Second, the status quo of private enterprises have joys and sorrows
At present, the development of private enterprises in Wuling Mountain has achieved remarkable results. After reform and development, the private economy has overcome the disadvantages of weak foundation and congenital insufficiency. It has become an important part of the local economy and has become the most active economic growth point in the economy. The development of private enterprises is shifting from the early stage of development to the middle stage of development, and it is developing in a more rational and scientific direction. However, the development of private economy in Hubei is still relatively lagging behind in the country. There are many factors that form this status quo. From the objective analysis, there are five aspects: concept, system, structure, policy and culture. The specific performance is as follows:
First, in terms of concept, state-owned large enterprises are the backbone of the national economy. Small and medium-sized private enterprises are the cells of the national economy, but they have no backbone and no vitality without cells. In the past few decades, the private economy has been released from the "slanting, failed to seize the development opportunities, started late, and for a long time, did not enjoy the same treatment as the public sector of the economy, the private economy The development is inherently inadequate and the day after tomorrow is out of tune.
Second, on the internal mechanism, many private enterprises have chosen the paternalistic management model. The operators are both asset owners and asset managers. When enterprises have a certain scale, paternalistic management lacks a “corrective” mechanism due to the blurring of the boundaries between decision-making and executive levels. The limitations and randomness of private enterprises often lead to mistakes in business decision-making.
Third, in terms of structure, the scale of private enterprises is generally small, the competitiveness is weak, the internal structure of enterprises is irrational, and the single governance structure model is adopted. Most enterprises fail to change from single mode to composite mode, leading to the disorder of industry production. Waste of resources, inefficiency, and high operational risks. In addition, there are some divisions between enterprises, the property rights are unclear, the industry structure is irrational, the industrial upgrading is difficult, the resources are uneven and relatively scattered, it is difficult to achieve rational distribution, and energy conservation, high efficiency and sustainable development cannot be achieved. Lack of a unified cooperation mechanism, competition is dominant, and it is impossible to develop and face crisis.
Fourth, in terms of policies, although the state has introduced many directional support policies for private enterprises, especially the introduction of the “new 36”, it has provided confidence for the development of private enterprises. However, in actual implementation, many policies lack the refinement and operability, so that the company feels that there is always a layer of glass, and it can be seen that the beautiful prospects after the implementation of the policy can not enter. In the market competition, private enterprises are restricted in some areas, and they are in an unequal competitive position with state-owned enterprises, resulting in the development of competition but being popped up. In terms of financing, private enterprises have more obstacles than non-private enterprises, and have not yet obtained the same treatment as state-owned enterprises. Financing has become a bottleneck for the development of private enterprises to a certain extent.
Fifth, in terms of culture, Hubei Province has not yet formed a good cultural atmosphere for the development of private enterprises. It has not fully played its role in guiding and guiding the development of the private economy in Hubei through timely media, foreign economic and cultural exchanges. Initiatives and effects make it difficult to increase the visibility and reputation of Hubei's featured industries, key enterprises, key projects and brand-name products.
Western Hubei is the treasure of the country - the birthplace of Chu culture, and Hubei is one of the birthplaces of the entire Chinese civilization. It has a long history and far-reaching influence. However, the government and enterprises have not fully utilized this profound cultural heritage, allowing it to be integrated into the enterprise, creating a strong corporate culture, forming a large cultural enterprise, a large cultural region and even a cultural surplus.
3. Suggestions on accelerating the transformation of private enterprises in Enshi Prefecture
Improve the interactive mechanism within the Wuling Economic and Cultural Tourism Circle and seize the opportunity of private economy development in the new round of regional economic development in Enshi Prefecture.
This year, the provincial party committee and the provincial government launched the construction of the “Zhuling Mountain Minority Economic and Social Development Experimental Zone” in Enshi.
