First, the guiding ideology

Strengthen public opinion and create a good atmosphere. Taking various forms and grasping ideological education, through professional ethics education, civic moral education, and legal education, the central staff, especially leading cadres, have a new leap in understanding soft environment construction. The key point is to do a good job in the soft environment and construction of the service window department and its personnel, and continue to incorporate democratic assessment into the target management. Third, the implementation steps
This year, the construction of the soft environment of our center began in April and ended in December 2009. It lasted for nine months and was carried out in three phases.
