2、重點圍繞全國發展情勢與黎平縣情開展宣傳教育。使廣大民眾既深刻認識到黎平與其他縣市發展的差距，又能認識到隻有加速發展，奮力趕超，黎平才能與全州、全省、全國同步實現小康社會，才能實現“撤縣建市”目標。從而充分調動廣大人民民眾理解、支持和參與地方經濟社會建設的積極性和自覺性。同時，要圍繞黎平近年來發展過程中取得的巨大成就進行宣傳，進一步堅定廣大幹部民眾的發展信念和信心，形成齊抓共管的整體合力。
六、宣傳教育形式
利用媒體宣傳。通過電視、報刊、政府網站、遠程教育網、宣傳欄、展板、標語橫幅、手機簡訊和宣傳車等平台進行宣傳。
舉辦各種形式的專題講座。組織全縣股級以上領導幹部開展一次以上專題講座，讓廣大幹部深化對全國、全省和全州社會經濟發展情勢的認識，提高掌握和運用國家法律政策的實際水準。
廣泛開展文化、科技、衛生、法律“四下鄉”活動。開展“四個一”活動：到基層開展一次鄉鎮、村組幹培訓會；到鄉政府所在地開展一次法製宣傳一條街活動；到重點村寨、社區、園區、礦區集中開展一次“四下鄉”活動；到鄉鎮中學、中心國小上一堂“三項教育”課。要充分發揮鄉鎮綜治辦、司法所、派出所、法庭、林業站、國土所等單位貼近民眾、服務民眾的橋梁紐帶作用，把“三項教育”活動與“四下鄉”活動有機結合起來，真正使“三項教育”進入千家萬戶，深入人心。
Seven, work requirements
提高認識，切實增強責任感和緊迫感。開展好新情勢下“三項教育”活動，是密切聯系民眾，做好民眾工作，充分發揮民眾主觀能動性，維護社會穩定，服務經濟發展的一項重要工作，是凝聚民心共謀發展的人心工程。各級各部門要高度重視，充分認識開展“三項教育”在化解矛盾、維護社會穩定中的重要基礎性作用，切實增強憂患意識和“底線思維”，將思想和行動統一到縣委、縣政府的決策部署上來，迅速行動，組織開展好以法製宣傳教育為重點的“三項教育”活動。各鄉鎮黨政主要領導要親自抓，分管領導要具體抓，相關職能部門要扎實抓，確保活動取得實實在在的成效。
統籌安排，形成合力。“三項教育”活動要取得實效，關鍵要靠整合資源，形成整體戰鬥力。要統籌兼顧，把“三項教育”、“四下鄉”、“四幫四促”等活動有機結合起來，集中開展宣傳教育活動，擴大宣傳聲勢，營造良好的宣傳氛圍。
加強組織紀律。各單位抽調人員要從構建和諧社會和“法治黎平”、“平安黎平”建立的高度出發，服從安排，因公出差或因病離崗必須向領導小組組長或副組長請假，並安排好替代人員後方可離崗。
建立長效機製。通過“三項教育”活動的深入開展，不斷總結和創新民眾工作方式，豐富民眾工作內容，不斷提高民眾工作水準，要建立長效機製確保“三項教育”活動經常抓、長期抓、成效好。
加強工作反饋。各鄉鎮“三項教育”活動領導小組請於7月5日前將本鄉鎮具體的實施方案報縣“三項教育”活動辦公室。各鄉鎮各相關部門要安排專人搞好材料上報。各鄉鎮各部門每月15日和30日分別將開展“三項教育”活動情況報縣“三項教育”活動辦公室，8月20日前將綜合性總結材料報縣“三項教育”活動領導小組辦公室。
篇五： 三項教育活動實施方案
為認真貫徹落實省委關於紀念建黨XX周年活動的部署，推動創先爭優活動深入開展，根據省衛生廳創先爭優活動指導小組安排，利用從現在到“七一”4個月時間，在創先爭優活動中開展黨的光輝歷程、黨的光榮傳統、黨性黨風黨紀“三項教育活動”，結合我院工作實際，現將我院開展“三項教育活動”製定如下實施方案：
First, the purpose of the event
開展“三項教育”，就是通過黨的歷史知識教育、黨的優良傳統教育和黨性黨風黨紀教育，引導黨員幹部全面了解和正確認識黨的光輝歷史、豐功偉績，繼承和發揚黨的寶貴經驗、優良傳統，準確把握和自覺遵守黨性黨風和黨紀規定要求，提高思想貭素，增強宗旨意識，加強黨性修養，堅定跟黨走中國特色社會主義道路的信心。認清發展情勢，進一步提升幹部職工聚集發展、服務發展的能力和自覺性。了解醫院經濟發展狀況、發展面臨的困難和問題，提升發展信心，激發工作熱情，增強服務意識，為醫院科學發展做出貢獻。
二、基本方式
1.讀一本黨史書籍。以《中國共產黨歷史》第一卷和第二卷、《中國共產黨簡史》和《中國共產黨新時期簡史》等為主，全面系統地學習掌握黨史知識。
2.組織一場宣講報告。邀請當地黨史專家、先進模範人物作黨史知識報告和先進事跡報告，增強黨員幹部對黨對祖國的深厚感情，激發黨員幹部立足崗位、創先爭優的熱情。
3.講一次黨課。採取請領導幹部宣講情勢政策、請老幹部講革命傳統等形式，開展領導幹部講黨課活動，堅定廣大黨員幹部的理想信念。
4.參觀一次愛國主義教育基地。組織黨員幹部參觀李大釗紀念館，開展重溫入黨誓詞等活動，緬懷革命先烈的豐功偉績，牢記責任使命。
5.開展一次警示教育。通過觀看警示教育片、參觀警示教育基地等形式，深化黨員幹部對黨紀黨規的認識，增強黨員意識和廉潔自律意識，提高拒腐防變能力。
6.召開一次組織生活會。以黨性黨風黨紀為主題，召開一次組織生活會，通過批評與自我批評，查找存在問題和不足，明確努力方向和目標。
