In accordance with the provisions of the "Administrative Licensing Law" and the requirements of the Environmental Protection Agency's social service commitments, the door-to-door enthusiasm for service, the completion of all formalities within the prescribed time limit; the second is to strive to create a green channel for the development of the city's enterprises. Pay attention to communication with the higher level environmental protection authorities and relevant business departments, and report more on the business work, clearing the work channels, and creating a “high quality” and “good price” for various environmental protection administrative examinations including the environmental impact assessment. Establish a scientific development concept, implement the national environmental protection major policies and laws and regulations. First, conscientiously implement the "Environmental Protection Law" and "Environmental Impact Assessment Law", implement the "three simultaneous" management system, and strive to achieve "more old accounts, no new accounts" in the environmental management of construction projects. In the past two years, the new construction projects in the city have required the discharge of standards; secondly, in accordance with the unified arrangements of the six ministries and commissions such as the State Environmental Protection Administration, the environmental protection system has continued to carry out special actions to “renovate illegal sewage companies and protect the health of the people”, and dispatched law enforcement personnel 300. In the past two years, all kinds of enterprises in the city have invested 22 million yuan to control environmental pollution, reducing chemical oxygen demand by XX tons, sulfur dioxide by XX tons, and dust by XX tons. Through strict management, the current air quality rate in urban areas has reached 100%. The total emissions of sulfur dioxide, soot and chemical oxygen demand in the city are controlled within the annual plan issued by the XX municipal government.
Strictly enforce the law and earnestly safeguard the environmental rights and interests of the people. In the past two years, the Environmental Protection Bureau's Environmental Letters and Complaints Center has received letters and visits from the public and telephone complaints XX. Most of them are caused by environmental pollution that damages the environmental rights of the people. In my daily work, I value the work of environmental letters and visits. If a citizen calls or writes to visit my complaint, I will have a warm reception and get to the end. In June this year, in conjunction with the implementation of the "Regulations on Letters and Visits," the Municipal Environmental Protection Bureau implemented the "Secretary and Visitors Reception Day System" to take the lead in insisting on receiving petitioners every Friday. Any serious pollution accidents and environmental disputes will be investigated and handled on site. XX factory near XX has long-term emission noise, which interferes with students' normal learning. I have prepared a treatment plan through on-site investigation and reported to the municipal government to close it according to law. A private owner runs a briquetting factory in the center of the city. Noise and dust affect the normal life of the surrounding residents. I was ordered to relocate according to law; XX wastewater pollution caused dead fish in nearby fishing ponds. I led the team at 6 o'clock in the morning and rushed to the scene at the fastest speed. I conducted mediation and treatment according to law. During the college entrance examination, I insisted on leading the team to perform nighttime noise. Inspections and complaints were received 24 hours a day. In the past two years, the city's environmental pollution complaint handling rate and response rate have reached 100%. XX environmental complaints have been properly handled, and the direct economic losses of XX million yuan have been recovered for the polluted people.
Focus on development, carefully plan, and complete the “Eleventh Five-Year” environmental protection plan with high quality. In order to promote the coordinated development of the city's economy and society during the "Eleventh Five-Year Plan" period, at the end of 2004, I presided over the establishment of the "Eleventh Five-Year Plan" environmental planning preparation leading group and research group, and started the research work on environmental protection planning in advance. In the past year, we have collected a large number of economic and social development data and monitoring data, conducted extensive and in-depth investigation and research, and applied advanced theories and modern technologies to scientifically predict the environmental conditions of the city. Under the guidance of the leaders of the XX Municipal Bureau and relevant departments, the drafts were compiled and the planning work was completed with high quality, which set clear goals and directions for environmental protection and pollution control during the 11th Five-Year Plan period.
Second, loyal to the duties, and strive to improve the city's environmental quality and adhere to the strict first-line environmental law enforcement. Driven by economic interests, the city's small fire paper mills and other "five-slope enterprises have repeatedly revived, causing serious pollution to the XX River, the public reflects strongly, the higher-level environmental protection departments have also supervised many times. It has become a prominent problem that has plagued the city's environmental law enforcement work. In order to do a good job in this work, I have led law enforcement officers on the spot to enforce the law nine times. The six fireworks factories that resumed production without authorization, patiently publicized the national policies and environmental laws and regulations to the owners and local people, dismantled the production equipment according to law, cut off the stone crushing spindle, and destroyed the soaking pool. After nearly half a year of patient and meticulous work, I finally completely eradicated the small fireworks in our city.

Strengthen the supervision of drinking water sources. The quality of water quality of drinking water sources is a top priority for the health of the people. In the past few years, due to the large-scale development of fish farming and fish farming in the city, the city's rural drinking water sources, including Gonghe Reservoir, have been polluted to varying degrees, and the situation is very serious. Since March last year, the Municipal Environmental Protection Bureau has concentrated on comprehensively rectifying the centralized drinking water source of the city headed by Gonghe Reservoir. I have led a special class to the field to investigate the ecological environment of the XX reservoirs and established an environmental archive. On the basis of clarifying the situation, the XX Reservoir was ordered to close the Huangyang breeding base and the cage fish farming project, which was seriously polluted in the central area of ​​the reservoir. In April this year, the municipal government was also released to issue the “Regulations on regulating the fertilization and breeding of reservoirs and lakes in the city. The Notice, it is proposed to include all reservoirs with aquaculture development phenomena in the scope of supervision to improve the environmental status of rural drinking water sources in our city. Water quality monitoring for all four quarters this year showed that the water quality compliance rate of the XX reservoir reached 100%.
Strengthen environmental publicity and education. First, in February last year, we organized legal representatives of more than 40 key enterprises in the city to hold a training course on studying and implementing the Regulations on the Administration of Collection and Use of Sewage Charges. On June 5, more than 20 corporate managers were organized to convene “Development·Environment· Dangyang commemorates the 6th World Environment Day Symposium. Actively organize environmental protection scientific research. First, since 2004, the company has organized 24 hours of continuous monitoring of air quality, and obtained 1,716 results data, and released the urban air quality environmental weekly report XX. The second is to comprehensively strengthen the monitoring of the total amount of pollution sources. In the past two years, the total number of pollution source monitoring tasks has been completed, including XX companies with 24 hours of continuous monitoring. The third is to carry out environmental scientific research work, organize work special classes and research groups, complete the "XX Industrial Pollution Prevention Countermeasures", "XX City Water Pollution and Prevention Report", "XX City Rural Ecological Environment Construction Status and Countermeasures" "Research on the adjustment of the monitoring section of the XX watershed" and other scientific research investigations, organized and completed the "XX City Environmental Protection".
Third, adhere to integrity and self-discipline, strengthen team building and institution building to strengthen learning, and build a strong defense line against corruption and change. First, strengthen political study and standardize its words and deeds with the important thinking of the 'Three Represents.' In the past two years, in combination with the actual work, I have paid attention to the self-study in peacetime, and studied the reports of the 16th National Congress of the Communist Party of China and the "Decision on Strengthening the Construction of the Party's Governing Capability". In the advanced nature education, he wrote more than 30,000 words of reading notes, wrote 5 articles of experience and experience, completed the learning and education tasks at all stages on time, strengthened the belief through learning, strengthened the concept of purpose, and improved the analysis problem and problem solving skill. The second is to strengthen business learning. In the past two years, he has insisted on using his own knowledge of environmental protection business, and has mastered environmental protection laws and regulations and related legal knowledge. In July last year, he participated in the training of the National Environmental Protection System Director, on basic environmental protection theory, environmental management, environmental monitoring, etc. Knowledge has been systematically studied. Through business learning, the theoretical foundation of environmental protection work has been consolidated. The third is to carefully study the two "Regulations." Insist on the study of party discipline and party discipline as the focus of the institution's study, and adopt various forms such as learning archives, watching audio-visual films, and asking experts and scholars to conduct lectures. In 2005, the comrades of the Party School of the Municipal Party Committee and the Municipal Commission for Discipline Inspection were invited to conduct special lectures on the Regulations on Inner-Party Supervision and the Regulations on Disciplinary Measures. Through study and counseling, the awareness of compliance and law-abiding has been enhanced, and the ability to resist corruption and change has been improved.
Grasp the construction of the leadership team. First, conscientiously implement the principle of the party's democratic centralism, consciously safeguard the prestige of the party organization, and take the lead in the implementation of the collective discussion and decision-making, do not engage in gangs, and pay attention to handling the relationship with the party members. Among the members of the team, there are words to talk face to face, talk at the meeting, do not engage in a single statement, major issues are adhered to collective research, according to the program. The second is to do a good job in the self-construction of the team, focus on the construction of ideas and style, sign the "Responsibility for Party Style and Clean Government Construction" with the members of the party group and the heads of subordinate units, and also issue the "Compilation of Standardization Construction System of the Environmental Protection Agency". The members of the team take the lead in complying with the regulations. In the work, we have achieved the "four-lead": taking the lead in theoretical study; taking the lead in deepening grassroots investigation and research; taking the lead in performing duties; taking the lead in implementing the provisions of the party's work style and clean government.

First, to build a system of regulations, according to the institutional responsibilities, work procedures, and professional norms of environmental protection work, in early 2004, the “Environmental Protection Bureau Standardization Construction Standards” was revised, and the Environmental Protection Agency’s social service commitment system and environmental protection administrative law enforcement responsibility system were established and improved. 39 systems and regulations, such as the publicity system, the fault investigation system, and the supervision system, have made it possible for environmental protection work, whether it is environmental protection administrative law enforcement, environmental monitoring, or issuing documents. The second is to grasp internal management. A party group discussion system was adopted for the deployment of personnel, financial expenses, and physical disposal, and financial expenses were regularly announced to accept public supervision. The third is to strengthen business training. In March of last year, I presided over the development of a three-year training program for environmental protection systems. It was planned to improve the overall quality of cadres and workers through the development of quality education for employees in three years. In the past two years, I have consciously insisted on participating in concentrated learning every week. I have been working as a faculty member and a student. I have been studying together with the cadres and people to systematically study various professional knowledge and knowledge of the "Five-Five" law, and implement the "January One Law, One Season One The test, that is, the designated learning focus every month, the test is concentrated at the end of each quarter. In the past two years, through the deeds of advanced model figures such as Ren Changxia and Zhou Guozhi, we have inspired people to motivate people with the sacred mission of environmental protection, and to improve people with the comprehensive training of political business quality. At present, the mental outlook of environmental protection system cadres and workers has been completely new. The enthusiasm for work has also been unprecedentedly high, and all work is also at the forefront of XX.
Fourth, conscientiously implement the resolutions and decisions of the NPC and its Standing Committee, and strive to improve the handling and implementation of the quality of representative motions, recommendations, criticisms and opinions, and seriously handle the recommendations of the NPC deputies. The process of handling the recommendations of the NPC deputies was taken as an important measure to accept the supervision of the people and implement the administration according to law. Last year, the XX representative proposed to strengthen the dust control of the XX plant. I presided over a strict “EIA” review of the company’s new construction and required its pollution. The prevention and control facilities and the main project can achieve "three simultaneous". After the completion of the new line, the total suspended particulates of the main pollution indicators decreased from 2.67mg/l to 0.76mg/l, which has reached the “Comprehensive Emission Standard for Air Pollutants in Cement Plants”. In May and August of this year, the Standing Committee of the Municipal People's Congress organized a special law enforcement inspection of drinking water source protection. The inspection team conducted in-situ investigations in XX reservoirs and other places, and gave a special rectification work for environmental protection of drinking water sources in the city.
