Our department is closely focused on “stopping serious accidents and controlling general accidents”, highlighting the safety monitoring of “key waters, key ferries, key vessels, and key periods”, and regularly launching “Spring Festival” and “June Safety Month”. "Public Period", "Eleventh Golden Week" water traffic safety inspection work and hidden dangers investigation, ferry ferry special rectification work, strengthen on-site supervision and management, and implement safety management responsibility. The work in the past year is summarized as follows:
First, the basic situation Jinsha River flows through our county 168.2 kilometers, there are 22 crossings, there are 11 ships operating: "There are 10 passenger ferries, 1 ro-ro ship." II. The third is to strengthen the safety management of ferry crossings, increase the safety inspection of ferry crossings, ferries, ferry facilities and ferry crossings, implement mandatory maintenance and repairs on ferry ferries, and crack down on and ban illegal fishing vessels to ensure the safety of water traffic.
And carry out special actions for the investigation and management of hidden dangers. According to the Ministry of Communications this year, the “Water Traffic Safety Hazard Year” campaign was launched nationwide. In accordance with the archives arrangement of the “Notice on Printing and Implementing the Work of Conducting the Investigation and Prevention of Hidden Dangers in Safety Production” issued by the Municipal Maritime Safety Administration, the “Notice on Printing and Implementing the Work Plan for Further Conducting the Hidden Dangerous Work of Water Traffic Safety Production” issued by the Department issued the documents of each ship town. Further strengthen the safety supervision during key periods. We attach great importance to the supervision of water safety during the "Spring Festival", "June Security Month", "Public Period" and "Eleventh Golden Week", implement safety supervision responsibilities, increase on-site inspections, and insist on early intervention. Supervise the plan, draw manpower, concentrate on the implementation of on-site inspections, and at the same time, urge the ship signers of each ferry to seriously perform the duties of signing and issuing functions to ensure the safe transportation of ships. In response to the high water level in the “Public Period”, our department issued a closed air sealing order in time to ensure the safety of water transportation.
In the whole year, a total of 210 inspections were carried out, 40 vehicles were dispatched, 113 ships were inspected, and 6 hidden dangers were rectified. One vessel of “three nos” was banned, 25 brochures were distributed, and more than 300 propaganda materials were distributed.
V. Vigorously promote the maritime administrative law enforcement work. I am in the administrative law enforcement of water transportation. I always adhere to the law-based administration, constantly improve the law enforcement mechanism, and strictly manage it. It has not happened for many years, and there are arbitrary charges, fines, and apportionment. "The occurrence of phenomena, dislocation, and displacement law enforcement have been effectively curbed, and some illegal and illegal ships have been attacked and punished. In XX, a total of 3 administrative law enforcement cases were handled, 2 administrative warnings were issued, and 1 "three no" ships were forcibly destroyed.
6. Cooperate with the superior business management department to seriously carry out the annual inspection of the shipping ship and the training of the crew and the training. In order to ensure the safety of the water transportation in the county, the crew's awareness of safety production will be further improved, and the ship operation will be legalized. From June 23 to 29, the Municipal Navigation Department and the Maritime Safety Administration sent people to our county to organize the shipowners, operators and certified crews of the county to carry out the verification of the transport vessels and the examination and study of the certified crew. We actively cooperated with the 11 ships that participated in the verification. All the ship drivers and drivers who participated in the training and study were all qualified. Six of them participated in the examination and training of the ship drivers of the fifth class. During the study period, our department also urged the ship operators to apply for overdue insurance procedures to ensure that the water certificate procedures for water operations in our county are complete and valid, and operate legally.
VII. Seriously carry out special surveys on national waterway traffic volume This June is the national waterway transport special survey and the third port survey survey month. With the help of the business guidance of the Municipal Navigation Management Office, I conducted a survey of the 11 ferries in the county from June 1 to June 30. The investigators of our office topped the hot sun and resisted the heat and went to the ferry to conduct investigations. 8.
