First, strengthen theoretical study.

Strengthen and improve the theoretical learning system of the central group, strictly in accordance with the requirements of the central group learning system, the party committee and the party branch must adhere to at least * theoretical study every quarter.

To further improve the democratic centralism, the collective discussion system for major issues, and the system of democratic life meetings, we must improve the quality and effectiveness of democratic life meetings and promote the institutionalization and standardization of grassroots party building work. Do a good job in collecting party fees. Party members regularly submit party fees to the branch every month. The branch submits party fees to the central party committee every quarter, and the party committee pays party fees to the party committees every six months.
