2. Urban road greening
Greening all the roads in the urban area, with a total length of about 40 kilometers. Greening of industrial parks. 進一步強化文明施工管理,積極推動綠色文明施工試點示範
1、建設工程全面落實封閉施工。嚴格按標準設定施工圍牆,並保證雨水排放正常,做到幹凈、整潔、美化。施工段面倒邊施工實施二次打圍的,施工企業要及時拆除原施工段面圍擋,更換殘破圍擋,二次打圍圍擋及時安裝到位。
2、認真落實施工現場沖洗保潔設施。硬化場內進出道口、安裝沖洗設施、配備專職保潔人員,明確沖洗保潔責任人。二環線以內所有工地,二環線以外城市主幹道臨街工地,新城區城關鎮、口子鎮臨街工地應安裝自動沖洗設備進行沖洗和保潔。因場地條件限製,不能安裝沖洗設施的工程,採取鋪鋼板、墊地氈等方式保證道口幹凈,同時加強人工保潔,保證不污染城市道路。
3、認真做好施工現場揚塵控製。建築工程主體進入二層後,應使用密度網實施封閉,並保持整潔、牢固、無破損。施工現場土方應及時清運,不能及時清運的必須設定圍欄集中堆放,堆放高度不得超過施工圍擋高度,並採取覆蓋措施。土方堆放時間超過一個月且季節合適的,應對土方採取綠化措施。水泥和其它細散顆粒材料必須入庫保管,砂石料必須覆蓋防止揚塵。細散顆粒材料運輸時必須封閉、包紮、覆蓋。組織開展建設工程工地文明施工、控製揚塵專項檢查,每月公布文明施工管理先進工地,及時查處並曝光問題突出的工地。
4、研究製定《武漢市綠色文明施工指導意見》,初步構建綠色文明施工指標體系、管理體系、評價體系、激勵機製。廣泛開展綠色文明施工宣傳,初步形成綠色文明施工的氛圍;組織開展綠色文明施工知識技能培訓,建立一支初步掌握綠色文明施工的骨幹隊伍。結合新增綠色建築項目,加強引導,選定綠色文明施工試點工地,主動服務,跟蹤指導,扎實推進,打造綠色文明施工示範工地。
繼續做好混凝土攪拌站點綜合整治
繼續推進混凝土攪拌站整治工作,各區應按《市人民政府關於進一步加強預拌混凝土管理的通告》及《市人民政府辦公廳轉發關於開展三環線以內及沿線混凝土攪拌站整治工作活動方案的通知》的要求,組建預拌混凝土攪拌站整治工作專班,督導本轄區內攪拌站按整治目標完成整治工作。市、區整治專班要緊密聯系,綜合執法,開展定期、不定期檢查與巡查,對未按要求進行整治的攪拌站,下達限期整改通知書,對拒不整改或整治不達標的予以處罰,確保三環線以內及沿線的36家攪拌站整治達標。在做好整治工作的同時,完成“武漢市預拌混凝土、預拌砂漿綠色生產管理規定”課題的研究工作,完成3-5家攪拌站綠色生產提檔升級改造的試點工作,加快製定預拌混凝土綠色生產管理製度和標準的步伐,為推動行業進行綠色生產工藝和設備的升級改造提供標準和樣板。

完善技術標準。研究和製定綠色建築規劃、設計、施工、管理等全過程配套的標準、規範和圖集,完善技術體系和評價體系,加強技術指導與服務,保障綠色建築的實施。
組織力量,結合我市氣候、資源、環境、經濟、文化等特點,開展綠色建築技術在地化策略研究,編製完成並頒布實施《武漢市綠色建築基本技術規定》、《武漢市綠色施工技術規定》、《武漢市綠色建築材料評價技術規定》,《武漢市預拌混凝土、預拌砂漿綠色生產管理規定》和《武漢市太陽能與建築一體化設計、施工與驗收規定》等標準規範,為武漢市發展綠色建築提供有力的標準支撐體系,推進綠色建築健康發展。
完善監管體系。建立和完善行政監管體系,加大監管力度,依法行政,強有力地推進綠色建築、建築節能和綠色建材發展。完善從項目立項、規劃審查、施工圖設計檔案專項審查、施工及施工監理、竣工驗收、銷售許可、運行管理等全過程的綠色建築監督管理體系,形成閉合機製。嚴格執行發展散裝水泥和禁止現場攪拌混凝土、砂漿的相關規定。建設單位應將使用散裝水泥、預拌混凝土和預拌砂漿等費用納入概預算、投標報價中。禁止現場攪拌混凝土和砂漿,減少施工對周邊環境的影響。加大“禁現”工作的執法力度,對違反相關規定的責任主體進行處罰和不良行為公示。相關部門將推散與禁現作為工程驗收內容。
規範新型牆體材料和散裝水泥專項基金管理。進一步加強新型牆體材料專項基金和散裝水泥專項資金徵收、使用和退付管理,充分發揮新型牆體材料專項基金和散裝水泥專項資金在推進牆材改革、建築節能、綠色建築和預拌砂漿的作用,促進我市牆材改革、建築節能和預拌砂漿產業發展及推廣套用工作。未按規定使用散裝水泥、預拌混凝土和預拌砂漿的建設工程,達不到提升牆材改革、建築節能和提高建築質量、節約資源、保護環境,實現節能減排工作要求,其繳納的牆體材料專項基金和散裝水泥專項資金按財政部門的相關規定不予返退。
加大科技投入,建立創新機製。充分發揮武漢地區的人才、技術優勢,加強綠色關鍵技術研究,註重關鍵、共性技術的研發、集成、示範及產業化,加強新型牆體材料、自然通風、節能門窗、外遮陽措施、太陽能與建築一體化、雨水收集等建築適宜性技術的研發。完善以企業為主、市場為導向、產學研合作的區域技術創新體系,實現知識創新體系和技術創新體系的有機融合。加大對新能源、節能環保等產業技術研發的支持力度,促進企業技術創新和成果轉化,重點推動節能減排與新能源、環保與資源綜合利用等領域的成熟科技項目推廣。
積極開展發展綠色建築有關的合作與交流,通過學術交流、參觀展覽、合作研究、考察訪問、舉辦研討會等途徑,學習國內外發展綠色建築,建立綠色、低碳、生態城市的先進經驗和理念,為武漢城市圈發展綠色建築搭建平台。
落實文明施工管理責任,促進綠色文明施工開展
1、明確管理責任。建設單位對工程項目文明施工管理工作負總責;監理單位對工程項目的文明施工管理工作負監督責任;施工單位對文明施工管理工作具體負責,切實有效控製工地因施工造成對城市環境和市民生活的影響。管理部門與工程參建各方簽訂文明施工管理目標責任書。
2、進一步推行標準化管理。督促施工單位按照標準編製文明施工組織方案,按標準落實施工圍擋、進出口道路硬化、長期裸露餘土覆蓋、建築渣土沖洗設備和保潔人員等揚塵控製措施,加強開工前管線交底和交叉作業階段的管理,認真做好施工關鍵環節的文明施工管理工作。
