The Party Constitution of the 16th Party Congress has adjusted the term of the grassroots party organizations, and the term of the party committees of the 15th Party Congress has been changed to three to five years, mainly considering the term of the township party committee and other relevant grassroots party committees and the term of the party committee of the higher level. Connected, because the party constitution stipulates that the provincial and municipal local parties are appointed for five years. In this way, the party's county, autonomous county, non-district city, and municipal district committee shall have a term of five years and the township grassroots party shall be appointed for five years. The party constitution does not clearly stipulate the members of the grassroots party organization. However, it should have certain experience in party life and party work. You can refer to the requirements of the county party committee for more than three years. There should be no significant difference in the preparation of the two members to prepare candidates. Members of the two committees cannot cross, except for the secretary of the Commission for Discipline Inspection. Determine the proportion of the difference between the candidates for the two committees is not less than 20%.

According to the regulations, the grassroots party organizations of 500 or more party members can convene a party member congress. Party committees of more than 300 people directly under the Central Committee, due to the scattered work places, party members are not easy to concentrate because of the nature of the work, with the consent of the working committee, they can convene a party member congress. According to the situation of the provincial bureau, it is proposed to convene a party member conference. The "Detailed Rules for the Election of Grassroots Party Organizations in Liaoning Province" stipulates that the party members' assembly and its elected committees generally do not rank the number and the number of sessions. The internal can be called but the official file is not scheduled for the official occasion, and the previous and new committees can be used.
