③單位黨政主要領導在鄉鎮連續兩年、縣直單位連續三年績效評估結果為優的,給予記三等功一次;縣直單位牽頭組織並為我縣獲得國家級榮譽稱號作出重要貢獻的,給予單位主要負責人年度績效考評直接定為優秀等次並記三等功一次。
績效評估結果為良等次
給予通報表揚,單位工作人員年度考核優秀等次比例按照12%核定。
績效評估結果為一般等次
給予通報批評,單位工作人員年度考核優秀等次比例按10%核定,黨政主要領導和完不成工作任務的分管領導年度考核不得評為優秀等次。
績效評估結果為差等次
①由縣紀委、縣委組織部給予黨政主要領導誡勉談話一次,責令其作出書面檢查,提出整改意見,一年內不得提撥、重用,對已調離崗位或提撥重用的應跟蹤處理;
②取消單位當年度各類評先評優資格和年終一次性獎金;
③單位工作人員年度考核優秀等次比例按8%核定;
④連續兩年評為差的,黨政主要領導要引咎辭職,並予降級使用。
⑤對在季度考評中主要經濟指標連續兩季度未按時序完成的,對責任人予以效能誡勉談話;連續三季度未按時序完成的,對責任人予以效能告誡一次;對工作人員職責範圍內因不能完成任務被扣分的或單項工作因失職或工作不到位,積分在最後一名的,其年度考核不得評為優秀;對領導分工工作一級指標二項以上因不能完成任務被扣分的或因失職或工作不到位,積分在最後一名的,其年度考核不得評為優秀;三項以上的給予效能告誡,且年度考核不得評為稱職及以上等次。
⑥對在績效評估工作中弄虛作假的,一經查實,取消所獲榮譽和獎勵,並追究有關責任人員及主要領導的紀律責任。
2、績效反饋
對察訪核驗、指標監控、績效評估中發現的問題,縣績效評估辦要採取當場反饋或發放整改通知書等形式進行反饋,既要肯定被評估單位成績,又要指明存在不足,提出改進建議和方法。
3、績效改進
各單位結合自身的總結自評,按照縣裏組織的評估評議反饋的情況,進行深度分析,查找薄弱環節,製定整改措施,進一步提升本單位工作績效。縣績效評估辦要採取各種形式廣泛聽取各方對績效管理工作的意見和改進建議,不斷修正完善績效管理體系。
七、績效管理的實施與運作
建立績效管理製度。被評估單位要結合實際,圍繞政府及其部門的職能職責,製定和建立績效管理製度,形成“以績效為基礎,以結果為導向”的績效管理機製,主要建立以下製度:績效目標落實責任製、崗位責任製、績效目標信息收集、分析與監控製度、績效評估製度、績效激勵與改進位度和績效結果運用製度。
設定方案。被評估單位根據縣委辦、縣政府辦下達的績效管理工作方案,擬定本單位績效管理工作方案,於縣級工作方案印發之日後15個工作日內報送縣績效評估辦。縣直單位上報方案時須隨附本部門年度工作計畫,縣委、縣政府以及上級主管部門下達的各項年度任務指標的相關檔案。
方案審核。資料採集責任單位做好評估指標相關資料的收集、資料分析等各項準備工作,設定好評估標準、辦法,按縣績效評估辦通知的時間及要求報送。縣績效評估辦要組織績效管理工作方案審核小組對各單位的工作方案進行認真審核和完善,對方案設定不科學、不完善的予以指正,並責成該單位重新製定。對已核實的評估標準和各單位實施方案,各被評單位要即時在入口網站上進行公示,廣泛徵求社會意見。
自我評估。被評估單位按照工作方案確定的考核指標體系對本單位績效開展自我評估和分析,自評結果和績效總結、分析報告於20XX年12月10日前報送縣績效評估辦。
公眾評議。
察訪核驗。對各單位績效管理指標的進展情況,縣效能辦牽頭組織進行察訪核驗。
Assessment and evaluation. 20XX年12月縣委辦、縣政府辦、縣績效評估辦牽頭組織考核評估。
綜合匯總。縣績效評估辦按照設定的計分方法計算綜合積分,評出評估等級,並撰寫績效評估工作報告,報經縣績效評估工作領導小組審定後,呈報縣委、縣政府。
評估結果公示。績效評估結果和績效評估工作報告將以適當的方式進行公示。
八、績效管理的組織領導
績效管理工作在縣委、縣政府領導下,由縣績效評估工作領導小組及其辦公室具體組織實施。下設三個評估組:
量化評估組。黨群機關、人民團體的績效評估由縣委辦牽頭,縣級政府工作部門和垂直管理單位的績效評估由縣政府辦牽頭,抽調人大辦、政協辦、效能辦等單位人員組成;鄉鎮的績效評估由縣委辦、政府辦牽頭,抽調組織部、宣傳部、效能辦等單位組成。
社會評估組。由縣效能辦牽頭,國家統計局仙遊調查隊、縣統計局組織實施。
察訪核驗組。由縣效能辦牽頭,縣督查辦等有關部門參加。
項目考評組。由縣發改局牽頭,縣督查辦、安監局、項目中心、效能辦等單位參加。
九、幾點要求
加強領導,落實主體責任。各級各部門要樹立正確的績效價值觀,把績效管理作為行政管理的一項基本製度,增強主體責任意識,認真抓好落實。各級各部門要進一步充實調整績效管理領導機構,主要負責人要親自掛帥,加強績效管理工作的組織領導。各級績效管理工作機構要充分發揮組織協調作用,統籌協調相關部門,加強各個環節的銜接,形成合力,協同推進,努力形成績效管理的整體合力。
精心組織,推動長效運作。各級各部門要圍繞職能職責,緊密結合實際,認真製定在地區本部門的績效管理工作方案。要從行政管理的要求出發,組織人員精心研究,努力建立以目標為導向、以實績為核心的績效評價體系,積極探索提升工作績效的方法和途徑,形成長效機製,做到用機製管理人、規範人、引導人。
