In the past year, under the correct leadership of the higher authorities, the bureau has conscientiously implemented the spirit of the 19th National Congress of the Communist Party of China, comprehensively implemented the scientific development concept, improved the regulatory control and technical service capabilities to adapt to the market economic system, and effectively enhanced the quality supervision work to the economic society. Review of this year's work The comprehensive administrative law enforcement of the bureau issued 2,930 people in the third quarter, inspected 1,737 enterprises, eliminated 8 counterfeit dens, 190 on-site penalties, 72 cases filed, 9 complaints received, and a total of 815,200 yuan. . Among them, 23 were over 10,000 yuan, 58 were closed, and the settlement rate was 81.9%. For 16 consecutive years, the bureau has not had any cases of wrongful cases, administrative reconsiderations or administrative litigations, and has established a good quality image of being scientific, fair, honest and efficient.
Second, the work highlights and characteristics strengthen the administration according to law, and innovate the trial system. Administration according to law is the soul of the administrative capacity building of government departments. In order to further increase the transparency and discretion of the trial, the bureau actively innovated the trial system and launched an initial public hearing on October 9, inviting the leaders of the Ningbo Bureau, the experts of the Regulations Office, and the Municipal People's Congress and the Commission for Discipline Inspection. The Legal Affairs Office, business people and bureau supervisors attended the trial meeting. For cases of different natures, the employed personnel were present at the time of the trial. The results of the trial fully listened to the opinions of the attendees and finally made a decision. This is another new exploration of our bureau. In the past two years, the SIPO has started from standardizing law enforcement. After the "three steps", from "separation and investigation" to "separation and review", and then to "open trial", the legal supervision mechanism has been continuously improved.
At the same time, this year, the bureau added new equipment, and through the way of slide presentation, the members of the trial committee have an intuitive and comprehensive understanding of the entire case, further improving the efficiency of the case.
Strengthen the service platform and enhance technical support capabilities. One of the support points of quality supervision work is the technical testing organization of products. To adapt to the needs of local economic development, it is necessary to continuously expand new testing areas and strengthen investment and construction.
1. Increase equipment transformation and improve inspection capability. In order to improve the technical grade of the inspection center and better provide quality inspection and measurement calibration services for the society, the bureau has invested nearly one million yuan this year to add a batch of testing equipment, such as meteorological chromatograph, high-precision electronic balance, and resistance. Pressure tester, sound level meter, salt spray tester, withstand voltage tester, electrical parameters and other equipment. At present, the number of inspection projects recognized and approved by the bureau has reached 134, and the provincial bureau has determined the verification capabilities of 19 social public measurement standards and 24 measurement instruments.
2. The national pneumatic component inspection center was successfully established. At present, there is no independent and authoritative national-level pneumatic component testing center in China. Our bureau relies on the regional economics of pneumatic components in our city. The “National Pneumatic Component Product Quality Supervision and Inspection Center” currently under construction has been approved by the General Administration of the People's Republic of China. It is a technical organization that provides technical support in the implementation of product supervision by the General Administration. The completion will provide technical services for the development of regional characteristic economy of our city, and will greatly promote the overall quality and technical level of the pneumatic component industry in our city.
Service economy and quality improvement projects have been comprehensively promoted.
1. Promote regional brand building based on standards. In order to effectively enhance the technological standards innovation capability of the majority of enterprises, the Bureau and the industry associations have jointly compiled and completed the compilation of the Municipal Pneumatic Components Technical Standard System for half a year. The system lists more than 200 national and industry standards, and the company has established 21 technical standards. . This year, five projects from three companies hosted or participated in drafting national industry standards. Through efforts, Xikou pneumatic components have been included in the provincial regional brand cultivation list.
2. Vigorously carry out the activities of “measuring people's livelihood and benefiting people”. Intensively carried out special measures for measuring market trade, special measures for measuring medical and health units, special rectification of gas stations, and law enforcement inspection of liquefied gas filling stations. At present, it has verified more than 1,800 electronic scales in 15 market, 490 medical measuring instruments in 215 medical institutions, and 24 measuring instruments in 8 glasses manufacturing enterprises. The verification rate is 100%.
3. Accelerate the implementation of brand and technical standards. This year, 18 new Ningbo famous brands, 9 provincial famous brands and 2 national agricultural standardization demonstration zones will be newly declared. The marketable rate of famous brand enterprises at all levels in the city is over 95%. The rate of enterprises above designated size in the city can reach more than 50%, and 13 enterprises have obtained the certificate of a-class standardized good behavior. And through the "quality forum" series of training courses, "quality month" activities, etc., to guide enterprises to vigorously implement the strategy of winning by quality.
