2019 District Quality and Technical Supervision Bureau Energy Conservation and Emission Reduction Work Plan
In order to implement the spirit of the State Council's national video conference on energy conservation and emission reduction and ensure the completion of energy conservation and emission reduction targets, the relevant work plan for energy conservation and emission reduction in 2019 is now formulated as follows:
I. General requirements and work objectives Guided by Deng Xiaoping Theory and the important thinking of the "Three Represents", comprehensively implement the scientific development concept, accelerate the construction of a resource-saving and environment-friendly society, vigorously play the role of quality supervision, and promote energy conservation and emission reduction. 3. Resolutely implement the national industrial policy and eliminate the backward technological equipment enterprises that have been eliminated by the state in strict accordance with the deadlines set by the state.
4. Intensify the supervision and inspection of key energy-consuming enterprises, arrange annual supervision and inspection of energy-saving emission reductions, and deal with enterprises with serious problems according to law, further standardize energy-saving and emission-reduction work of key energy-consuming enterprises, and improve energy-saving efficiency.
5. Increase supervision and management of key energy-consuming equipment such as boilers to ensure that all newly added boilers meet national standards.
Second, strengthen services, supervise and guide, improve the management level of enterprises, thoroughly implement the "Opinions on Strengthening Energy Measurement Work" of the General Administration of Quality Supervision, Inspection and Quarantine and the National Development and Reform Commission, and carry out activities related to energy conservation and emission reduction. The service targets will be extended from key energy-consuming enterprises to the whole region. Other enterprises, and gradually provide energy conservation and emission reduction guidance services for SMEs. Through organizing and dispatching energy-saving and consumption-reducing measurement service teams, we will supervise and inspect the implementation of gb317167-"General Rules for the Provision and Management of Energy Metering Apparatus for Energy-using Units" to help enterprises carry out energy consumption testing, energy balance analysis, energy-consuming equipment efficiency analysis, etc. Diagnose and analyze the problems of energy metering in enterprises, guide enterprises to adopt new technologies and methods of energy metering, rationally equip energy measurement instruments, solve problems in energy metering work, promote enterprises to establish and improve measurement management systems, and gradually establish and improve key energy-consuming enterprises. Energy measurement information database, and timely summarize and promote the advanced experience of enterprise energy measurement.
Through the implementation of the famous brand strategy, enterprises are encouraged to save energy and reduce emissions, and cultivate a number of exemplary brand enterprises and brand-name products that meet the requirements of circular economy development, energy conservation, environmental protection and new energy. Measure and test data; organize research and development of common, key and cutting-edge energy-saving certification technologies, implement major energy-saving certification demonstration projects; promote the use of clean coal combustion technology; implement advanced boiler water treatment technology, insulation technology for heating pipes.
Actively research and integrate existing technical resources to provide comprehensive technical services for enterprises to save energy and reduce emissions, and form a distinctive, comprehensive coverage and service platform.
