Industry and Commerce Bureau to carry out special rectification work plan for bulk food labeling in circulation


In order to strengthen the food safety management of the bulk food business process and protect the health of consumers, according to the relevant provisions of the Food Safety Law of the People's Republic of China, the Implementation Regulations of the Food Safety Law of the People's Republic of China and the Measures for the Supervision and Administration of Food Safety in the Circulation Section, In combination with the actual situation of our city, this plan is formulated.
I. The goal of the work is to ensure the safety of bulk food consumption, give full play to the supervision function of the circulation link of the industrial and commercial administration department, strengthen the administrative guidance of the food business operators in the market, supermarkets, and front-and-back factories, and increase the inspection of bulk food business households. Intensify efforts to crack down on illegal activities in violation of the Food Safety Law's labelling requirements for bulk foods, ensure the legitimate rights and interests of consumers and the health and safety of the people, and strive to create a fair, equitable, orderly, prosperous and stable food market environment.
Second, the organization and leadership to ensure the smooth progress of the special rectification of bulk food labels in the circulation, the Municipal Industrial and Commercial Bureau set up a special rectification leading group:

3. Definition of Bulk Foods Bulk foods refer to non-prepackaged foods, food raw materials and processed semi-finished products. Bulk foods include simple packaging and easy-to-carry foods sold by pre-store and post-processing small workshops and chain stores, as well as large-package purchases. Change the food sold in small packages. Bulk foods do not include fresh fruits and vegetables, as well as raw foods that need to be processed after washing, fresh frozen livestock and poultry products, and aquatic products.
4. Sales safety regulations for bulk foods Sales personnel must hold valid health certificates and wear masks, gloves and hats when handling.
The foods sold must be covered with dust-proof materials, and isolation facilities should be set up to ensure that the food is not in direct contact with consumers and has signs that prohibit consumers from touching.
Food handlers selling bulk foods shall indicate the name of the food, the date of manufacture, the shelf life, the name of the manufacturer and the contact information, and the address on the container and outer packaging of the bulk food.
Facilities or equipment with washing, disinfection, storage and temperature adjustment that meet hygienic requirements.
Small packages that meet consumer hygiene requirements must be provided and consumers must be able to obtain complete labels that meet regulatory requirements.
V. Work Steps This special rectification action will start from January 1, 2019 to March 10, 2019. In three phases:
The first phase is to mobilize the deployment and investigation of the bottom stage. The county industrial and commercial bureaus set up food safety special rectification action organization leaders and working organizations, formulate action plans, decompose tasks, and responsibilities to people; conduct investigations on bulk food business households to find out the bottom, and at the same time, through extensive publicity and mobilization and administrative guidance, Operators understand the relevant provisions of Article 41 of the Food Safety Law and promote the self-discipline and rectification of business households.
The second stage is the centralized remediation stage. All localities should organize and implement special rectification work, closely integrate local realities, highlight key varieties, key units, and key areas, carry out the rectification and standardization of the bulk food market, and ensure the effectiveness of special rectification.
The third stage is to summarize the acceptance stage. The county industrial and commercial bureaus summarized the food safety special rectification actions, and the Municipal Industry and Commerce Bureau conducted random inspections and acceptances on the development of various places.
Sixth, rectify key key varieties. Rice noodles, Penghua food, soy products, cakes, preserved foods, frozen foods, etc., which are widely reported by consumers, are the key varieties.
Key area. It focuses on urban-rural integration, tourist attractions, station terminals, especially rural areas.
Key places and objects. In the past, the shop after the factory food processing small workshops and chain stores, bazaars, supermarkets, food wholesale enterprises as the key places; small food stores, small stalls as the focus of the object.
Increase the guidance of the labeling of bulk foods. In the mobilization and deployment stage, in accordance with the requirements of the Food Safety Law and relevant laws, regulations and rules, the publicity and education of food business operators should be strengthened, and their awareness of legal system and responsibility should be strengthened. Found that there are problems with the label of the bulk food, timely rectification and rectification, and the claim for the food, to understand the source of the purchase, to be rectified before the sale.
Combat illegal food labeling. In the stage of centralized rectification, the bulk food business households who have not been reformed through administrative guidance shall, in accordance with the provisions of Article 55 of the Measures for the Supervision and Administration of Food Safety in the Circulation Section, investigate and deal with illegal activities of bulk food labels to ensure the effectiveness of special rectification.
