3、加大對基層文藝組織的扶持力度。以吸納拔尖文藝人才和緊缺文藝人才為重點，選拔文藝愛好者，充實基層文藝人才隊伍，提高農村各類文藝骨幹的業務貭素和工作水準。根據民眾生產生活實際，鼓勵發展農民業餘文藝演出隊，引導文藝工作者創作生產一批廣大農民民眾喜聞樂見的好作品，滿足農村民眾不同層次的精神文化需求。
4、開展民眾性文化娛樂活動。繼續大力開展“三下鄉”活動，充分發揮流動文化車、科技大蓬車、文化衛生小分隊的作用，使“三下鄉”活動小型化、經常化。特別要利用春節、“五一”、“十一”、中秋等重大節日和農閒時間，大力開展節日民俗活動，組織開展莊戶劇團大獎賽、文明之夏、秧歌比賽、書畫展覽等民眾性文化活動。
四、整體安排
Mobilization deployment phase
1、成立機構。成立以黨委書記為第一組長，鎮長為組長的“鄉村文明行動”工作領導小組，並下設辦公室，統一協調全鎮“鄉村文明行動”的開展。各村也要成立相應的工作機構，確定專職人員，劃撥專項經費，為工作開展提供強有力保證。5月底前，各村要把“鄉村文明行動”工作機構報鎮“鄉村文明行動”工作領導小組辦公室。
2, publicity and launch. 5月25日召開全鎮“鄉村文明行動”動員大會，並對活動進行全面部署，確保把行動精神傳達到每一個基層黨組織和每一名民眾，充分調動廣大基層黨組織和農村民眾參與行動的積極性，提高廣大村民知曉率和參與率，為行動開展創造良好條件。各村也要召開動員會議，確保行動迅速啓動。
查找問題、製定方案階段
各村要通過採取深入調查研究、召開座談會、設立意見箱、發放徵求意見表等多種形式，廣泛徵求意見建議，認真查擺自身存在的問題，結合實際，積極探索工作方法，創新工作思路，重點解決好農村當前存在的環境衛生髒、亂、差等現象和規劃不統一、綠化不全面、美化不到位等突出問題，製定切實可行的整飭方案，抓好貫徹落實。
建立落實階段
1、各村要按照既定的方案，積極開展工作，把民眾意見最大、最不滿意的事情，民眾最希望辦、當前能夠辦好的事情作為當前工作的重點，扎實有序推進。同時，在工作開展過程中，認真總結經驗，深入挖掘、培養典型，並積極上報。
2、鎮“鄉村文明行動”領導小組辦公室組織專門力量，成立專項督導組，在8月份，通過採取現場查看、民意調查和定期通報等方式，對全鎮“鄉村文明行動”進展情況進行督導檢查，及時督辦並協助解決活動過程中出現的各類問題。11月下旬，鎮“鄉村文明行動”領導小組辦公室將組織有關部門，通過集中觀摩督導的形式，對各村“鄉村文明行動”開展情況進行考核認定。督導結束後，打出分數，排出名次，作為年底評先樹優的重要依據。
命名表彰階段
各村對各自開展“鄉村文明行動”進行全面自查和認真總結，並將總結報告報鎮“鄉村文明行動”領導小組辦公室。鎮黨委將對表現突出的村進行表彰。對建立不達標的村，各責任人要加大指導推進力度，轉入明年繼續建立。
V. Job requirements
加強領導，健全組織協調機製。鎮“鄉村文明行動”領導小組要擔負起實施“鄉村文明行動”統一規劃、組織協調、指導服務的重要職責。各村要充分認識實施“鄉村文明行動”的重要意義，切實加強組織領導，將行動納入重要議事日程，納入經濟和社會發展規劃，村主要負責人要切實擔負起領導責任，帶頭抓好貫徹落實。
加強統籌，與當前在農村開展的重點工作緊密結合。“鄉村文明行動”要與當前我鎮正在開展的“包村聯戶”、創先爭優、學習型黨組織建設等活動緊密結合，把著力點放在鄉風文明建設上，通過幫助解決在村容村貌、村風民俗、文化建設、生活方式等方面存在的突出問題，推動鄉村文明建設不斷上水準。各村要自覺服從“鄉村文明行動”領導小組的統一安排部署，明確在“鄉村文明行動”中的職責和任務，密切配合，整體推進，切實幫助村鎮解決在實施“鄉村文明行動”中遇到的問題，積極參與帶頭支持鄉村文明建設工作。
加強督導，建立健全督查考核機製。要把“鄉村文明行動”納入年終對各村的科學發展綜合考核，推動各項工作任務落到實處。工作中，要加強督導檢查力度，定期督促指導，督查情況予以通報，並將每次督查結果與年終的考核掛鉤。
挖掘典型，不斷探索創新。要建立健全典型的發現、評選、培養、舉薦等工作機製，發展壯大“鄉村文明行動”工作典型群體，每年選樹一批單位典型、工作經驗典型、個人典型，並通過表彰會、現場會、報告會等形式，進行大張旗鼓地表彰、學習和宣傳，在全社會營造出崇尚文明、踐行高尚的良好社會氛圍。要以提高農民貭素、樹立文明新風為出發點，根據各村的特點，創新活動形式，充實活動內容，加大創新力度，為“鄉村文明行動”各項工作有效開展搭建多種形式平台。
篇五：鄉村文明行動實施方案
為進一步提高全鎮農村精神文明建設，經鎮黨委研究決定，對20XX年在全鎮實施“鄉村文明行動”，提出如下實施方案。
First, the guiding ideology
深入貫徹落實黨十八大精神，堅持以科學發展觀為指導，緊緊抓住社會主義核心價值體系建設這個根本，按照社會主義新農村“生產發展、生活寬裕、鄉風文明、村容整潔、管理民主”的整體要求，以農村環境綜合整治、村風民俗建設、鄉村道德建設、生活方式建設為重點，全面提高農民思想道德文化貭素和農村社會文明程度，努力建設富裕文明、和諧安定、生態良好、環境優美的社會主義新農村。

農村環境面貌更加整潔、村風民俗更加文明、道德貭素更加提高、生活方式更加健康、社會秩序更加穩定、精神生活更加豐富，全縣廣大農村文明程度和農民民眾生產生活水準顯著提高。
Third, the main task
農村環境綜合整治
搞好村莊發展規劃，大力推進農村環境綜合整治，實施村莊清潔工程，進一步推進改水、改廁、改廚、改圈等工作，逐步消除髒亂差現象。建立完善“戶集、村收、街道運”的農村生活垃圾收集處理體系和中轉運輸機製，初步建立起城鄉一體的垃圾收集處理體系。建立衛生保潔製度，設立衛生保潔員，清理“三大堆”，庭院衛生整潔，物品擺放有序，村居環境整潔美觀。實施村莊綠化工程，以建立縣級文明村等活動為載體，積極推進村莊庭院綠化創優活動，搞好村莊生態保護。徹底清理公路邊溝和公路用地範圍的垃圾、污水、雜物;加強道路維護，及時修補破損的路面，保持道路暢通。
村風民俗建設
普遍建立村民議事會、道德評議會、禁毒禁賭會、紅白理事會等民眾組織，廣泛開展“講文明、講科學、講衛生、講法製、改陋習”活動。從現在起到20XX年，在全鎮農村深入開展以治理築墳立碑、亂埋亂葬為主要內容的移風易俗專項活動，每年開展移風易俗集中宣傳和專項治理活動不低於2次。組織青年志願者組成文化、科技、衛生志願服務隊伍，開展“科技服務新農村”“文明衛生惠萬家”等活動。普及科學知識，引導農民民眾崇尚科學，抵製封建迷信，杜絕黃賭毒，反對邪教，破除陋習。
