Community social survey report


Whether the “community” is understood as an academic concept or as a zoning has its merits. At present, the whole country is making active attempts and useful explorations on how to do a good job in community building. So what is the community construction situation in my district? With such problems, our Taoyuan CPPCC regional group organized Zhang Jiande, Zhang Zhanming, Yu Haitao and Du Jian to investigate the Changyuan Community and Binhe Community in Taoyuan Street, and formed the following research report.

First, the basic situation of the surveyed community

1. Natural situation: There are 71 residential buildings in the surveyed community, and there are 17,875 residents in 5,047 households, including 262 households with difficulty and 158 members of the party. The total income of the two communities in 2000 was 50,000 yuan, and in 2001, it was 14,000. Yuan, 2002 was 0. The trend of declining showed that the number of public security cases in the two communities was 33 in 2000 and 28 in 2001, showing a downward trend. 2. Construction of community organizations: In accordance with the requirements of the Nanguan District Committee of the CPC and the Nanguan District Government on the implementation plan of the organization construction of the neighborhood committees in Nanguan District on March 13, 2001, community organizations were established in two communities. Established a director and five deputy directors. The uniform salary is issued by the street office. See attached table IV.

3. Distribution of community service outlets at this stage. By 2002, there were 91 convenience service outlets, the main types: grocery store, snack department, supermarket, hair salon, bicycle repair, grain and oil management, pharmacy, health center, nursing home, bicycle parking lot, farmer's market, internet cafe, etc. . Second, the basic problems reflected in the survey results

According to the data of the two community surveys, the situation reflected is basically the same.

Better aspect

1. After several years of work, the whole society, especially the government departments at all levels, have further improved their understanding of the importance and necessity of doing a good job in community building. It can be seen that a consensus has been reached on building a good community. At the same time, Strengthened the sense of urgency to grasp the construction of the community.

2. Since General Secretary Jiang Zemin proposed to build a good community in 1996, especially since the urban two-level government introduced relevant policies, the community organization carrier has been implemented, the wages of community workers have been relatively stable, and the team has been stabilized.

3. Absorbed some newcomers to the community workers, the age structure of community cadres has been improved, and the level of education has been further improved. Therefore, the ability to adapt to the new situation and new tasks has been improved.

Problem

1. All kinds of facilities and places in the community are still in the stage of primaryization and simplification, and the number is small, the types are few, and there are many missing items, especially the lack of popular cultural activities facilities and places.

2. The community director lacks the experience of community work practice, the lack of various organizational carriers, the role played poorly, and lack of theoretical guidance on how to carry out community work.

3. The function is weakened and the dependency is strong: from the current work of the community neighborhood committee, the old tradition is still followed, and the tasks assigned by various departments of the district and the street are undertaken. The community neighborhood committee has become the bearing layer of the work of the government departments at all levels. In the implementation layer, in theory, the function of community autonomy is difficult to reflect. 4. At present, the community organization carrier model still follows the top-down approach. Imitation of government agencies, it is difficult to adapt to the actual needs of community functions. The main performance is that the main work of the community is focused on the task assigned by the government; the second is the lack of self-survival and self-development ability of the community; the third is that the situation is easy to get, the intention of the situation is not realized; the fourth is the task of the community workers. Disproportionate to the income received, to a certain extent dampened the enthusiasm of community workers.

Analysis of the causes of these problems

1. There is still a misunderstanding in the direction of community construction. Some department comrades cannot grasp the actual content of community construction. The existence of community construction is to strengthen hardware investment and not recognize the problem of institutional innovation.

2. Responsibility, power, and profit are not unified. At present, according to the Changan Office [2001] No. 5 file, there are nine main responsibilities of the community residents committees, including implementing the party's line policy, policies, developing community culture, education, and sports, doing a good job in community environmental sanitation, and doing a good job in comprehensive management. Develop community services and promote community economic development. However, there is no specific provision for clarifying the scope of power of the community. It is even more difficult to talk about the issue of interest. This responsibility, power, and interest are not unified, which leads to the misunderstanding of community work and become the implementer of work at all levels.

3. Community resource issues: Due to different regions, the differences in the economy, humanities, environment, etc. of the community will inevitably lead to differences in the resources available to the community, and correspondingly increase the difficulty of working with less resources in community work.

4. The policy of developing communities is obviously lagging behind. How to develop at present, what kind of policies are given to the community, and the direction of community development. Many problems are only stuck in theory. In practice, due to the establishment and understanding of various power institutions, they are not in place. Restricted the self-development of the community.

Third, several suggestions

It is recommended that the urban government implement the Taiwan policy as soon as possible, the main content

1. Clarify the direction of community building.

2. Identify the status of community organizations in community building. For example, the clear community service center in Hangzhou and other places is a management department that uniformly manages various service intermediary entities in the community.

3. Identify the relationship between community organizations and relevant functional departments, including water, electricity, gas, property and other management departments and units in the district, especially the establishment of supervision and control mechanisms.

4. Increase the support for the community. First, the fee will change with the incident, and the economic input of the community organization will increase. Second, the power will follow the responsibility, and the administrative departments at all levels will increase the policy support for the community.
