First, clear work ideas, strengthen work functions

That is, “around a center, do two articles, clarify three key points, strengthen four strengths, and achieve five guarantees”, specifically: work closely around the head office, do a good job of innovation and development; Three key elements of service, security, and intensify efforts to combat theft, recovery of arrears, cleanup of pressure, and illegal excavation; thus ensuring the smooth completion of the annual inspection tasks and ensuring the deepening of the inspection system reform To ensure the occurrence of no safety accidents throughout the year, to ensure the accuracy of the inspection team, and to ensure that the inspection and law enforcement cases throughout the year are all incorruptible. Second, promote enterprise reform, strengthen enterprise management The 16th National Congress clearly pointed out that one of the key points of future reforms is to continue to promote the reform of state-owned enterprises. We believe that under the new situation, our company must innovate in six aspects, namely, concept innovation, management innovation, mechanism innovation, technology innovation, cultural innovation and ideas innovation. Many of the past practices have begun to constrain the way we move forward and must be reformed. To this end, we have made adjustments in the following aspects.
The first is to manage people well, use good people, and achieve rational use of talents. The inspection team is the main body of the behavioral activities. Any social and economic activities are people-centered. Without the conscious activities of the people, the work will not be carried out and the goal will not be realized. Any work must be carried out by people with considerable qualities. Therefore, we regard the cultivation and use of respecting people, caring people, understanding people, and attaching importance to talents as a work focus, developing and using people as a resource, and providing strong intellectual support and talent reserve for the development of the brigade. For the management of the grassroots cadres of the inspection team, I always use the people to be good, and in accordance with the requirements of "selecting people with good styles and selecting good people", we will select the leaders of the various departments of the inspection team. In selecting and appointing people, our team members always adhere to the principle of using quantity and use the procedures of democratic appraisal and democratic elections to enable the grassroots cadres of the inspection team to resolutely resist the phenomenon of running officials, officials and officials. The actual needs of the inspection team are based on selecting talents and appointing talents, and fully implementing the principle of employing people who are able to go up and down. Continuously improve the professional quality of the inspection team, comprehensive quality, and gradually improve the employment mechanism, so that cadres with higher ability, better quality, and stronger work responsibility will move to important positions, and provide convenient conditions for them to carry out creative work.
The second is to carry out the "one meter and one card" work and conduct performance audits. In response to the existence of one case in the past inspection work, the inspection work lags behind the operation work, and the passive situation can only be investigated after the incident. My team last year carried out a “one-table-one-card” work for key users. That is, by checking the user table and the card account of the management office, check the problem and find the loophole. The development of this work has made us passive and active. After the incident investigation, it has been monitored in advance, and the user supervision mechanism has been strengthened. The management offices have effectively controlled the incidents of misappropriation of accounts and false reports of interception of gas. Facts have proved that carrying out performance audits can effectively reduce the occurrence of stealing cases, and enable timely feedback of information, reducing the difficulty of auditing work, thereby effectively reducing the gas leakage rate.
The second is to carry out the "three noes" and "three transformations" activities and change the work style. We have carried out targeted civilized law enforcement, smiling services and the "three noes" and "three transformations". That is, "three noes": do not say human feelings, do not run human cases, do not do barbaric cases. The "three transformations" means: First, changing the ideological concept is to change the past misconception that "only the inspection does not exist in the service", and ask the auditing staff to carry out the work of cleaning the gas for the 650,000 households. Third, severely crack down on all kinds of stealing behaviors and investigate internal staff violations. Last year, the inspection team intensified the inspection work in accordance with the requirements of the head office, and severely cracked down on illegal traffic. In the whole year, it investigated and dealt with more than 100 cases of violations of discipline and discipline, and recovered and cleaned up the gas arrears of more than 3.5 million yuan, effectively cracking down on the arrogance of the smugglers, and taking the opportunity of "two winds" as an opportunity to further establish and improve various rules and regulations. Strengthen inspection management and improve the overall team quality. At the same time, it has successfully stopped the savage users from obstructing the supply of gas and obstructing gas construction, cleaning up 29 pressure-bearing pipelines, and solving the problem that hundreds of households could not use gas for many years. At the same time, in the inspection work, we paid attention to strengthening the crackdown on the internal staff of the company to assist users in stealing.
