Article 2 Water supply methods and quality

During the validity period of the contract, the water supplier provides uninterrupted water supply to the water users through the urban public water supply network and ancillary facilities.

If water users cannot use water intermittently or have special requirements on water pressure and water quality, they shall set up their own water storage, indirect pressure facilities and water treatment equipment.

The water supplier guarantees that the water quality of the city's public water supply pipe network complies with the national “Sanitary Standard for Drinking Water”.

The water supplier guarantees that the water pressure at the metered total water meter is greater than or equal to _____ megapascal; if it is billed by household meter, the water pressure at the valve before entering the building is guaranteed to be greater than or equal to _____ MPa.

Article 3 Water metering, water price and water fee settlement

Water metering

Article 4 Delimitation and maintenance of property rights of water supply and water facilities

The demarcation point of the property rights of water supply and water facilities is: the billing total water meter designed and installed by the water supplier. The meter is charged to the front of the building.

The access and auxiliary facilities on the water source side of the property demarcation point are maintained and managed by the water supplier. The access roads and facilities on the other side of the property demarcation point shall be maintained and managed by the water user, or the water supplier shall be entrusted to maintain and manage the water supply.

Article 5 Rights and Obligations of Water Suppliers

Supervise the use of water by the water user in accordance with the contract, the nature of water use, water use to the scope of water.

If the water user fails to pay the water fee within the time limit, the water supplier shall have the right to charge the water user for the late payment of the water fee from the date of overdue.

If the water user moves or other reasons no longer use the metered water meter and water supply facilities, and the transfer procedures are not completed, the water supplier has the right to dismantle the metered water meter and water supply facility.

When the water meter cannot be copied due to the pressure of the water user, the damage and the responsibility of the water user, the water supplier may estimate the water fee for the current period based on the maximum monthly water consumption of the water user for ___ months. If the water user cannot solve the problem of obstructing the checklist for three months, the water supplier will not refund the water fee.

The water supplier shall provide uninterrupted water supply in accordance with the water quality as stipulated in the contract. In addition to the lack of water supply capacity during the peak season, the water supply person shall be supplied with water according to the pressure stipulated in the contract, with the consent of the municipal water supply administrative department to be forced to reduce blood pressure. If the planned maintenance, repair and construction of the new pipe connected to the grid cause water stoppage, the water user shall be notified 24 hours in advance.

The water supplier set up a special service telephone to carry out the repair of the water user 24 hours a day and night. In case of damage to the water supply channel and ancillary facilities, the water supplier shall promptly enter the site for repair.

If the water supplier needs to change the water meter and the charging cycle, the water user should be notified one month in advance.

The water meter proposed by the water user is not allowed to be metered, and the water supplier is responsible for review and verification. If the meter is stopped or the table is damaged due to natural damage, the water supplier shall replace it without charge. The water supplier may estimate the water fee for the current period based on the average water consumption of the water user for ___ months. The water fee that is overcharged due to the misplacement of the water supplier and the metering of the metering water meter shall be refunded.

Article 6 Rights and obligations of water users

Supervise the water supplier to supply water to the water user in accordance with the water pressure and water quality as stipulated in the contract.

Have the right to require the water supplier to periodically check the billable water meter in accordance with the state regulations.

Have the right to submit to the water supplier for billing water meter review and verification.

Have the right to apply for a review of the water fee collected by the water supplier and the determined water price.

The water fee shall be paid to the water supplier on time and in accordance with the contract.

Ensure that the metered water meter, watch well and ancillary facilities are in good condition, cooperate with the water supplier to copy the inspection form or assist in the replacement and maintenance of the water meter and other facilities.

In addition to special causes such as fires, water users may not open the door without authorization to start the prevention of no watches. If it is necessary to test the internal fire protection facilities, the water supply person shall be notified to send someone to open the seal. In the event of a fire, the water user can start the use by himself, and the water supplier should be notified of the re-sealing after the fire is extinguished.

It is not allowed to transfer water to other water users without permission; it is not allowed to supply water to the four to the contract.

Since the water consumption of water users increases, if the water meter's nominal flow rate exceeds the water meter for half a year, the formalities for changing the meter should be handled. Since the average hourly water consumption of the water user is lower than the minimum flow rate of the water meter, the water supplier can change the water meter diameter to a smaller size. Fees; when the monthly water consumption of the water users is not the final flow rate, the charges are charged according to the bottom rate.

Article 7 Liability for breach of contract

Water supplier's liability for breach of contract

1. If the water supplier fails to supply water to the water user in violation of the contract, he shall pay the liquidated damages of ___% of the normal water consumption during the water stoppage period.

2. The water supplier shall be liable for compensation for the loss of water, water pressure, and water quality accident caused by the water supplier's liability accident.

3. The water supplier shall not be liable for compensation for the loss of water due to force majeure or government actions.

Waterowner’s liability for breach of contract

1. If the water user fails to pay the water fee on time, he shall also pay the late payment fee. If the payment date exceeds the specified payment date by one month, the water supplier shall have the right to suspend the water supply in accordance with state regulations. When the water user pays the water fee and the late payment fee within half a year, the water supplier should restore the water supply within 48 hours. If the water supply is suspended for more than half a year, if the water user requests re-installation, the arrears and the replenishment of the water supply facilities shall be paid, and the new installation procedures shall be handled separately.

2. The water user privately changes the nature of water use, transfers water to other water users, and supplies water to the contracted four to the outside. If the water supply person fails to go through the formalities for change, the water user shall pay the water fee in addition to the water price difference. The water fee is ___% of the penalty.

3. If the water user terminates the water supply and fails to go through the relevant formalities at the water supplier and causes losses to the water supplier, the water user shall be liable for compensation.
