實行計畫生育30多年來，我市廣大人民民眾回響黨和國家的號召，積極實行計畫生育。自1980年以來，全市少生83.8萬餘人，人口再生產類型已從80年代中期達到更替水準以下，為控製人口數量、穩定低生育水準和全市的經濟社會發展做出了積極的貢獻。同時，也付出了一定的代價。 實施“生育關懷”，將為支持計畫生育事業並付出代價的廣大計畫生育家庭及人群作為行動和實施救助目標，充分體現了以人為本發展理念，是實現好、維護好、發展好最廣大人民民眾根本利益的具體實踐。
第一，“生育關懷行動”是新時期深入開展人口和計畫生育工作的重要舉措。目前，我市廣大計畫生育家庭，尤其是那些付出代價的計畫生育貧困家庭和已婚育齡婦女，在生產、生活和生育上遇到種種問題及困難，一定程度地製約著人口和計畫生育工作的發展與社會的和諧穩定。認真解決好這些問題，是深入開展人口和計畫生育工作的重要前提。“生育關懷行動”是社會公益性事業的一部分，通過全社會共同參與和實施，幫助計畫生育貧困家庭及人群解決生產、生活方面的實際困難，在生育和生殖健康上實施有效地救助與救治，在情感和精神上給予及時慰藉和鼓勵。使廣大計畫生育家庭在受益“生育關懷”中切實感受到，回響政府的號召，聽黨的話不吃虧，由此引導廣大民眾更加自覺地實行計畫生育，為新時期全面加強人口和計畫生育工作奠定堅實的民眾基礎。
