按照全國、全省和樂山市政法工作會議部署，為全面推動20XX年“平安峨眉”建設各項工作落實到位，根據峨社綜【20XX】2號檔案精神，結合我鄉實際，為建立“平安新平”特製訂本方案。

2.推動治安防範社會化。發展多種形式的群防群治組織和民眾義務巡邏隊伍。充分發揮專兼職治安巡邏隊、綜治維穩信息員、綜治協管員、平安志願者的作用，健全完善社會面巡防網路。各村各單位落實屬地責任，推進各類群防群治力量規範化建設，對群防群治隊伍實行實名製管理，確保重點人員管控、重點部位看護、安全信息報送、治安秩序維護等任務落實到具體崗位和人員，分層級、分類別加強對群防群治隊伍的教育培訓和管理。以落實單位內部治安保衛責任製為核心，構建單位負責、政府監管、行業協同、重點突出、內外聯動的重點目標和單位內部防控網路。加強單位內部保衛機構、保衛力量和安全防範製度建設，確保人防、物防、技防等安全防範措施在辦公、生產、經營、教學、科研等各個環節得到有效落實。督促指導民營企業和新經濟組織；健全內部治安保衛製度，維護內部安全穩定。
