According to the spirit of the ministry meeting, we arranged three research groups to conduct a 16-day “Warning Project” survey on 21 units of the urban sub-bureau, detachment and bureau office from April 8th. The report is as follows:

First, the basic situation

The purpose of this "Warning Project" research activity is to understand the deep-rooted reasons for grasping the public security work in the public security work, team building and family life, and to find out the deep-seated reasons for restricting public security work. To solve the hot and difficult problems that the police are concerned about and to plague the work of the grassroots civilian police, to do practical things for the police, to do good things, to satisfy the police, to enhance the cohesiveness and vitality of ideological and political work, and to promote the "people's heart" with "warning project" The project is carried out in depth. The survey was conducted in the form of listening reports, seminars and questions. The survey targets a total of 376 police officers at various levels, including political leaders, section chiefs, instructors, and different types of police stations and criminal police squadrons. It is difficult to classify and 133 questions are classified into 37 aspects in 7 aspects. Among them, there are 24 aspects in 4 aspects, and 13 in 3 aspects of the Political Department. In general, this "Warning Project" survey has enabled us to basically understand the deep-seated problems and causes that affect and restrict grassroots work, and has also deeply touched and encouraged the police. Some policemen said: "I have been from the police for more than 10 years. For the first time, I can face the heart of the city bureau and tell my own heart. We also know that some problems can not be solved at one time, but we can let us say it. Some people listen carefully and remember. And my heart is much brighter."

Second, the overall problem

Problems in protecting the legitimate rights and interests of civilian police

1. The protective measures of the police are not perfect, and the violation of the personality and dignity of the police often occurs. In the work of grass-roots civilian police, people often encounter social idlers, drunken people and ill-intentioned criminals who deliberately find police to make troubles. When the police station disturbs the office order, the police maintain the relationship with the public and maintain fear of "communication" in order to maintain the image of the public security organs. Thoughts such as "coming" and "reasonable and unclear" have sometimes taken a tolerant approach, and the police have to deal with it and lack strength and legal support. On the evening of the Spring Festival of 2000, the Minkang Road police station broke into a drunken public. When the room did not speak, the policeman on duty was punched. He also used the foul language to insult the police. The police were impatient. Some lawless elements have no reason to slap police and obstruct their official duties, but they have not been dealt with in the grassroots units.

2. The normal rest time of the police is occupied without compensation, and it is difficult to implement the compensation. In accordance with state regulations, overtime work at night, rest days, holidays and overtime, the corresponding compensatory time off, but in the actual work, the cases one by one, the task came one after another. In order to complete a large number of work tasks, the police can only work day and night, and it is difficult to fulfill the compensation. According to statistics, the grassroots civilian police have an average working time of 12-15 hours per day and 84 hours of working time per week, far exceeding the 40 hours prescribed by the Labor Law. According to the "Interim Provisions on Wages Payment" of the No. 489 file of the Ministry of Labor of the People's Republic of China in 1994, if overtime work is carried out on a statutory holiday, overtime pay shall be paid at not less than 300% of the daily or hourly wage of the employee, and overtime on the rest day or the day off If it is not possible to arrange another supplementary holiday, the overtime pay shall be paid according to 200% of the laborer's own daily or hourly wage standard. If the working time exceeds the legal standard, the overtime pay shall be paid at 150% of the hourly wage standard. And we can't do it.

3. The rationality subsidy for the work of the police is too small, and the normal work expenses are not compensated. The grassroots police often do not eat time due to trial or investigation visits, and they buy fast-food noodles to fill their hunger. At night, they work overtime until midnight, or they return home to take care of the emergency recall of the unit and ask for the police to "pay for it." Back to ", "24-hour start-up", the cost of returning the phone and the communication fee for contact with each other due to work should be paid by themselves; if you go out to handle the case, you will be afraid of accommodation, because the room with 30 yuan accommodation standard can not guarantee safety, but to ensure safety. You have to get more money yourself; individual police workers should enjoy the corresponding health care subsidies because they work in a variety of harsh and harmful work environments for a long time, but some are too low and some are not. It is understood that the state of the meal-adapted subsidy was adjusted to 70 yuan per person per month in 1995 and has not changed. The current travel subsidy and accommodation standards have been implemented for many years and are not compatible with the development of the times. Because the rationality subsidy is too small, the police are caught in the dilemma of doing more and losing more money, not doing it and not doing it. According to statistics, the grassroots civilian police each spend about 300-500 yuan a month for work. Some policemen said: We can overcome the pressure of work and suffer from suffering, but we must give us the corresponding treatment and rationality policy. It is not unfair for us to pay for our bodies, for the spirit, and for the economy.

4. Medical insurance should have been a good thing, but the police have a lot of confusion in seeing a doctor. Civilian police are fighting the first line of combat and crime prevention. They have been rushing for a long time. Faced with the test of life and death, the nature of their work, their duties and the working environment are different from those of other party and government organs. However, the government is formulating public medical treatment. At the time of the policy, the public security police were not given preferential treatment. The money on the medical card was used up by a cold bottle. The Shuangyang Branch police have not yet applied for medical insurance. The problem of medical expenses owed to the police is also very prominent. In the investigation, it was learned that some police officers have 20,000 yuan of medical expenses not reimbursed, and some branches have more than one million yuan of drug charges that have not been reimbursed in recent years, which has made individual police life in trouble. .

5. The personal interests of the police have not been put in place according to relevant policies, which has affected the enthusiasm of the police and has a large opinion. First, the wages owed to the police have not been issued. Second, in 1998 and 1999, the military subsidy for the cadre of 6,000 yuan was not issued. The finances were allocated to the municipal bureau on March 13, 2000 and August 1, 2001 respectively. I sent it to myself, and other government departments have sent this part of the money to me in time. The police report is particularly strong. Third, the heating bills of the individual police officers of the Jilin Avenue Police Station in the second-line branch are not reimbursed for 93-95. The fourth is that the police’s vacation system is difficult. Implementation, the fifth is that the police physical examination work is not done well enough, so that some police officers do not get timely preventive treatment in the early stages of illness; sixth, the police personal insurance is not in place, so that the police work in the work is more worrying. Seventh, it is not consistent with the relevant policies regarding the warning of heating charges for the people. Eight is that the Shuangyang Branch police did not allocate housing.

Difficulties and problems in completing work tasks

1. The pressure on the grassroots civilian police is relatively large. There are three main pressures: First, the work pressure is high. The grassroots civilian police undertake a large number of tasks, such as various battles, big actions, current activities, night patrols, population inspections, Falun Gong information collection, fire prevention registration, industrial site registration, house cleaning, etc., plus basic work, case detection Such as regular and temporary work mixed together, so that limited police can only work overtime and overload work, no time to rest, 3-5 days not to go home is a common thing, and some of the directors can not return home for half a month, physical exhaustion Unbearable, hard-working, the proportion of police officers who have been sick for long-term overload work is relatively high. Second, the mental stress is great. The standard of work is high, people are guilty, and the case is subject to indicators. It is also necessary to accept various cases of investigation, population check, last training, and separation from work, so that the police can compare each other and find ways to get people to commit crimes and get high scores. Some police officers take money to buy clues in order to complete the indicators of human beings. At the same time, we must always be wary of a small number of people who are dissatisfied with the public security organs and who are resentful and resentful. The result is that the police are nervous and the nerves are always tight and they dare not relax. The investigation found that the police had a large proportion of diseases such as neurological disorders and heart diseases. Third, the imbalance between income and expenditure led to an imbalance in the mentality of the police. On the one hand, they are civil servants, and civil servants in other government departments work for eight hours. The risk is small. Our average working time is 12-15 hours. We are suffering from hardships and risks, but the wages are similar. Even the year-end full-time awards are the same. Five hundred yuan, obviously equal pay is different; on the other hand, the police have to deal with countless donations in the case of more economic expenditures at work, such as helping laid-off workers, helping out-of-school children, helping disaster-stricken areas, helping disabled workers, helping the disabled Fugu poverty alleviation, etc., each time 20-30 yuan, more than 500-600 yuan, significantly more than the amount of donations from other industries, at the same time, our civilian police due to public sacrifice, injury but not because of no funds are not better The pension and timely and effective treatment, some of the police's family members laid off, the police and family members are hospitalized, housing difficulties, etc. are not getting the help. The police report: Appropriate donations can be understood by the society, but the hard limit is obviously higher than other industries.

2. There is widespread funding shortage. The tight office expenses have seriously hindered the normal development of public security work. The shortage of funds for handling cases and the contradiction of completing tasks have seriously plagued police officers handling cases, and some cases have been stranded due to financial problems, resulting in some cases investigation and evidence collection and supplementary reconnaissance are not in place. Some units have poor hardware facilities: vehicles have no money to repair their armpits; some have power outages due to lack of electricity and heating, and no heating; some police stations are dilapidated and crowded but unable to improve; the patrol detachment has 17 police districts leased The house office, some on the 6th and 7th floors, is not suitable for quick police requirements; the special police team is crowded in 4 offices; the criminal police detachment and the security police detachment have no interrogation room and detention room, and the security police detachment of the security police detachment does not There are safety hazards in place and there is no warehouse dedicated to storing explosives.

3. There are more problems in equipment support at the grassroots level. There are too few vehicles at the grassroots level to ensure normal service needs; there are technical problems and high prices in the fixed-point auto repair and distribution factories; the necessary communication equipments are not enough, some are faulty; the guns are not equipped, The squadron of the criminal police area has only one gun, and some even have no guns. They are unified in the criminal police brigade or the security department, and the double locks in doubles. In case of unexpected incidents, it is easy to delay the fighter. There are no guns in the hands of the police. It is difficult for some cases. If they don’t go, it’s not illegal. If they go, they are still in danger. If they are violent, they can’t protect themselves. Some police officers used to find tree forks or bricks to defend themselves in law enforcement work, causing people to protest: Why did the police arrest people without guns? There have also been suspects in our bureau that the suspects were taken away by the villagers and the police were beaten into serious injuries. The management and use of firearms are too strict, and there are no guns in the hands of the police. This has contributed to the arrogance of the lawless elements to varying degrees, and the police’s “deterrent” against the lawless elements has declined. The armor clothing, steel helmets, batons and other equipment of the grassroots units are too few, and some units simply do not, so that the civilian police are insecure when they perform tasks such as patrolling and arresting people.

4. The squadron of the police station and the criminal police area and the “110” work are difficult to cooperate, which is easy to lead to passive work. In the case of "110" in the case of security, the police station was not able to carry out the follow-up work because of the poor preservation of evidence. There are generally cases of easy-to-do or "oil-water" cases, which are difficult to handle or have no "oil-water" dispatched police stations or squadrons in the criminal police area. As a result, there has been a "blinking" phenomenon. Generally speaking, the patrolmen have a large opinion and think that their functions are not playing well.

5. The current case handling procedure is not conducive to the detection and deep digging of cases, and wastes police power. The current case handling situation is usually: the police station touches the clue or catches the person, sends the criminal police area squadron, the criminal police area squadron reconnaissance and then handed over to the pre-trial squadron, a case has to go through several procedures, multiple case handlers, resulting in case investigation There is no continuity in the trial, clues and evidence are lost, and there are many problems in repeated work, which is not conducive to the investigation and deep digging of the case.

6. Non-police activities have increased the burden on the police, so that the police do not understand. It should be said that non-police activities have been significantly reduced in recent years, but they have occurred from time to time. As a result, the police have ideas and the public has opinions. For example, the "North Method Report" is given to the task every year. A small number of small police stations order 80 copies, and more than 300 copies. In order to complete the task, the police can only apportion the business and the large units in the management. The essence of the police is the disguised “relationship”. The final report will also be sent to the newspaper, the result is to increase the double burden of the police. The public had opinions because they could not see the newspaper in time, and dialed 12345 to report the situation. Another example is the installation of stair safety lights, the construction of a bicycle shed, and the repair of parking lots.

7. The civilian police family is not comfortable with their children and their children are disciplined, which distracts the work of the police. It should be said that most of the police's family members can support the understanding of the work of the police, but because the police can not go home for a long time, the family burden falls on the family members, which leads to the bad relationship between husband and wife, misunderstanding, child management difficulties, and academic difficulties. Very prominent, and even some are still divorced, increasing the mental pressure of the police.

8. The economic life of the police family is not optimistic. On the one hand, due to the long-term overload of the police in the first line, coupled with factors such as greater pressure in various aspects, the police caused more physical illness, but the medical expenses were not guaranteed, and basically paid. On the other hand, due to the large economic expenditure in the work of the police, the wages cannot be taken home as many as possible, causing some family members to misunderstand, and believe that the police have “hidden expenditures” and conflicts arise. In addition, the police officers are laid off and have no jobs. Some police stations have six or seven laid-off family members, accounting for about 40% of the police. In general, the police have a lot of financial pressure on their families.

And affecting the enthusiasm of the police work

1. The nature of the work of "intervention, crackdown, prohibition, and ban" has caused the police to suffer more unfair treatments such as misunderstandings, prejudice and retaliation. The police are fair and civilized, so that a small number of people can be dealt with, or because the public security organs do not meet the individual's purpose and psychological imbalance, they deliberately fabricate facts or exaggerate their opinions, and vent their dissatisfaction to the public security organs through complaints or complaints, or deliberately Nothing happened, no refugees and police officers, and looking for the "problem" of the police, and then petitioned accordingly. For such problems, the higher authorities sometimes do not support the police for various reasons, but repeatedly investigate and investigate the responsibility. At this time, the police became a "vulnerable group." Some policemen said: People have difficulty finding the police. Who are the police officers looking for? Please ask the higher authorities to believe that our grassroots policemen are investigating the people’s petitions to be fair, objective and reasonable. Do not look at us with the idea of ​​“finding problems”, which has disrupted our normal work and caused bad influence. Let us flow. Khan still shed tears and dampened enthusiasm. The handling of individual police violations is heavier, and the political life of the police is threatened and the negative impact is also greater.

2. The requirements for the police are too strict, and the “high-voltage line” is too much, which makes the police worry about the work and fears. At work, the police should always be on guard against "touching pressure" and dare not be bold and creative in their work. Because "the more eggs are smashed, the more they break," they are afraid of taking responsibility and can't afford it. A policeman said: The police are special industries. In the law enforcement, there is a normal conflict with the people. At this time, the police should focus on criticism, help, and education. The problem should be treated and cared for, and we must take good care of ourselves. The feeling of danger and insecurity. The police generally do not dare to "greedy things", do not dare to carry out their work boldly, do not do it, do not have to do it, and do not need to take risks for work.

3. The assessment mechanism for the evaluation of grassroots units and civilian police by the superior is not scientific and rigorous. Some evaluation results are not objective, fair, and have water, and some assessments are not continuous and comprehensive. The performance appraisal of the police work that does basic work at the grassroots level is not scientific and reasonable, and the police feel that they are suffering and suffering but have no achievements. The work has been done dry and has damped the enthusiasm of the police.

Opinions of higher authorities

1. The higher authorities shall formulate measures, systems, and regulations, which shall be carried out on the basis of feasibility investigation to prevent closed doors from building cars and make it difficult for the grassroots to implement. For example, regarding the problem of detoxification or fines for drug addicts, it is easy to appear at the time of execution, which is not conducive to drug rehabilitation; it is not feasible for the supervisors to solve the problem; the requirements for law enforcement quality assessment are too high, not scientific, such as arrest The pass rate standard is too high, and the case is not effective in the subsequent investigation.

2, "Wenshan Huihai" still exists, some work is urgently arranged, the implementation is urgent, the result is more urgent, resulting in some work can only cope with it. It is understood that a grassroots unit has participated in six meetings organized by superiors in a week, and some have not yet had time to communicate. As a result, there is a phenomenon that they are required to implement but cannot be implemented.

3, the work of the agency should be arranged in a coordinated manner, not too arbitrarily, and do everything. The work of the police station should be based on basic work. The current situation is that the time for basic work is occupied by other mandatory work. There is no unified planning arrangement for the task assigned by the higher authorities. Sometimes it is impossible to reflect the scientific and rationality according to the actual situation of the grassroots level. Anyone is free to assign tasks and tasks, and set targets, schedules and time limits for completion, so that grassroots work is at a loss. Unable to distinguish between the primary and secondary, disrupted his work plan. When there are more tasks and more pressure, they have to focus on the various prescriptive work, which has impacted the daily prevention and management of the police station, so that the basic work is not solid and busy, and the result is that all of them have done it. Did not do well, it seems passive, time is long, forming a "skin" style.

4. The organs at all levels have increased the burden on the grassroots level due to the large number of grassroots inspections. The superior inspection is not a unified organization, and each is a government. The grass-roots units received high-level inspections from the higher authorities, which made the already very tight working hours occupied, and the grassroots felt a headache. The research team had encountered four inspection teams in one day at a police station. It is understood that a police station must meet six inspecting inspection teams every quarter. Temporary inspections at all levels are much more than this. The result is disrupting their normal working arrangements and increasing the burden.

5. Individual cadres have low grades and poor image. They go to the grassroots level to deliberately pick faults, not objective, privilege, and grassroots resentment. If some departments go to the grassroots level to inspect, they ask the grassroots leaders "why there are three cigarette butts in the ashtray", and others have the power to pressure people to use their powers to do private affairs.

7. Some policy slogans are unreasonable and it is difficult for the police to do so. For example, “it is difficult to help, there is a need to respond”, sometimes the grassroots police are paralyzed: a peasant woman commits suicide by drinking medicine, and 120 is afraid of spending money. She calls the police station to get to the bus, and the police station is very busy and very tricky. "It is difficult to find a policeman" is too general, the police are law enforcement, not a comprehensive service staff, and there is also such as: "Twenty-four hours for you" and so on.

8. Opinions on the logistics support work of the municipal bureau. First, the bath is too poor; the second is that the canteen is not hygienic, the dishes are not clean, the quality of the food is not delicious, and the service attitude is to be improved; third, the office of some departments is crowded, the desk and chair are severely damaged, affecting normal work; The salesman and the smashed in the office building are both unsafe and disrupt the normal office order.

III. Problems and suggestions in the work of the Political Department

Problems in education and training

1. Civilian police training is not professional, targeted and operability. In recent years, the Municipal Bureau has made great efforts in the training of civilian police, but there are still problems such as outdated training content, narrow training, professionalism, and lack of pertinence. For example, some of the training materials used for editing are printed a few years ago, and they have already been inconsistent with the actual work; the legal system, household registration, public security management, political protection, supervision and other professional knowledge training required by the grassroots are less; many policemen respond quickly and quickly. There is a big gap between the self-defense of the enemy and the requirements of the times. Some policemen have seen the guns with "freshness"; the police training qualification test has not been carried out; the judicial work in China has undergone major reforms, but the police training has not Keep up with the development of the situation, the beat is too slow.

2. The training time of the police is short and the expected purpose is not achieved. The police generally reflected that the training time was too short, and many of the knowledge was not understood during the training period, and it ended, and the knowledge learned was limited. Some policemen feel very embarrassed. They think that if they don’t participate in the training, their knowledge is not enough. It will directly affect the work performance in the future. However, they have participated in the training, and they are afraid that they can not complete the various work and task indicators at that time, affecting the overall evaluation results, and The danger of off-the-job training has resulted in the phenomenon of both learning and learning.

3. There is a phenomenon of repeated police training. First, there is a repetition in the training content. There are many theoretical contents in the curriculum, and there are few operability contents. It cannot be lack of supplements, but it is copied step by step, resulting in a police officer who has repeatedly listened to the same content for the same teacher. Second, the participants were repeated and the training penetration rate was not high. Due to various reasons, some police officers have participated in various training courses many times, and some people have participated in training less. As a result, the police training task indicators were completed, but they were not popularized, and the overall effect was not achieved, resulting in waste of resources.

4. The existing training facilities and the teaching staff cannot meet the actual requirements of the public security work, resulting in some training work not being carried out well enough. For example, we have not simulated the actual shooting training ground, the shooting training method is still very old, and can not improve the rapid shooting technology of the police. And the awareness of instant shooting is out of touch with actual combat. There are no fitness and enemy training places in the grassroots units, so some of them should always insist that training programs cannot be adhered to and popularized.

Problems in the preparation of the system and the use of cadre management

1. Insufficient police force is a major problem that plagues grassroots work. Problems such as the inability to get a job due to insufficient police force are particularly prominent, and some units are already stretched in their work assignments. Some policemen live alone, and most of the residents in the household registration area have more than 800 households. Some household police have more than 3,400 households, nearly 10,000 residents, and some have a charge of 120 prisoners and some civilian police. Hepatitis disease is already in the contagious period but still "persistent" in the workplace. Some police have been surgically placed on the stent, but they still work overtime to work in the front line. Some police stations do not have security police, and some work in a variety of jobs, resulting in division of labor. Unclear, unclear responsibilities, some work in the form, can not be implemented.

2. Some policemen believe that the conditions for reserve cadres are too high, which is inconsistent with the actual situation of the public security team. The public security team is a relatively large team. The nature of the work has its own particularity. Unlike other government departments, the standards for reserve cadres should be appropriately relaxed. The current reserve cadres require the 35-year-old undergraduate and the 30-year-old undergraduate to make some police officers who have earnestly worked hard, have the ability and appealing power feel that they have no political hopes, and the strength of the struggle is weakened, plus work, Factors such as family and social pressure lead to low mood, physical and mental exhaustion, and some negative treatment, and unreliable grassroots work. The grassroots police also believe that the promotion of non-leadership posts is not transparent, and the promotion opportunities are too few.

3. The management of the cadres is too strict, and the use of horizontal communication is not active, which restricts the growth of cadres. The department has no right to use the middle-level cadres at random, which makes the work sometimes not well connected. The management of veteran cadres is not uniform, too scattered, and all major units are not conducive to their own work and disperse the police force.

4. The role of grassroots political cadres is not good enough. The squadrons of the police station and the criminal police area are equipped with instructors and full-time ideological and political work. The role of the instructors is hard to play, some are ineffective, there are heavy business and light politics, the instructors perform their duties without institutional guarantees, and the political checks His authority has been weakened, sometimes "nothing can be managed, and all responsibilities are shared." Most instructors feel "when it is difficult to marry a woman."

5. Some police work units are too far away from home, and it is inconvenient to go to work. If some policemen work near the East Bridge, their homes live in the second district of the automobile factory, the airport and other places. Some policemen have to go from home to home at 6:00, and I want to move around but it is very difficult.

Suggestions for the political work department

1. The Ministry of Political Affairs has done little research on the situation of the public security team at the grassroots level. The “Warning Project” research activity is deeply welcomed by the grassroots and should be adhered to.

2. Ideological and political work must be practical and useful, and should not be spent on shelves and forms. We must work hard to solve specific problems and reflect the connotation of ideological and political work through certain concrete forms so that the police can see and feel.

3. The construction of the ranks of political work cadres should be further strengthened. Not only must people be matched and equipped, but they must also choose high-quality, strong business capabilities, and will do ideological and political work, and people who are welcome by the police.

4. It is necessary to increase the rewards for the recognition and approval of the police who have outstanding performance in basic work. Attention should be paid to excavating advanced deeds in ordinary jobs, selecting typical trees, letting ordinary police learn to have goals, doing role models, playing a good guiding role, and appropriately increasing the merits of police stations.

4. Reasons for the problems existing in the Political Department and opinions on their work

Cause of the problem

First, the degree of ideological attention is not enough. How to mobilize the enthusiasm of the police and give play to the role of ideological and political work to promote and promote the ideological work of the police is a problem that leaders and political departments at all levels often think about and make some efforts for it, but the grassroots police are "from the police." For more than 10 years, I have not had the opportunity to speak to my higher authorities." While the police are moved by the opportunity to speak, it also shows that our ideological and political work has not really been implemented. It also shows that we have the job of being satisfied with plans and arrangements, but neglecting the implementation of the results. "There is a sense of error in front of the eyes, light and long-term." For example, the police training is not targeted, the operability is poor and the penetration rate is not high. On the basis of the investigation, the teaching content is reasonably arranged according to the needs of public security work, and the contradiction between engineering and learning is reasonably solved. It is still far from enough to do the work of preferential treatment from the police. I have not really fulfilled the requirement of "stabilizing the people, warming the hearts and keeping the hearts of the people." I did not deepen the article on "How to use the advantages of ideological and political work and mobilize the enthusiasm of the police." The concept of political work is the political home of the police. Individuals have not really established themselves, which has led to the difficult role of some political workers and cadres in their work.
