Tang Tianshui, the local transportation bureau, is currently the deputy director of the Regional Transportation Bureau. He is mainly engaged in the construction of rural roads. We abide by the various regulations and rules of party members and cadres, and abide by the "eight bans" of the Department of Communications. Second, the implementation of a clean government system, the establishment of an ideological and moral defense line, I can seriously implement the Central Committee, the eight provisions of the autonomous region on the implementation of energy saving and extravagance and waste, in accordance with the "Leadership and Self-discipline of Leading Cadres" and the "eight bans" issued by the Party Group of the Communications Department Requirement, standardize one's own behavior, strengthen the sense of honesty and self-discipline, earnestly implement the party's political discipline, and work in accordance with the party's work style and clean government construction work. I am mainly responsible for the construction of the party's work style and clean government in the rural road construction work, in the construction of rural roads. Strictly implement the bidding system, and earnestly implement the system of “expert evaluation, owner calibration, and supervision by the competent authorities”. In this year’s rural road construction, I have not approved any slivers, and have not greeted the following and intervened in construction projects. In the bidding, the double contract system is implemented in the construction of the project, that is, the signing of the construction contract is signed at the same time as the signing of the integrity contract, requiring the construction unit to publish the clean government measures on the wall, and the bureau commission will organize the inspection of the implementation of the integrity contract.
In the work, we can insist on close contact with the people. In the use of migrant workers, we urge the construction units to pay wages on time and in full, without default, so that the interests of the people are no small matter. We can strictly abide by the "Corruption Guidelines" and the rulings of leading cadres' integrity and self-discipline, always insist on putting the party's political discipline in the first place, strictly implement the "Leadership and Self-discipline of Leading Cadres", and conscientiously implement the "four systems"; The relevant provisions of the spouses and children of leading cadres; they did not use their powers to receive cash, securities and payment vouchers donated by any unit or individual in various names, and always strictly demanded their own words and deeds by the standards of a Communist Party member. In the future construction of rural roads, a long-term mechanism should be established for the construction of a clean government, and the prevention of the development of the party's work style and clean government will always be unremitting.
3. Performing duties and doing a good job in rural road construction This year, the Autonomous Region Communications Department decided to speed up the construction of rural roads, play a positive role for farmers and herdsmen to become rich and well-off, and promote the rapid development of regional economy. The Regional Transportation Bureau seized this rare opportunity. I have formed a project team and handed over the responsibility for the implementation of the project. I feel that the responsibility is great. In order to do a good job in rural road construction this year, I have formulated the “Altai Regional Rural Road Management Measures”, which clarifies the duties of the Executive Office and management personnel. Further institutionalize the project quality, schedule, cost, and contract management, and openly run the program, and publicize all the procedures, principles, regulations, and functions of the project management to enhance the transparency of the work.
Paying close attention to quality management, since the construction of rural roads started, the Executive Office has overcome the difficulties of many points, long lines, wide areas and few personnel. There is no holiday to go all the way to the construction line, strictly control the quality and progress of the project. During the construction period, I patrolled the site 54 times without interruption, and held the project quality site meeting three times to eliminate the quality accident in the bud, which played an important role in ensuring the smooth implementation of the project. For the quality problems found, they will not be tolerated. For example, when the fifth contract section was inspected, it was found that the curb stone prefabricated appearance was poor and the strength was not enough. On the spot, it was decided to scrap, prohibiting the use, and the supervisors who were not responsible for the responsibility were firmly determined. Retreat. During the construction this year, a total of 2 supervisors were cleared, which played a certain role in enhancing the responsibility of supervision.
Grasping the construction of the project team, organizing the first phase of the training course, making our project management personnel familiar with the "Specifications", using this ruler to check the quality of the project, and strengthening the integrity education in daily inspections, and implementing the "double contract" "system. Through the two quality inspections of the Highway Bureau and the Traffic Quality Supervision Station, the passing rate of the sampling inspections is 100%, and it is recommended by the Highway Bureau to accept the interviews of four news organizations, such as Xinjiang Daily, as a model for rural road construction in Xinjiang. At present, the six contract sections of the whole region have been basically completed five times. The fifth contract section failed to complete the final pavement project due to the weather. It basically achieved the goals set by the Transportation Bureau at the beginning of the year and laid a solid foundation for the construction of rural roads next year. Based on the review of the work of the year, although some achievements have been made, there are also areas for improvement. One is to further strengthen learning, to link theory with practice to better guide the work, and the second is to listen to the recommendations of grassroots comrades.
Fourth, the direction of future efforts will be another peak of rural road construction next year. In the new year, I will work with the members of the bureau to work hard, be innovative and realistic, and conscientiously implement the arrangements of the local committee, the administrative department and the transportation department.
