Strengthen the basic work of accounting and improve the quality of accounting services

With the small number of staff and heavy work tasks, our team members work together and work diligently to maintain the "clean and fair" work style and "passionate and efficient" service attitude and working methods, and carefully handle each business. Standardize the accounting documents and register accounting books to ensure that the prepared statements are true, accurate, complete, and timely, and the authenticity, legality and compliance of accounting information are significantly improved. According to the regulations, do a good job in accounting file binding and smooth handover, ensure that the accounting file management is safe and sound, and do a good job of bank deposit reconciliation in time to ensure the safety of funds.

1. Comprehensive supervision and review of all original documents submitted by the unit. It is mainly to conduct a comprehensive review of the legality, accuracy and completeness of all kinds of original vouchers, focusing on whether the expenditures meet the requirements, whether the content is complete, whether the number is accurate, whether the approval procedures are complete, and whether there is a tax evasion phenomenon.

2. The individual expenditure of the unit is reviewed and supervised from the indicators. Strictly implemented according to the projects and standards approved by the County Finance Bureau and the Personnel Bureau, and will not be accounted for for personally subsidized items that are outside the regulations, or super-standard and over-range.

3. The expenditure vouchers for taxation are subject to review and supervision in strict accordance with relevant regulations. The fiscal expenditure reform is the main task of the current fiscal reform, and the accounting centralized accounting and treasury centralized payment reform that we are facing are the two major reforms of fiscal expenditure reform. The accounting centralized accounting work has been practiced in our county for eight years, to a certain extent. It has played an important role in the development of the county economy, but with the further deepening of the reform, some accounting accounting centers have also appeared.

New problems and challenges, a large amount of accounting basic work makes accounting fatigue to cope with the daily work of processing vouchers, accounts, etc. There is not enough time to investigate and deal with problems, and there is still a certain gap in the accounting function from accounting to management. Accounting supervision The role is still subject to certain limitations. Therefore, studying hard and exploring the treasury centralized payment reform is the main direction for us to study next year. In the pilot project of the State Land Resources Bureau to try the centralized payment of the national treasury, the accumulated treasury centralized payment of official fees and other funds was 1,425,600 yuan. The centralized collection and payment of the treasury increased the efforts to manage financial funds and prevent corruption from the source, and at the same time increased the government. For the macro-control ability of fiscal funds, the fiscal funds are prevented from “external deposits” to the maximum extent, and the comprehensive, coordinated and sustainable development of fiscal work is promoted.

In the past year, although some achievements have been made, there is still a certain gap between the requirements of the reform of public finance expenditure, which is constantly deepening, and some problems and contradictions in the work still exist. First, some units are responsible for the weak concept of financial brokerage, and the awareness of active financial management is not strong. Second, some problems in the financial management of the unit have not been fundamentally resolved. For example, some units have not cleaned up their funds for a long time, and many of them have formed “dead accounts” and “dead accounts”. Second, many units have frequent changes in accountants and low professional standards. Third, there is still room for improvement in the management of special funds.
