First, I pay great attention to politics and business learning. I am concerned about major events and "big trends" in the country's economy, politics, culture, and diplomacy to clarify the direction of my work. I have earnestly studied the "Regulations on the Inner Party Supervision of the Communist Party of China", the "Regulations on Disciplinary Actions of the Communist Party of China" and the "Regulations on the Protection of the Rights of the Communist Party of China", studying the policy provisions on organizing personnel, and humbly learning talents from veteran comrades with long-term practical work experience. Business knowledge in training, salary, files, etc. In May 2004, I went to Beijing to participate in the “Northeast Regional Personnel Director Training Class”. Using this opportunity, I listened carefully, seriously remembered, and seriously thought, and indeed got a lot of gains. In addition, in the regional training organized by our department, in addition to actively organizing the training, I also try to participate directly in the training. 1. In terms of talent work, I have established a broad view of talent. At the beginning of the year, together with the relevant comrades, we went to the district straight enterprises and the enterprises in the district to visit and investigate to understand the current talent situation of the company. According to the talents required by the company, organize enterprises to participate in the employment fairs for college graduates held in the city, and expand the way for enterprises to select talents as much as possible. Organize personnel in this department to handle personnel agency free of charge for professional and technical personnel in the enterprises and oilfield diversified enterprises in the region. The qualifications of professional technical titles were evaluated for 120 committee members of oilfield diversified enterprises. An annual assessment of 948 professional and technical personnel in the district was conducted. Through the coordination of the Municipal Personnel Bureau, a total of 8 "one village student" was received. We also made full use of the preferential policies for the introduction of talents from higher levels, and transferred two highly successful painters to the Cultural Industry Park.

2. Participated in the daily management and reform preparation of the public institutions. Registered and filed for 19 institutions, and the cancellation of the record for 3 units. In the inspection of the legal person registration work of the public institutions in the province at the end of the year, the work in our district was well received. In 2004, it was a year in which the provincial and municipal governments had frequently arranged reforms for public institutions. In accordance with the requirements of the higher authorities, we conducted a classified survey of the public institutions in the district, mastered the first-hand information, and found out the existing functions, positions, personnel, and sources of funding of the institutions, and compiled the functions of the institutions in Xinglongtai District. The Workbook has laid the foundation for the next step in the reform of public institutions.

3. Strengthened the training and assessment of civil servants. In the middle of 2004, we strengthened the training according to the actual needs of the civil servants and the cadres of the institutions. The regional training led by the Personnel Bureau mainly consists of a six-month English training course starting from the beginning of the year and ending in mid-August; there is an administrative licensing law training course held in June; public etiquette held in October Training course. It should be said that these training courses have achieved the intended purpose. In addition to doing some planning and organizing work, I also tried my best to follow the class, which not only allowed me to gain certain gains, but also played a role in demonstration.

4. Do a good job of the overall transfer of 522 employees in the original oilfield. In order to separate the enterprise from the government, as early as 2001, the leaders of Panjin City and Liaohe Petroleum Exploration Bureau had jointly negotiated how to transfer the entire oilfield staff in Xinglongtai District to the local government. But the real start of this work began in late 2003 and was completed in April 2004. During this period, I worked with the comrades of the Organization Department and the Personnel Bureau to do a lot of hard work in many aspects such as personnel statistics, file sorting, data identification, relationship transfer, salary smoothing, and insurance transfer. Through the joint efforts of the district leaders and us, the overall transfer work of 522 oilfield workers was successfully completed.

5. In terms of wage management, in addition to normal wage advancement and salary adjustment for job change personnel, the city personnel office was actively sought for 507 former oilfield employees and 165 employees from the original Panjin development zone. Straighten out the file salary. Since the development zone is a relatively new system and cannot be fully consistent with the current wage policy, I and the comrades engaged in wage business have tried to communicate with the Municipal Personnel Bureau and strive to make the salary adjustment of the relevant personnel in the development zone reasonable and legal. The overall needs of our region's economic and social development, as far as possible, take into account the immediate interests of the parties, and should be able to withstand the test of history.

6. Strive to do a steady job of "three aspects of personnel." In 2004, it was a year in which the "three-side personnel" such as the anti-US aid and the Korean military veterans made more demands and the emotions were more intense. According to the deployment in the city, our district should focus on the stable work of more than 20 anti-US aid and veterans who live in Xingong Street. We worked closely with the Xingong Sub-district Office and went to the site to participate in the symposium of relevant personnel. We listened carefully to their opinions and checked the implementation of the policies one by one. We have also visited special hardship households, made policy explanations and ideological and political work, and received relatively good results.

7. Strengthened the construction of the department itself. In May 2004, the district adjusted and enriched the leadership team of the Personnel Bureau according to the needs of the work. Our new leadership team members are united, support each other, strictly self-discipline, learn from each other's strengths, and everything starts from work, and we must do our best to do the work within the bureau. It can be said innocently that our current members of the leadership team are full of goodwill and enthusiasm for the outside, fair and just to the inside, and we treat each other equally and openly and honestly. On this basis, we have optimized the personnel of some positions according to the functions of the work and the internal characteristics of the internal personnel, and implemented the AB angle system for important external service posts. In conjunction with the implementation of the Administrative Licensing Law, we have further clarified the work procedures and service processes, and published them on the wall and published the Internet to facilitate the service target. We propose that as a civil servant, we must be responsible to the state and society. As a civil servant in the personnel department, we must be honest about the client. We interpret the "integrity" of civil servants in the personnel department: honesty, sincerity, sincerity and fear; credit, trust, and credibility. We will use this to encourage and transform the management concept into a service-oriented type, and guide you to gradually improve the public image and social evaluation of the department with your own practical actions and normative behavior. In order to improve service quality and service efficiency, in 2004, we also strengthened the construction of personnel information system, applied for a server, added computers, established a district personnel information network, collected information and records of personnel and talent information in the whole district, and conducted The internal computer skills training laid the foundation for the next step of computerized management.

Third, I can strictly demand myself in the integrity and integrity of the public. Fourth, the main problems I have in 2004.

Second, the initiative is not enough. Sometimes they only pay attention to the work, do not publicize the business of the department in a timely manner, and lack regular horizontal and vertical communication.
