Seven, existing problems

This year, although the rural road management and maintenance work in our county has achieved some achievements, there is still a big gap compared with the requirements of the provincial and state governments and the rapid economic development of the county:

First, the township has different understanding of the needs of the road. The mountainous region is eager to build the road as soon as possible, to drive the people out of poverty and get rich, and to maintain high enthusiasm, while the dam area is relatively superior due to the relatively favorable road conditions and the enthusiasm for conservation.

Second, the peasants love roads and have a poor sense of road protection. When roads are built and built in rural areas, sand and gravel materials are randomly opened on the roads. The problem of damage to roadbed slopes has occurred from time to time. The accumulation of building materials and garbage on the roads is widespread, and the problems of dirty, chaotic and poor roads are not effectively solved. Many problems that damage road products cannot be compensated because they are not reported, and some villages even hide road affairs.

Third, the understanding of the importance of doing a good job in rural road management and maintenance work is still very serious. It has not established a scientific development concept that “construction is development, management and maintenance is also development”. I only want to ask the transportation department to build more roads, and do not consider how to manage and maintain the repaired roads. As a result, the maintenance and repair of rural roads and highways is not in place and the initiative is not strong.

Fourth, the responsibility for rural road management and maintenance is unclear. It is believed that road repairing, pipelines, and road maintenance are all matters of the transportation department . They have not seriously studied the "Yuanmou County Rural Road Management and Maintenance Measures" and the "Yuanmou County Rural Road Management Maintenance Objective Responsibility Letter". It is not clear that townships and administrative villages are managed in rural roads. Responsibilities in the maintenance work have led to inadequate management of rural road management and lack of initiative.

Fifth, rural road management and maintenance work has not been taken as an important part of the assessment and evaluation of rural work. According to the requirements of the “Yuanmou County Rural Road Management and Maintenance Measures”, all townships and towns should include the rural road management and maintenance work as an important work schedule for townships and towns.
