Actively promote the reform of the discipline inspection and supervision management system. In order to change the supervision of dispersal to centralized supervision, change the supervision of the same body to external supervision, and realize the separation of the main body of supervision and the main body of responsibility, the city actively carried out the pilot reform of the discipline inspection and supervision management system, and implemented unified management of the discipline inspection and supervision institutions. The “Implementation Opinions on the Reform of the Discipline Inspection and Supervision Management System at the Municipal Level” and related supporting files were formulated, and the First Working Committee and the Supervision Branch were established. They were responsible for contacting 13 municipal departments to perform the discipline inspection and supervision functions. This reform was also piloted in six districts and counties. After the experience is explored, the pilot will be expanded next year.

Fourth, effectively strengthen constraints and supervision, and promote the standardization of power operation

We will conscientiously implement the regulations on inner-party supervision, give full play to the functions of various types of supervisory bodies, and strengthen the supervision of leading organs, leading cadres, and key links and important parts of power operations. Focusing on the implementation of democratic centralism, we will strengthen supervision and inspection of major decisions, appointment and dismissal of important cadres, major project arrangements, and use of large amounts of funds to promote scientific and democratic decision-making. 3,361 person-times of incorruptible political talks before the leadership of the leading cadres. Actively cooperated with the provincial party inspection team to inspect 20 districts and counties, find and solve some outstanding problems, and promote the team building and system construction in the inspected areas. Seriously investigate and deal with commercial bribery cases. Full implementation of accounting appointments, financial controllers and other systems has promoted the integrity and self-discipline of leading cadres of state-owned enterprises. The government affairs, factory affairs, and village affairs were further standardized, party affairs were publicly and gradually implemented, and grassroots democracy construction continued to deepen.

V. Further increase anti-corruption efforts and resolutely investigate and deal with violations of laws and regulations

Maintain a strong momentum in investigating cases.

Give full play to the root cause of handling cases. We have always adhered to the "one case and two reports" system for the investigation and handling of major cases, using typical cases to carry out warning education, carefully analyzing the problems exposed in the cases, looking for reasons for institutional mechanisms, and establishing regulations in a targeted manner. Efforts should be made to "investigate and deal with a case, educate one, and prevent and control the front line." While affirming the achievements, we are also clearly aware that there are still some shortcomings in the party's work style and clean government construction and anti-corruption work, and there is still a certain gap between the requirements of the higher authorities and the wishes of the people. Judging from the overall situation of party style and clean government construction in the city, corruption in some areas and links is still prone to occur frequently. Some departments and industries are still unfairly rebellious. Some problems that harm the interests of the people have not been fundamentally resolved. It is still quite serious; the problem of unsound education, unsound system, and weak supervision has not been fundamentally resolved. In 2019, we closely focused on the “four-in-one” scientific development strategy of the municipal party committee and urban and rural areas, and solidly promoted the following key tasks:

The first is to promote the implementation of the scientific concept of development as the main line, and strengthen supervision and inspection. Always regard service, guarantee and scientific development as important tasks of discipline inspection and supervision, focusing on the major policies of the central and provincial and municipal governments on scientific development, especially the various reform measures adopted by the municipal government as the unified urban and rural comprehensive reform pilot zone determined by the State Council. Implementation, strengthen supervision and inspection, and maintain smooth government orders. We will resolutely prevent and correct formalism, bureaucracy, and falsification, etc., which violate the scientific development and hinder the implementation of various measures for the coordinated reform of urban and rural areas.

The second is to investigate and handle cases as an important means and resolutely punish corruption. Continue to maintain the intensity of punishing corruption, continue to focus on investigating cases that violated party discipline and discipline in leading organs and leading cadres, and seriously investigate cases in which leading cadres abuse power to seek illegal interests, damage the development environment, and infringe on the interests of the people. Strictly discipline the case according to law, and persist in punishing corruption and caring for and protecting the organic unity of cadres. Improve the coordination mechanism for handling cases between law enforcement agencies and form an overall synergy.

The third is to focus on strengthening the system construction, and pay more attention to preventing corruption from the source. Seriously implement the specific opinions of the "Implementation Outline". In-depth anti-corruption education and building a culture of clean government; continue to deepen reform and innovation system, expand the field of corruption prevention and control from the source, actively promote the reform of official card consumption, parallel approval and discipline inspection and management system, and vigorously explore effective prevention and control of "small treasury" Mechanism; strengthen the restriction and supervision of the operation of power, and focus on strengthening the supervision of leading cadres, especially the main leading cadres, the management and use of people and property, and key positions.

Fourth, focus on solving the problem of damaging the people's livelihood and earnestly safeguard the interests of the people. Further smooth the channel of people's needs, continue to run the telephone number of the people's needs, the Sunshine Government Affairs Hotline, actively carry out leadership visits, cadres' next visits, and establish mechanisms to protect the rights and interests of the people. Increase the intensity of special governance, strengthen the construction of the work style, and resolutely correct the unhealthy trend that harms the interests of the people.
