired and leased 37 state-owned township offices, and the number of cocoon purchases increased to 400 tons; Shengxing Company invested 18 million yuan. The street lamp, iron tower project and electrostatic paint production line signed a supply order of 130 million yuan with Sichuan Telecom. Through the establishment of development funds, the introduction of foreign capital, the activation of private funds, and the support of banks, the company invested more than 37 million yuan to complete the construction of key technical transformation projects such as the Liziyuan milk powder production line and the Wanxing PPR pipe production line, which enhanced the core competitiveness of the company. Improve the internal management of the enterprise, pay close attention to the self-discipline of the industry, strengthen the construction of the entrepreneurial team, severely stop the "three chaos" behavior, and further optimize the industrial development environment.

—— The tertiary industry is becoming more active and the service functions are improving day by day. Adhere to the idea of ​​“expanding domestic demand, increasing popularity, giving play to advantages, and paying attention to characteristics”, creating a golden business circle, cultivating consumption hotspots, and further activating urban and rural commercialities. The backbone commerce and trade enterprises expanded rapidly. The tax revenues of ten enterprises including salt industry, tobacco and petroleum reached 12.4 million yuan, and the supporting role became increasingly obvious. A number of private commerce and trade enterprises such as Jinlong Pharmaceutical and Wellcome Supermarket quickly rose. A number of professional markets such as the second phase of building materials of Oriental Garden have been built, and gold commercial circles such as Anhan Avenue, Jixin Plaza and Jinnan Avenue have been formed, and the market system has gradually improved. Actively develop chain operations such as medicines and home appliances, as well as logistics and distribution of tobacco and food, improve the software and hardware grades of Phoenix Mountain Hotel and Dongjiang Hotel, and optimize the environment for people. In-depth development of food and drug relief engineering activities, increased efforts to crack down on the production and sale of counterfeit and shoddy products, the market order has clearly improved. The total retail sales of consumer goods in the year was 1.05 billion yuan, up 16% year-on-year; the tertiary industry warehousing tax reached 28.5 million yuan, up 34% year-on-year.

The development in the past year has enabled the people to get more benefits and the standard of living of the people has improved markedly. The per capita net income of farmers reached 2,261 yuan, and the disposable income of urban residents reached 7,020 yuan, an increase of 326 yuan and 620 yuan respectively. The balance of deposits and loans at the end of the year reached 2.38 billion yuan and 1.06 billion yuan, up 16.3% and 11.3% respectively. .

Rationalize the urban construction management mechanism, adhere to the centralized inspection and approval of the plan, strictly implement the system of “grabbing, auctioning, and hanging” of commercial land use, implement the separation of construction and land supply, and eliminate the irregular behaviors such as “land-for-work” and revoke 14 illegal supplies. Investing in investment as an important carrier of county economic development, relying on key industrial enterprises and investment in advantageous industries, establishing and improving the evaluation mechanism and department linkage mechanism of major investment projects, newly established offices in Beijing, Zhejiang and Xinjiang, successfully held Beijing and Xinjiang townships. The Friendship Association participated in the large-scale investment promotion activities such as the Jingchuan Economic and Trade Activity Week, the West Expo, and the Wuqi Fair. The annual investment in the capital was 360 million yuan, and the funds for the upward development of more than 100 million yuan. Third, the development of stamina is increasing

The urban planning was further improved, and the overall planning and revision of the county town and the control details of the Chengnan and Chengbei New Districts were completed. The coverage rate of the new district reached 100%. The key project construction was further promoted, and 46 key projects such as the first phase of Lianhua Lake, the northern section of Anhan Avenue, and XX Middle School were launched, with a total investment of 336 million yuan. Statistics, prices, meteorology, foreigners, archives, disabled couples, old age, women and children, local chronicles, superior military support, economic census, ethnic and religious undertakings have all achieved new results.

Fourth, development security is more powerful

Seriously implement the resolutions of the NPC and its Standing Committee and report regularly, strengthen consultation and communication with the CPPCC, and earnestly handle the NPC deputies' proposals, proposals, and CPPCC members' proposals. We deepened the reform of the administrative examination and approval system, cleaned up and revised more than 30 administrative examination and approval items, and abolished 25 copies of the archives formulated by the county government and its offices since 1997 that did not meet the requirements of the Administrative Licensing Law. Complete the village-level "two committees" re-election work. Actively promote the "Fourth Five-Year Plan" and rule by law, and the cadre people's awareness of the legal system is further enhanced. We will conscientiously implement the "one post and two responsibilities" system for building an honest and clean government, strengthen auditing and supervision, correct the unhealthy trends of the departments and industries, and promote the obvious improvement of the political style.

- The security system is becoming more and more perfect. The coverage of social insurance continued to expand. The number of people participating in the county exceeded 100,000, and the fund was 34 million yuan, a net increase of 8 million yuan and a social security fund of 44 million yuan. Seriously carry out the poverty alleviation donation activities with the theme of “focusing on the urban and rural poor people”, and received 30,000 people, and the urban minimum living security has been guaranteed. Strengthen the special management and key supervision of safety production, and the “four indicators” for safety production have fallen sharply. There has not been a major safety accident throughout the year.

Fellow deputies, looking back at the work of the past year, the difficulties were more than expected, and the results were better than expected. We deeply understand that development is the key. Only by continuously developing and accelerating development can we enhance our strength, effectively resolve various contradictions and problems, and firmly grasp the initiative. While seeing the results, we also clearly see that there are still many problems and hidden concerns in the current economic development and social life of our county: from the perspective of economic and social development, the competitive industries and characteristic industries are not competitive, especially industrial The development is very weak, and its own "hematopoietic" function is insufficient. It mainly relies on higher-level subsidies and transfer payments to maintain operations; the problems of high consumption, low output, and heavy pollution in economic growth are more prominent; production factors such as capital, land, and energy are becoming increasingly tense. The "bottleneck" of development has not yet been broken; the county and township debts are still very heavy, which seriously restricts the development of the county economy; the adjustment of the interest pattern has led to the increasingly prominent internal contradictions among the people, the historical accumulation of contradictions has concentrated, and the situation of social stability and safe production is more severe. Urban and rural development is unbalanced, and urban and rural areas have a long way to go; microeconomic management is relatively extensive, and economic and social order is not standardized. From the perspective of the government's own construction, a small number of cadres lack the spirit of pioneering, innovative, and implementation, and the service level is not high. The phenomenon of “bottlenecks” still occurs from time to time, and administrative needs need to be strengthened, and administrative efficiency needs to be improved. Judging from the completion of the work objectives, some of the original projects did not start or did not meet the progress requirements. This has not only objective reasons such as the adjustment of the national giant policy, but also problems such as lagging our ideological concepts and not working hard. In this regard, we must attach great importance to it and take effective measures to seriously study and resolve it.

2005 government work ideas, goals and priorities

In 2005, it was an important year for the full realization of the "10th Five-Year Plan" and the development of the "Eleventh Five-Year Plan". We must always maintain a spirit of hard work, further emancipate our minds, gather together, work hard, grasp the overall warming of the international economic situation, the steady development of the domestic economy, and the focus of the national macro-control policy on the central and western regions. To do a good job in 2005, we must grasp the following four principles:

Seriously solve the hot and difficult issues related to the interests of the people, so that the people can get more benefits in reform and development.

The second is to grasp the principle of coordinated development. Whenever and wherever, we must always firmly grasp the first priority of development, not to waver, not to loose, not to relax. We must take the "five overall plans" to grasp the overall situation of economic and social development, pay more attention to increasing farmers' income, agricultural efficiency and the operation of grassroots political power, and increase support for districts and towns; pay more attention to basics such as education, culture, and public health. Work; pay more attention to ecological benefits, implement basic national policies for population, resources and environmental protection, and promote sustainable development.

The third is to grasp the principle of equal weight and quality. It is necessary to correctly handle the relationship between current and long-term, local and overall, speed and efficiency, focus on strengthening micro-economic management, improve the quality of economic operations, tap the development potential, and enhance the vitality of development as the standard for measuring political achievements. We will not take advantage of the public, do not work for the people, and promote the rapid and efficient development of XX.

The fourth is to grasp the principle of stability and security. Stability is the first responsibility. We must unify the strength of reform, the speed of development, and the affordability of society. We are good at discovering problems, dare to face difficulties, courage to resolve conflicts, attach great importance to safe production, and create a stable, safe, and peaceful development environment.

To do a good job in 2005, we must work hard in the following five aspects:

I. Adjusting the structure, consolidating financial resources and enhancing core competitiveness

Strong backbone enterprises. Give priority to key enterprises in the collection of fees, energy supply, expansion of land, project declaration, environmental governance, etc., and newly cultivate a number of advantageous enterprises with tax revenues exceeding one million yuan.
