First, the guiding ideology:

Guided by Deng Xiaoping Theory and the important thinking of the "Three Represents", we will thoroughly implement the scientific development concept, and on the basis of consolidating the original non-public ownership enterprise building, continue to promote the group building of non-public enterprises and strengthen the non-public enterprise group. The innovation and integration of organizational elements such as organizational form, operational mechanism, mobilization method, contact route, and job security, fully exerting the main role of youth members, and promoting the overall activity of non-public enterprise organizations.
