一、指導思想：深入貫徹落實《中共中央國務院關於進一步加強和改進未成年人思想道德建設的若幹意見》，牢固把握德育在貭素教育中的“靈魂”地位，在德育的目標、內容、途徑、手段、方法上探索更適合學生年齡與身心特點，更適合社會發展規律的新舉措。以弘揚和培育民族精神為核心，以基礎文明行為的養成教育為抓手，不斷增強德育工作的主動性和實效性，鞏固和提高我校德育工作的整體水準，使我校的德育工作向著創新方向發展。
二、整體工作思路：1、以昌圖縣中國小德育創新工作思路“七個三”為指導。即
在德育的主體上堅持“三個中心”：德育要以學生為中心、以活動為中心、以情境為中心。
在德育的領域上堅持“三個走進”：德育要走進學生的家庭生活、走進學生的社會生活、走進學生的精神生活。
在德育的方法上堅持“三個吸收”：德育要吸收傳統文化、吸收外來文化、吸收時代精神。
在德育的操作點上堅持“三個貼近”：德育要貼近現實、貼近生活、貼近情感。
在德育的切入點上堅持“三個降低”：德育要降低起點、降低重心、降低要求。
在德育的評價上堅持“三個多”：德育評價要多元化、多層次、多標準。
在德育的實施上堅持“三個重視”：德育要重視基礎、重視研究、重視特色。
2、根據我們學校實際情況，放眼社會、家庭，遵循“小、實、近”的原則，尋求適應新情勢下的經濟富足鄉鎮的德育工作。以“展細節，促養成；立新標，促發展”為中心，開展“多層次下的細節德育工作”。
三、實施過程
展細節，促養成。
近幾年，我們兩家子鎮成為我縣為數不多的農工開社保工資的鄉鎮，隨著家庭收入的增加，學生有兩大方面的傾向，一是家庭越來越富裕，年輕家長更註重了孩子的特長和能力的培養，即隨著時代的發展孩子對學識能力的需求；二是暴露出兒童浪費、不懂節約的壞習慣和成長過程在感恩意識上的諸多問題。如何讓學生在學校、社會、家庭都能夠養成良好的學習習慣、行為習慣和道德習慣，可以說需要做的細微之處很多，那麽用細節管理關註學生的行為細節也就成了我們國小的德育工作目標。
1、繼續狠抓國小生日常行為規範教育，培養學生良好的行為習慣。我校一直以來進行的“紅旗班”評選活動已經形成了對學生基本的教育，可以說歷屆學生都能嚴格按要求去做，確保了常規工作持之以恆。
2、各班繼續組織學生學習《規則》和《規範》。本學期，我們校德育工作領導小組通過研究製定了“校園之星”評比活動，貫穿學生在學校、家庭、社會每個時間。適合每個年齡段的學生參加。在每周一，輪流安排班導根據自身經驗及要求，對全校學生發出倡議，倡議內容與“一周之星”的要求吻合，我們初步設立“十星”的評選，即遵紀星、禮貌星、智慧星、文藝星、體育星、勞動星、自立星、勤儉星、友愛星、誠信星。每顆星的評定範圍不同，從而體現德育工作領域的“三個走進”。同時在操作點上堅持“三個貼近”，看細節，定標準。比如要實現“四不”，即不說髒話；不做粗魯野蠻的行為；不玩無聊遊戲；不亂扔、亂吐、亂畫。“三彎腰”即：見到果皮、紙屑彎腰撿起；見到客人、老師彎腰問好；見到力所能及的事情彎腰去做，都將是我們給班導在奪星中的倡議。再如“會走路，走好路”的要求上我們給學生灌輸走路姿勢養成的必要性，從細節入手，灌輸德育思想，讓學生明白校內走路慢慢走，輕輕走，上下樓梯靠右走，課間文明休息，不追逐不奔跑，不在走廊、過道上嬉鬧跑跳，集會行走按次序，放學路隊排整齊，過馬路左右看的習慣，這也是“禮貌星”的要求。同時在評價上堅持多元化，多層次、多標準。各“星”的評比我們不給班級定人數，不定分值標準，方便班導的班級管理就行。
3、積極嘗試開展“每周一歌”活動。為了更好地實現“歌滿校園”活動，也為了豐富學生課間文化，我們也利用了一個細節，採用每周5天在兩操之間迴圈播放一首兒童歌曲的方法，，不耽誤學生正常生活，以不經意的“聽”讓學生在玩中記憶，達到從隨唱到會唱的目的。並能飽含深情地唱國歌和隊歌。
4、德育工作要不斷吸收傳統文化和時代精神，同時要以活動為中心，以情境為中心。校園小廣播是我們初步嘗試要做的，並且和我們開展的活動密切相關。播出時間為周一8：00——8：10的升旗儀式前，初步定四個欄目：
