Do a good job in selection and admission. From May 11th, the project offices at all levels must strictly follow the requirements of the “XX Years of Volunteer Service Western Planning Implementation Plan”, and do a good job in recruitment and selection to ensure that the proportion of undergraduate students enrolled in volunteers is not less than 85%. All localities should list the proportion of audits of university project offices as an important basis for the allocation of recruitment indicators for western projects, and guide the university project offices to strengthen the audit work and strive to achieve an audit rate of 100%. The more the audit rate, the better the enthusiasm of the participating students can be protected, and the quality of recruitment and selection can be effectively guaranteed. The grassroots youth work special action is a new special action added this year, which has received positive response from college graduates. The proportion of cross-province returning to the original country is very large. The selection of grassroots youth work special actions is selected from the university graduates of the province and handled according to relevant procedures. The second is to select the best among the western planning volunteers who have extended their service period in the county. In order to ensure the integrity of the admission information, the Service County Project Office is responsible for coordinating the selected volunteers to fill in the complete registration information in the Western Planning Information System. The provincial project office should conduct qualification examination and publicity, and plan information in the west. The job docking work is completed in the system. The third is to select from the province's students. For those who do not openly select volunteers, colleges and universities should promptly remind them and correct them within a time limit. They should be notified of the adverse effects until they cancel their recruitment qualifications. At the same time, all localities should pay attention to the protection and guidance of the enthusiasm and enthusiasm of the unregistered students. It is necessary to actively seek support from relevant parties, carry out simultaneous selection and selection of local projects for the planning of western projects in the province, and undertake provincial-level project offices for the recruitment and selection of projects such as “three support and one support” to carry out simultaneous selection and participation for them. Projects such as “Climate to the Village” and “Special Project” provide opportunities and recommendations. It is necessary to take effective measures to express tribute and gratitude to unregistered students by sending thank-you letters, sending e-mails, giving souvenirs, etc., and to create more opportunities for them to participate in volunteer services in conjunction with relevant volunteer service activities.

2. Effective use of the Western Planning Information System to regulate the reporting program

In order to further reduce work costs and improve work performance, this year's national project office increased investment and comprehensively reconstructed the construction of the western planning information system. At the same time, starting from this year, the western plan has been included in the central financial performance appraisal project. All localities in the recruitment and selection work should make full use of the western planning information system to standardize the submission of admission information. This year's admission lists will be based on the data submitted in the Western Planning Information System, and all localities must submit them through the information system. The daily management and employment services of volunteers' arrival information statistics, medical examination fund issuance, volunteer living allowances and employment service information provision are also based on the data information in the western planning information system. Project offices at all levels should take effective measures to ensure that the information submitted is timely, complete and accurate, and that backup and archiving should be done at the same time.

3. Fully respect the volunteer service intention and do a good job docking

Post docking is an important part of the recruitment and selection of western projects. All recruiting provinces and recruiting university project offices should strengthen communication with the service provinces, fully respect the volunteers' willingness to serve, and strive to combine the volunteers' willingness to serve with the needs and job requirements of the grassroots in the western region, and strive to make both parties satisfied and ensure Volunteers really play a role in the western grassroots and exercise growth. The project offices of the service provinces should fully consider the reasonable needs and legitimate rights and interests of the volunteers, coordinate well, and cooperate with the job docking.
