Hazardous Chemicals Safety Production Law Enforcement Inspection Program
According to the "Safe Production Law" and "Hazardous Chemicals Safety Management Regulations" and other relevant laws and regulations, the Municipal Bureau will organize four times to carry out law enforcement inspections on the safe production of hazardous chemicals.
First, the scope and time of inspection:
The production, operation, storage and use of hazardous chemicals in the city.
The inspection time is March, May, October, and December of 2019.
Second, the inspection focus:
1. The implementation of the main responsibility of the enterprise's production safety, the safety production responsibility system and the safety production rules and regulations are improved and implemented;
2. The implementation of the “three simultaneous” safety facilities for new construction, reconstruction and expansion projects, and the illegal production and operation of enterprises to combat the situation;
3. The main responsible persons, safety management personnel and special operations personnel of the enterprise shall be certified to work, and the training and education of employees shall be carried out;
4. Monitoring, rectification and accounting of major dangerous sources and key parts;
V. Whether to establish and improve the hidden dangers investigation and management work system, and to identify the hidden dangers of rectification;
6. Formulation and exercise of accident emergency rescue plans and implementation of measures to prevent “clean water launching” under accident conditions;
7. Whether the external safety distance and internal safety distance of the refined oil station meet the requirements of the specification, whether the main person in charge of the gas station, safety management personnel and fuel dispensers are certified to work, and within the validity period;
8. The situation of automatic control, central control and automatic chain control of dangerous chemical production enterprises involved in highly toxic chemicals and dangerous processes, as well as whether the safety equipment of major dangerous sources such as tank areas are complete, and whether the monitoring responsibilities and measures are in place;
9. Recording of production, flow, storage and use of highly toxic chemicals and precursor chemicals, as well as implementation of anti-theft and anti-lost safety measures.

Enterprises should organize internal professional and technical personnel or hire experts to carry out self-examination, conduct thorough and thorough investigation of each link, each post, and implementation of each safety measure, find problems immediately rectified, and make inspection records and stage inspection summary. .
