Hazardous Chemicals Safety Production Law Enforcement Inspection Program

According to the "Safe Production Law" and "Hazardous Chemicals Safety Management Regulations" and other relevant laws and regulations, the Municipal Bureau will organize four times to carry out law enforcement inspections on the safe production of hazardous chemicals.
First, the scope and time of inspection:
The production, operation, storage and use of hazardous chemicals in the city.
The inspection time is March, May, October, and December of 2019.
Second, the inspection focus:
1. The implementation of the main responsibility of the enterprise's production safety, the safety production responsibility system and the safety production rules and regulations are improved and implemented;
2. The implementation of the “three simultaneous” safety facilities for new construction, reconstruction and expansion projects, and the illegal production and operation of enterprises to combat the situation;
3. The main responsible persons, safety management personnel and special operations personnel of the enterprise shall be certified to work, and the training and education of employees shall be carried out;
4. Monitoring, rectification and accounting of major dangerous sources and key parts;
V. Whether to establish and improve the hidden dangers investigation and management work system, and to identify the hidden dangers of rectification;
6. Formulation and exercise of accident emergency rescue plans and implementation of measures to prevent “clean water launching” under accident conditions;
7. Whether the external safety distance and internal safety distance of the refined oil station meet the requirements of the specification, whether the main person in charge of the gas station, safety management personnel and fuel dispensers are certified to work, and within the validity period;
8. The situation of automatic control, central control and automatic chain control of dangerous chemical production enterprises involved in highly toxic chemicals and dangerous processes, as well as whether the safety equipment of major dangerous sources such as tank areas are complete, and whether the monitoring responsibilities and measures are in place;
9. Recording of production, flow, storage and use of highly toxic chemicals and precursor chemicals, as well as implementation of anti-theft and anti-lost safety measures.
Third, the inspection method:
Enterprises conduct comprehensive self-examination. Enterprises should organize internal professional and technical personnel or hire experts to carry out self-examination, conduct thorough and thorough investigation of each link, each post, and implementation of each safety measure, find problems immediately rectified, and make inspection records and stage inspection summary. .
The county and district bureaus organize random checks on the basis of self-inspection by enterprises, and the municipal bureaus organize law enforcement supervision. The supervisor will hire relevant experts to take the form of listening to reports, consulting materials, and unannounced visits.
Fourth, the relevant requirements:
Strengthen leadership and make careful arrangements. Carrying out safety production law enforcement inspections is a concrete action to implement the spirit of the Party Central Committee and the State Council on strengthening the instructions for work safety. All localities must strengthen organizational leadership, combine local practices, carefully organize, and conscientiously urge enterprises to do self-inspection work. Conduct a comprehensive inspection of the self-inspection of hazardous chemicals in the jurisdiction.
Comprehensive investigation and highlighting key points. All county and district bureaus should supervise and guide production and business units to carry out hidden danger investigations, and combine the technical inspection guidance of experts with the supervision and inspection of safety supervision departments to improve the safety supervision effect. Supervise and urge enterprises to increase safety investment, speed up safety technology transformation, and improve accident prevention capabilities. We will firmly grasp the weak links and outstanding problems in the safety supervision of local hazardous chemicals, and carry out targeted investigations and management of hidden dangers. For the hidden dangers of common problems, it is necessary to study and formulate special safety management technical measures; to formulate plans for major hidden dangers, implement funds, clarify responsible persons, set deadlines, and ensure that major hidden dangers are timely managed.
Carefully check to ensure effectiveness. The Municipal Bureau shall inspect the city's dangerous chemical production enterprises four times throughout the year, and the annual inspection check rate of the refined oil gas station shall reach 10%. The industrial gas business unit shall check 1 time, and the paint and pesticide operation store check rate shall be 2%. All inspections were carried out once, and the precursor chemicals business enterprises checked twice. The county and district safety supervision bureaus shall, in light of local conditions, formulate law enforcement inspection plans, clarify the inspection priorities and frequency, and report the inspection phases to the Municipal Bureau Supervision Section in a timely manner.
