I. Overall goal of the work target: Focus on the poverty-stricken areas in 10 townships and 45 administrative villages in the planning area, focusing on increasing farmers' income and improving people's production and living conditions, highlighting key points and solving difficulties, making 15939 households in the district, 62,202 people were effectively supported. Through three years of hard work, the poverty-stricken people in the region will increase the per capita net income by more than 2,800 yuan, solve the poverty problem of 4,864 poor households and 18,981 poor people, improve the infrastructure, accelerate the cultivation of pillar industries, accelerate the development of social undertakings, and live in human habitation. The environment has improved significantly, the comprehensive capacity of farmers has been comprehensively improved, and the building of democratic politics at the grassroots level has been strengthened. The overall planning area has been lifted out of poverty and radiated to accelerate the development of surrounding areas.
Specific objectives: By the end of 2019, the average per capita net income of 45 administrative villages and 313 social workers in the district will increase by more than 2,800 yuan, and the per capita possession of more than 450 kilograms of grain will achieve the goal of “seven” and “seven” of the village. .

4. Help solve the problem of loan difficulties. We will arrange a subsidy fund of 380,000 yuan, and build 45 poverty alleviation and mutual aid cooperatives to support farmers in the development of pillar industries and improve production and living conditions.
Comprehensive development of social undertakings

The principle of “five constants”, such as constant change and approval procedures, shall be formulated in accordance with the requirements of unified responsibilities and management standards, and all relevant departments at all levels shall formulate and improve standardized management measures to ensure that project funds will exert comprehensive benefits. The focus is on the implementation of the “seven systems”:
Implement the project fund management responsibility system. Adhere to the principle that the funds follow the project, the project follows the planning, and the planning follows the willingness of the people to take care of, integrate and balance resources, highlight key points, and implement the classification; clarify the main responsibility of the county, township and village, and implement the project, fund management department and project. Implementation of the unit legal representative responsibility system.

Implement the project fund management special account accounting system. All departments must strictly follow the central and provincial special fund management measures, implement special account management, special account accounting, and closed operation of project funds, and strive to improve the efficiency of fund use.
Implement the project fund management reporting system. The project funds shall be subject to the reimbursement system, so that the funds will be arranged to the project, daily management to the project, and the expenditure will be accounted for to the project. Funds will be allocated according to the project construction progress to ensure that the funds are in place in full and on time. For projects with large investment and complicated technology, bidding shall be carried out in accordance with the bidding method; for materials that require government procurement, government procurement shall be carried out in accordance with the relevant provisions of the procurement law.
Implement the project fund management audit system. After each individual project is completed, the audit department will meet with the financial, discipline inspection and supervision departments in a timely manner to conduct special audits on the quality of project construction and the use of funds. It is necessary to seriously investigate and deal with the transfer, misappropriation, arrears, seizure, corruption of project funds, construction of poor quality and other violations of laws and regulations, and strictly follow the rules and regulations to investigate the responsibility of the responsible person.
Implement the project fund inspection and acceptance system. After the completion of the annual plan, the county leadership team organizes inspection and acceptance according to the project implementation plan and conducts performance evaluation. If the implementation plan for the arbitrarily changed fund project, the use of funds not in accordance with the prescribed purposes, the failure to perform the public notice program, and the project implementation effect is significantly lower than the planned expectations, it shall be notified and rectified within a time limit.
Fourth, work responsibilities strengthen organizational leadership. The municipal party committee and the municipal government set up a leading group for contiguous poverty alleviation and development work, and set up an office in the Municipal Poverty Alleviation Office, which is responsible for the daily work of overall coordination, investigation and research, information feedback, supervision and assessment of contiguous poverty alleviation and development. Two counties in Tongjiang County and Bazhou District have set up a coordinated leadership group for the implementation of contiguous poverty alleviation development projects, which is responsible for the implementation of annual project implementation, construction progress and quality supervision, fund reporting and management, data collection and summary, and information feedback. Strengthen the construction of township and village organizations, form a strong implementation force, mobilize and inspire the enthusiasm of the people for hard work and self-development. The municipal party committee and the municipal government supervision office shall regularly check and check the progress of the contiguous poverty alleviation and development work, strictly check and list the notices, and make a hard reward and punishment.
Strengthen fundraising. First, relevant departments at all levels have project inputs, which are included in the project investment plan for infrastructure construction, industrial cultivation, social undertaking development and environmental improvement. Second, there is no project corresponding to the competent department of the industry. It is necessary to strive for higher-level investment, strengthen the city and county support, and expand the sources of funds. The third is to guide financial institutions such as Agricultural Bank and Rural Credit Cooperatives to strengthen credit support and actively participate in contiguous development and construction. The fourth is to give full play to the main role of the people, and through the peasants' voluntary investment in labor and other means to effectively change the face of poverty.
Strengthen departmental assistance. Relevant departments of the city and county shall, in accordance with the requirements of the "Planning", actively strive for project funds, accelerate project implementation, strengthen business guidance and quality supervision, cooperate with each other, and cooperate with each other, and perform their duties and responsibilities. Functional departments such as animal husbandry, agriculture, water affairs, transportation, and agricultural machinery should send technical backbones to the village to get into the households, do a good job in project technical services; strengthen technical support, hire experts and professors from universities and research institutes to form technical advisory groups, mainly responsible for technology. Guided training for program development and industrial development; efforts to build a network of county, township, village, group, and household technical services, and through the means of sending out and learning, please cultivate local talents and enhance development potential.
Strengthen information feedback. In order to accurately grasp and accelerate the implementation progress, the contiguous poverty alleviation development project implements the January 1 special report system. Bazhou District and Tongjiang County shall report the project implementation progress, project construction quality, capital availability, and departmental assistance to the Municipal Poverty Alleviation Office at the end of each month.
