In the past year, we have focused on the "three preventions" activities in the comprehensive management policy of "prevention first and focusing on the root cause". We have started to strengthen the "human defense, physical defense, and technical defense" and have grasped the following tasks:
I. Strengthening education and improving the overall quality of the team In order to do a good job in comprehensive management, we must first proceed from strengthening the overall quality of the team. On the one hand, we will continue to increase the education of cadres and employees in political and ideological thinking, and often use lectures, lectures, etc. Carry out situational tasks, ideals and beliefs, honesty and self-discipline, and professional ethics education, and carry out warning education with typical cases around them; on the other hand, with the focus of the "Five-Five" Law, there are plans and steps to develop safety knowledge and special positions. The training of operating procedures and other training has greatly enhanced the awareness of law-abiding and cadres of the cadres and employees, and improved the political thinking and professional quality of the team. In this year's "Four-Five Laws" work received praise. Second, lay a solid foundation, clear target management responsibility In the usual work, we insist on the comprehensive management of social security on the important agenda, and incorporate into the annual plan, the comprehensive management and management work with the deployment, the same inspection, the same assessment.
First, the relevant rules and regulations have been improved. According to the spirit of the company's relevant archives, on the basis of the original system, we have successively formulated the Interim Provisions on the Investigation of Administrative Liability for Security Accidents, the Measures for the Management of Hidden Dangers of Safety Accidents, and the Interim Measures for the Management of Zero Inventory Purchasing and Supply, and Further Strengthening the Work of Letters and Visits. The "Notice", "Administrative Measures for the Work Environment, Maintenance of Public Facilities" and other rules and regulations, further stipulate the system and standardize operations, and block management loopholes;
Second, adhere to the implementation of comprehensive management objectives management. The management of comprehensive management objectives has been extended from the leadership of the department to the departments and teams. The responsibility is signed from the top to the bottom of the year, and the signing rate of the responsibility has reached 100%. The sales contract has been signed by the salesman and the suppliers. On the basis of formulating the main points of comprehensive management of social security at the beginning of the year and the assessment rules, the implementation of comprehensive governance and the economic responsibility system are linked monthly, and strict assessment, rewards and punishments are honored, and the comprehensive management work is effectively promoted.
Third, the implementation of responsibilities to ensure the realization of the goal of comprehensive management is based on the principle of first-class responsibility to the first level, we have strengthened the leadership and dynamic management of comprehensive governance.
First, the security measures were further strengthened. In response to the characteristics of the warehouse, such as many points and wide areas, we have vigorously carried out special treatments focusing on fire prevention and anti-theft of warehouses. In the case of tight controllable costs, some funds have been installed to install some security windows, and nearly 20,000 yuan of fire protection has been added. Second, regular inspections and implementation of security work. Effectively strengthen the safety and security of key areas such as oil depots, chemical warehouses, loading and unloading, especially during the Spring Festival and National Day, and timely rectify the problems identified. Since January to September, 42 hidden dangers have been rectified. The hidden danger rectification rate is 100%, thus ensuring the realization of the safety “six zeros” goal. The third is to vigorously focus on petitions, letters and visits, and mediation. In order to actively and steadily resolve various internal contradictions, we adhere to the system of leadership letters and visits, and resolve complaints and mediation issues in this unit. The leaders of the ministry will receive a visit in the designated reception room on Saturday from 9:00 to 11:30 on the first week of each month. In the usual work, leaders at all levels take the initiative to care for the lives of employees with difficulties, patiently do a good job in the ideological and political work of employees, especially the transferred employees, and effectively eliminate the grievances such as petitions and troubles caused by transfer of posts and so on. So far, The petition visit day of the headquarters did not have a petition, which prevented the occurrence of the petitioning incident.
In the past year, we have strengthened our leadership over comprehensive governance work in terms of ideology, organization, and work.
