First, strengthen the management of funds. Fund management is the core of financial management. In the past two years, our finance department has been making active attempts, including the implementation of “internal settlement accounts”, “online banking”, “internal capital market”, etc. Certain results, but I think that the funds can't be returned in one day, and the pressure on our department's funds will be difficult to be effectively alleviated. Second, highlight the three functions of financial management, namely, cost control function, accounting information decision-making function, budget management function, capital budget and departmental expense budget management. This year has started, but the complete process has not yet been formed. Infiltrate the awareness of budget management, expand the scope of budget department preparation, refine the content of budget preparation, and gradually form a budget management pattern of “full participation, whole process and all-round” through gradual penetration, and achieve the goal of strictly controlling expenditure according to budget; The accounting information decision-making function refers to further improving the accounting information quality while providing better comprehensive and more systematic accounting information for leading business decision-making. The cost control function needs to be combined with budget management work, no more. It is said that the cost management work of the project, the “benefit clearing system” implemented by the Ministry last year, has a positive effect. In the future, the Finance Department will further increase the intensity of this work.
Third, improve the functions of accounting posts, and complete financial business work with high quality and efficiency. The Ministry of Finance has many daily tasks, including cashier reimbursement, accounting, financial reporting, fixed asset management, various types of guarantees, taxation, budgeting, etc. How to accomplish these tasks well, I think we should first establish clear job responsibilities. Make full use of limited human resources and rationally divide various businesses. Secondly, it is necessary to formulate strict job standards and put responsibilities in place. Establishing departmental wage reward and punishment methods is also a powerful measure to ensure the improvement of business quality.
