Advanced education reform report

First, strengthen the theoretical knowledge and technical quality of employees.

1. Develop measures to promote steadily

In order to effectively carry out this work and achieve results, our team formulated the "Hebei Province Coalfield Four Teams" to create a learning organization at the beginning of the year, and strive to be a knowledge-based staff's activities and arrangements, and the purpose and significance of the activities. The guiding ideology, the objectives and tasks, the implementation steps, the main channels, the basic standards, and the requirements and incentives for the “creation” activities were detailed. In order to make this work, the four teams established an activity coordination leading group. Set up an office and set up 11 study groups to lay the foundation for a solid grasp of this work.

2. Leaders attach importance to and actively participate

In order to put this work into practice, the party and government leaders of the team took the lead in learning and participating in training to ensure the time and funding needs. In the past year, the four teams have successively sent management cadres, technical cadres and skilled workers to participate in the provincial technical professional graduate students, archives majors, geology majors, frozen construction, core identification, safety qualifications, special types of work, special positions, prospecting engineering, More than 20 professional technical trainings such as geological exploration, fire protection, exploration specifications, furnace technology, and registered safety engineers, and more than 150 participants.

3, multi-party contact, encourage self-study

In order to create a "creation" atmosphere, the four teams, in addition to actively organizing various professional and technical trainings, the team leaders took the initiative to provide relevant learning opportunities for the aspiring young people. Six people participated in the study of adult college or above, and two people were actively preparing to participate in the postgraduate entrance examination.

Now, the leaders of the four teams are paying more and more attention to the cultivation of technical talents, and the four groups of employees are increasingly eager for knowledge, which has basically formed a good atmosphere for all members to learn.

Second, strengthen the construction of the entity's financial and economic systems, and strengthen the openness of factory affairs

In order to do a good job in the open work of factory affairs this year, on the basis of the work of previous years, combined with the education activities to maintain the advanced nature of party members carried out in the first half of the year, it reflects that some units have false acts in public work, and the public has great opinions. , causing a passive situation in the work. Our team issued the "Notice on Further Deepening the Openness of Factory Affairs" in a timely manner, requiring all units to correct the "pre-first" education rectification and improvement stage, and clearly put forward five requirements: First, the factory of each unit of the team To openly work, it must be disclosed to the general public on a regular basis in accordance with the requirements of the team's [XX] No. 23 file. Second, the factory open column of each unit should be hung in an obvious position. The listed figures must be true and updated on schedule.

Third, all units must establish a factory public supervision team or a democratic management team of no less than three. Fourth, the main person in charge of each unit must correctly treat the open work of factory affairs, practice the supervision of the supervision team and the employees, and openly work the factory affairs by practicing the important thinking of the "three represents" and the fundamental requirements for maintaining the advanced nature of party members. Third, strengthen the control mechanism and evaluation methods for middle-level cadres

On the basis of last year, we revised the "Administrative Measures for Middle-level Cadres" and the "Detailed Rules for the Implementation of the Annual Evaluation of Middle-level Cadres" in July this year, and prepared to evaluate the middle-level cadres of the whole team in December.

4. Caring for model workers and employment of first-line workers and children

From the end of last year to November this year, a total of 9 children have been assigned to our team. This month, more than 30 children were reported to the provincial bureau, which has taken a big step in solving the shortage of geological team personnel and the employment of employees. .

Fifth, strengthen labor discipline

In March, our team issued the "Notice on the Reorganization of Labor Discipline" and established the Labor Discipline Inspection Office, which was attended by the relevant departments of the Human Resources Department and the Security Department. After a period of rectification, the four teams' labor discipline has been greatly improved, and fewer people are late and leave early, eliminating the phenomenon of going to work, computer, and chat.

Sixth, strengthen safety management, guarantee first-line labor insurance distribution

In order to retain talents, stabilize the team, ensure that our team continues to develop healthily and rapidly, and adopt an annuity subsidy management method for outstanding employees to increase their income. 10. Strengthen the application and transfer of exploration rights. The transfer of exploration rights in Beiyangzhuang Minefield was completed, and the work of applying for exploration rights in the entire three mining areas is underway.

11. Formulate a new business management mechanism. The party committee of the team pointed out that the wages of the first-line workers of the rigs were low and the people’s minds were unstable. In the deep oil wells, the wage reform was taken first, and in the past, the practice of doing more and less was done, so that the employees’ income in the oil wells was higher than in previous years. Greatly improved. At present, the new drilling rig package plan for the Drilling Project Contract Management Measures and the Drilling Wage Distribution Plan has been approved by the middle-level cadre meeting of the team, entering the stage of drilling rigs for comment, and taking the lead in the implementation of the 411 drilling rig.

12. Improve the income of employees and stabilize the workforce. As of October, the per capita wage of employees increased by 10% over the same period last year.

15. Strengthen the input and renewal of equipment and improve the scientific and technological content of geological exploration work in coal fields. This year, 24 sets of drilling equipment were purchased for 431,000 yuan, 1 set of logging tools was 480,000 yuan, and 8 sets of other equipment were 118,000 yuan, totaling 33 sets of 10.29 million yuan.
