The scale has been unable to meet the needs of economic and social development. In order to achieve a healthy and coordinated development of the county economy, approved by the Shaoyang Municipal People's Government, we invited the Shenzhen Branch of the China Urban Planning and Design Institute to renovate the total size of the county town, and proposed that the population and land use of the county are as follows: 240,000 people in the near future. Square kilometers, long-term 380,000 people, 40 square kilometers. We choose this scale and consider it from the following aspects:

First, seize the development opportunities to achieve the need to catch up

In XX, the state proposed the implementation of the development strategy of the rise of Central China. The XX-year "Pan-Pearl River Delta Regional Cooperation Agreement" was signed, marking the formation of the "9+2" regional cooperation alliance. In order to seek new growth points in the future development of the region, the Hunan Provincial Party Committee and the provincial government clearly proposed the strategic deployment of the development of Xiangxi in XX, including the west of Shaoyang City, Suining, Chengbu, Wugang, Xinning and Longhui. And the development opportunities of industrial transfer are also more obvious.

The original plan was put forward on the basis of the great environment in the late 1990s and the actual conditions of the county at that time. Faced with new development opportunities, Shao Dong could not obey the rules. He should seize the new advantages of resources and location and implement the "post-game catch-up". ", to achieve a new rise. If the population and construction land determined in the previous round of planning are not revised, in the new round of regional competition, some large projects cannot be settled in Shaodong, which will bound the development of Shaodong and even Xiangzhong and southwest Hunan.

Second, the implementation of provincial and municipal planning needs for Shaodong positioning

Development, ultimately deviating from the main goal of urbanization.

Fourth, adapt to the actual needs of the development of urban construction in our county

The two towns of the county have successively become the first town of comprehensive strength in the province, the first town of township finance revenue in the whole province, and one of the 1887 key small towns in the country. In order to give full play to the traditional advantages of commerce and trade and promote new industrialization, at the beginning of this year, the county party committee and the county government reviewed the situation and put forward the development strategy of “prosperous work and prosperity”, and decided to establish machinery, chemical industry and textiles near the lead line of the eastern s315 line and Hengshao expressway. The leading 15-square-kilometer eco-economic industrial park will play its own advantages in the new round of regional economic integration.

In view of the above reasons, we urge the Provincial Construction Department, the Provincial Department of Land and Resources, and the Provincial Development and Reform Commission to approve the report on the population and construction land scale of our county. According to the report, the recent planning needs to expand the land area of ​​2188 hectares, including 375.3 hectares of arable land, 210.2 hectares of garden land, 516.1 hectares of mountain forest land, 83.6 hectares of water surface, 648.1 hectares of abandoned land, and 354.5 hectares of land for village residents. We will fill it through land development and consolidation. , to achieve a total dynamic balance. According to the “Land Development and Consolidation Planning of Shaodong County, Hunan Province”, the county will use 10 years from the beginning of XX to 2019, through the consolidation of existing roads, forest nets, ditches, and rural houses and rural villages. Moreover, 823.2 hectares of agricultural land can be increased, including 789.6 hectares of arable land. According to this scale, the cultivated land area of ​​the newly added land in the plan is within the scope of land development and consolidation, and the land use planning control standard is reached. In addition, if the plan is revised or adjusted in the long-term, from 2019 to 2020, further development and consolidation of land resources and intensive use of land will be carried out, and the stock of construction land and the increase in agricultural use will be more benign.
