Implement the information officer system. All county bureaus, sub-bureaus, and departments are required to clarify that one person is an information officer, and is responsible for the information collection, induction, collation, and reporting of the unit. Each county bureau, branch office, and brigade information officer will report at least three pieces of information to the city office at least monthly; the information officers of each department will report at least two pieces of information to the city office.

Strengthen the training of information workers.
