The Secretary-General of the Government is the staff assistant of the municipal government. The leader of the municipal government office is in the position of the end of the military and the status of the leader. I feel that the responsibility is great and the task is arduous. After the re-election of the Secretary-General, under the correct leadership of the Municipal Party Committee, under the supervision and support of the Standing Committee of the Municipal People's Congress, unite a group of people, lead all the cadres and workers of the office, follow the instructions of the Municipal Party Committee and the resolution of the National People's Congress, participate in government affairs, and do a good job in the service. , handling affairs, inspection and supervision, coordination and implementation, and completed various tasks well. According to the requirements of the Standing Committee of the Municipal People's Congress, I report to the Director, Deputy Director, Secretary General and members on the performance of my duties as follows:
I. Implementing various measures for the supervision of the National People's Congress and promoting the administration of the law to serve as the Secretary-General of the government, the attitude towards the implementation of major issues to the NPC reporting system is serious and serious. In accordance with the working rules formulated by the government, before each executive meeting, the office is required to take the initiative to report to the Standing Committee of the National People's Congress, invite the people's congress to send people to participate in the meeting, participate in decision-making, and timely supervision. The municipal government's major decision-making and the formation of important archives require the authorities to conduct the operation according to the procedures submitted to the Municipal People's Congress Standing Committee for consideration and approval. Before each person's congress, assist the government leaders to lead the team to the grassroots to listen to the opinions of the NPC deputies and people from all walks of life on the government work report, and then report to the NPC for review after comprehensive revision. After the promulgation of the Supervision and Administration Regulations of the Standing Committee of the People's Congress of Hubei Province, according to the requirements of the main leaders of the municipal government, all the cadres of the office were organized to conduct study, hold counseling lectures, and formulated and implemented the archives for implementation.
The NPC Standing Committee's deliberation on the government's reporting work, as an important issue, I submitted to the government executive meeting to discuss and improve the measures carefully, and strive to implement the deliberation opinions of the NPC. Actively participate in the meeting of the Secretary-General of the four majors, the "one government and two hospitals" secretary-general and the office director, and report the research issues to the government leaders in a timely manner for coordination and implementation.
In order to promote the implementation of the "two systems" of law enforcement, and in accordance with the deliberation opinions of the Standing Committee of the National People's Congress, the government executives have specifically studied the improvement measures in response to existing problems. In accordance with the decision of the Standing Committee of the Government, the Legal Affairs Office, the Supervision Office and related personnel were promptly organized and coordinated, and the comprehensive inspection and supervision was carried out again, and the Notice on the Work of Further Enforcing the "Two Systems" was drafted and issued.
In order to improve the level of legal affairs of government agencies, the municipal government office uses Thursday's study day, organizes cadres and workers to study laws and regulations, and occasionally hires legal professionals to teach and conduct legal knowledge lectures. Focusing on the needs of the work, we will focus on the laws and regulations such as the Administrative Reconsideration Law, the Administrative Litigation Law, and the Secrecy Law.
Second, implement the decision-making of the municipal party committee and the government, actively serve as a good reference for economic construction, focus on the overall situation of economic and social development, conduct a grand study, and offer suggestions for the development of the Ten Commandments. After the merger of the prefectures and cities, according to the new market conditions, in accordance with the work arrangements of the municipal party committee and the government, specifically organized and participated in the formulation of the medium and long-term economic and social development strategy of Shiyan City, and assisted the municipal party committee and government leaders to convene an expert demonstration meeting. After the municipal committee retreat, in accordance with the instructions of the main leaders of the municipal party committee, together with the relevant departments, on the basis of investigation and research, proposed a plan to develop characteristic pillar industries, which was affirmed and adopted. At the beginning of last year, the municipal party committee and the municipal government put forward the idea of ​​building a strategic fulcrum for the development of the western region and creating a political complex of Qinba. Following this requirement, we immediately organized relevant departments to make solid progress. The creation form, working measures and objectives of the Qinba Economic Complex were proposed. It has also completed the tasks of preparing for the reception of the Western NLD Central Committee, and reported relevant text materials to the provinces and countries, and made efforts for the Ten Commandments to enjoy the relevant policies for the development of the western region.
Investigate and study the characteristics of the city, and provide evidence for the decision of the municipal party committee and the government. In recent years, we have carried out investigations and studies on the aspects of agricultural restructuring, rural infrastructure construction, township and village enterprise development, small town development, peasant income increase, and poverty alleviation. Last year, 156 people from government offices, government research offices, development research centers and other departments went to grassroots research, wrote various investigation reports, and reflected 522 cases, which provided a basis for leadership decision-making.
Actively do a good job in coordinating services and do a good job in supervision and implementation. Actively participate in the main battlefield of economic construction, cooperate with and assist the government leaders to fight the five major hardships of economic restructuring, rural poverty alleviation, state-owned enterprise reform and relief, civilized city creation, and infrastructure construction. In response to industrial problems, the government leaders went deep into the company and worked on the spot. On the hot and difficult issues such as reemployment of laid-off workers and peasant burdens, we will increase coordination, carry out supervision and inspection, and promote the implementation of various tasks.
Efforts should be made to improve the review and verification of government regulatory files. In the process of producing and issuing normative files, it is possible to conscientiously demonstrate in accordance with the solicitation of opinions, and the procedures reviewed by the legal authorities operate. When I sent the manuscript, I was able to check and check it against the policy laws. Last year, the government formulated 76 normative files, basically no big mistakes.
Do a good job in the letter and visit the work of the people. In the first two years, due to the economic downturn in the Shiyan, people’s letters and visits increased, especially the increase in group petitions. In the past few years, together with relevant departments, assisted the government leaders, coordinated and handled the employees of Huayang Group and Minfa Company, the immigrants of Danjiang Reservoir Area, Wudangshan Winery, Shiyan Hotel, Friction Material Factory, Ferroalloy Factory, Auto Parts Casting Factory, Towels. Factory workers, urban taxi drivers, and Xiong Bingfang’s people who have high interest rates in the storage case have raised many petitions. To fulfill social responsibility and political stability, we have fulfilled our responsibilities.
Third, earnestly handle the recommendations and motions of the NPC deputies, and strive to improve the quality of handling
In 1998, the government appointed the Secretary-General as the governor of the proposal and motion. Regarding the proposal of the transfer of the National People's Congress, I organized the office in time to sort out the classification, draft the proposed proposal, submit it to the government executive committee for research, and hold a branch work meeting in time to arrange the deployment. After serving as Secretary-General, he participated in the sub-conference work meeting every year and personally presided over it to convey the government's requirements for handling the work. In the process of handling, the government supervision office is required to conduct supervision by means of telephone, documents, and door-to-door. In the past three years, a total of 511 NPC deputies have been recommended, all of which have been completed within the prescribed time limit. The annual completion rate has reached 100%, and the satisfaction rate and basic satisfaction rate have reached 95%.
Fourth, paying close attention to the building of party style and clean government, upholding honesty and self-discipline, incorruptible politics, and strengthening internal management have better implemented the relevant provisions of the central, provincial and municipal departments to strengthen the party's work style and clean government, and established the responsibility system for party style and clean government construction in this unit. The cadre's honest government archives, the party committee and the party committee's rules of procedure, finance, vehicles, fuel materials, visitor reception and other management systems. Using the typical warning education for cadres and workers, it has better established the image of a clean and honest organization. The collective satisfaction rate of the office leadership team in the "three stresses" review reached 98.8%.
In terms of honesty and self-discipline, as the first responsible person for the party's work style and clean government, I can strictly enforce myself and take the lead in implementing various regulations. If you ask others to do it, you will strive to do it first; if you ask others not to do it, you will not do it first. It has been rated as an excellent civil servant by the unit for five consecutive years.

Checking and reviewing the work in recent years, although some achievements have been made, there are still many gaps. Mainly in the following aspects:
First, there are gaps in learning the law, knowing the law, and understanding the law. The level of administration according to law needs to be improved. It is not enough to be proficient in using the law in daily work. In terms of learning law, although training was organized and lectures were held, it was only at the level of general understanding. The study of legal knowledge was not included in the key content of the annual business construction, and it was systematically arranged. From our daily work, we know that many corporate legal persons, self-employed persons and members of the public are very good at using the law to protect their legitimate rights and interests. The relevant legal provisions are very clear and clear. In contrast, as a government worker, we are deeply stunned and responsible in the face of the challenges of the times and society. For the promotion of the "two systems" of law enforcement, there is less active communication with the government's legal institutions, and there are few problems, such as lack of coordination and less supervision. For the slaughtering work of the pigs, which is widely concerned by the general public, it is not enough to coordinate the implementation of relevant departments, and it is not enough for the government to take charge of the leadership.
Second, work efficiency, quality, and business capabilities cannot fully meet the requirements of performing duties in the new period. The transfer speed of official documents is slow, the situation is up, the situation is not timely, and the phenomenon of dragging things has occurred. In particular, the problem of low quality of writing is more obvious. Some text materials are not accurate, the logic is unclear, and the language is not refined, which is detrimental to the overall image of the government. The Secretary-General of the government is the author of the government archives. He often lacks strict examination and deduction, tempering, arbitrarily and carefully checking. Sometimes, because of the feelings, see the subordinate tasks are heavy, the work is exhausting, and they are tolerant and considerate, let them pass.
Third, busy with meetings and entertainment, and less in the grassroots. At the second meeting of the second session of the municipal government, Mayor Zhao Bin solemnly pointed out: "Three more and one less", the implementation is not effective, is a prominent problem in the current government work, is the concentrated performance of bureaucracy, the implementation of meetings by the conference, the implementation of archives by archives, The "Wenshan will sea" wasted, wasting precious time, wasting manpower, financial resources, and material resources. The grassroots and the public had great opinions, and the leading cadres were too poor to cope with it. In this regard, I have a staff member not in place, the suggestion is not timely, the operation plan is not effective, the responsibility is not strict, and sometimes acts as the spokesperson of the department. There are many meetings, more entertainment, less sub-levels, and insufficient first material.
4. In the internal management of the organization, the implementation of the rules and regulations is not serious and not determined. For example, in terms of financial expenses and vehicle management, it is neglected to supervise and loses its strict control. Something has happened that should not happen. In the construction of a clean government, some comrades, including my own participation in public funds, still exist, and there is no relevant provision for the implementation of honesty and self-discipline. In terms of the style of the government, the government leaders criticized it, and it was strict for a while, and it would be loose for a while without criticism. The problem of slack discipline is manifested.
There are above-mentioned problems, both subjective and objective. First, you should analyze your own subjectively:
First, learning is not enough. At present, the new economy based on information technology is booming, new situations and new problems are emerging, and new knowledge and new science are constantly coming out. In the face of severe challenges, there is a lack of urgency and consciousness in learning. Theoretical base storage expertise, cultural level, and working methods cannot meet new requirements.
Second, with the increase of age, the mind began to decline. The spirit of diligence, innovation, and enterprising has begun to decline. I have been working in the post of Secretary-General for a long time, and I have been recognized and recognized by the leadership. As a result, complacency began to breed, and for the unit and its own problems, it began to disapprove and did not care. I didn’t ask for merit, but the thoughts that I had never thought of began to look up. Thought is the guide to action, and action is the inevitable reaction of thought. With these incorrect ideas, work creates soft, lazy, loose, and scattered problems.
For the problems and reasons, the future efforts are:
1. Strengthen learning and continuously broaden the knowledge. We must conscientiously study Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory, and arm the mind with correct theories to guide the work. Persevere in learning socialist market economy knowledge, scientific and technological knowledge, and various professional knowledge, and constantly broaden the knowledge. In particular, we must learn legal knowledge and combine the "Four-Five" law, according to business needs, plan and focus on learning, and form a good atmosphere of learning, understanding, and usage.
2. Standardize administrative behavior and adhere to the law. Taking the administration of law and strict administration as the code of conduct for government workers, actively promoting open government affairs, actively accepting social supervision and democratic supervision, and incorporating government behavior and administrative management into the track of legalization. We must conscientiously implement the "two systems" of law enforcement and strictly abide by the principle of socialist legal system that "the law must be enforced, the law enforcement must be strict, and the law must be investigated." Efforts should be made to do a good job in administrative reconsideration, conscientiously handle various reconsideration cases, standardize administrative actions, maintain legal dignity, and raise the level of law enforcement. Actively communicate with the NPC organs, report work, and improve the consciousness of accepting supervision.
3. Strengthen the awareness of public servants and establish an image of clean government. We will continue to do a good job in educating the fundamental purpose of serving the people and the study of the important thinking of the "Three Represents" of General Secretary Jiang, adhering to the correct political direction, and fostering a noble sentiment of honesty and selflessness and diligence for the people. We must take warning education as an important part of ideological and political work, insist on starting from the small section, starting from scratch, warning bells, and preventing the micro-duration, so that every government official can clearly understand the principle of "the embankment of a thousand miles, collapsed in the ant hole". Keep in mind the "old do not be good, not do evil, do not use evil and small" to enhance the ability to resist corruption and change. We must strictly implement the provisions of the higher authorities on strengthening the building of party style and clean government, and formulate and implement in light of the actual situation. 4. Strictly handle procedures, change work style, and strive to improve work quality and efficiency. It is necessary to stand at the height of the government and the overall situation, observe problems, think about problems, study problems, and deal with problems. The service is not in place. To run a document, to organize a meeting, to do things, strictly in accordance with the rules and in accordance with the procedures, to be fully prepared, feasible, and reasonable, and not to be the spokesperson of the department. Further improve the revision, improvement and implementation of various work systems to ensure that the government's work is fast, orderly, high-quality and efficient. 5. Enhance the concept of the overall situation and do a good job in the center. At present, the "Tenth Five-Year Plan" blueprint has been formulated, and the major policy has been clarified. It is the central task of the government office to implement the major decisions of the municipal party committee and the government and actively accomplish the goals of economic construction and social development. It is necessary to closely follow the guiding principles of “leading west to west, projecting the city, optimizing the environment, and accelerating development”, and actively promote, solid work, and implement the strategy in accordance with the guiding ideology and work ideas determined by the Third Plenary Session of the Second Session of the Municipal Government.
