It mainly inspects the above-mentioned departments and units for charging activities since January XX, and focuses on examining 10 items that violate the relevant national laws, regulations and policies.

1. Charges that have been expressly cancelled will continue to be charged, or arbitrarily set up fees for charges;

2. Repeat the fees, expand the scope of fees, or increase the frequency of charges and the repetitive charges for dismembering charges;

3. There is no charge for administrative fees and charges;

4. Collecting funds, sponsors and various apportionments from enterprises;

5. Compulsory enterprises participate in various training courses, seminars and fees;

6. If the administrative power is used to force the service and charge the fee, or the company shall charge the consulting service fee, the inspection fee, etc. in the name of “association” or “learning”;

7. Intermediary organizations carry out high-cost charges such as price fraud, providing false information, and vicious competition;

8. Fees are not charged for providing services in accordance with regulations;

9. Do not implement the national preferential policy or the reduction or exemption policy requires more fees;

10. Transfer of government administrative functions, change of fees for unpaid services for paid services, and other charges that violate the state's fee management regulations.

Third, the inspection steps and methods

This special inspection adopts a combination of comprehensive inspection and key inspection, and a combination of self-examination and random inspection. The inspection is carried out in four stages:

Organization preparation stage. From July 15th to 25th, a special inspection work meeting was held to study and deploy the related work related to the inspection of enterprises involved.

Self-checking and self-correcting stage. From July 26th to August 10th, all relevant departments and units shall strictly follow the national and provincial regulations and the fees and charges approved by the price department, and 10 aspects of the relevant departments and units, and XX years. In the whole year of the year, the company will carefully conduct self-examination and write self-inspection reports. Self-examination reports and statements will be submitted to the Municipal Correctional Office in written form before August 10. From August 11th to August 20th, 2019, the City Correctional Office, the Municipal Effectiveness Office, the Municipal Development and Reform Bureau, the Municipal Examination and Approval Center, the Municipal Economic and Trade Commission and other departments will form three inspection teams to the city-level enterprise-related charging departments. The unit conducts key inspections and proposes rectification opinions for the inspection. During the period, the three inspection teams should arrange time to visit the enterprise, listen to the opinions of the business owners, and organize departments and units that strongly reflect the business owners to conduct in-depth key inspections.

The reorganization and summary stage. From August 21 to August 30, 2019, all relevant units earnestly implemented rectification and establishment work according to the rectification suggestions of the self-inspection and inspection team, improved internal management, and enhanced the ability to charge and self-discipline. The joint inspection team should conscientiously sum up the inspection of the fees involved in the enterprise, analyze the causes of the charges and the problems that need to be solved, propose suggestions for strengthening and improving the management, form a summary report on the inspection of the related enterprises, and report the inspection to the municipal party committee and the municipal government. Fourth, organizational leadership

The special inspection of the enterprise-related charges was led by the Municipal Correctional Office, and was organized and implemented by the Municipal Efficiency Office, the Municipal Development and Reform Commission, the Municipal Examination and Approval Center, the Municipal Economic and Trade Commission, and other joint inspection teams for special inspections involving enterprises. The joint inspection team should be meticulously organized and carefully arranged. The inspectors must accurately understand the state, province and city related enterprise charging policies, strengthen work guidance and coordination, work hard to eliminate resistance and interference, and ensure that the special inspection work goes smoothly.

All departments and units must attach great importance to the special inspection of the enterprise-related charges. The main leaders must be personally responsible.
