I was appointed as the director of the Provincial Labor and Social Security Department by the Standing Committee of the Provincial People's Congress in May 2000. In accordance with the requirements of the Standing Committee of the Provincial People's Congress, I will now work for the Standing Committee on the following two years.
The first part of the performance of duties in the past two years, before 1997, I have been engaged in security work, and later transferred to Zhongjiang Company as chairman and general manager. After the institutional reform, the Ministry of Labor and Social Security was formed and I was appointed as the director. From the actual situation at the time, the company operated well, the international market has been opened, and the market share has entered the ninth place in China's foreign economics for the first time, ranking 100 among the global peers. Labor security work is facing unprecedented pressure and challenges at this time: First, in the case that the payment gap of the old-age insurance fund in our province is nearly 2 billion and is expanding day by day, it is necessary to ensure that the pension is paid socially on time and in full. The work pressure in the hands of the staff; the second is the unprecedented increase in the number of laid-off and unemployed people, the increasingly serious employment situation, and the difficulty in raising funds, it is necessary to ensure that the basic living expenses and unemployment benefits of laid-off workers are paid in full and on time, and promote the work pressure of re-employment. Third, in the case of increased reform of state-owned enterprises, complicated labor relations adjustments, and increased number of petitioners, it is necessary to safeguard the legitimate rights and interests of employees and maintain social stability. In short, the labor security work faces a very difficult and arduous task. To be honest, I went back to work in the Labor Security Department at that time. I personally considered it and hesitated in thought. But as an old party member, obeying the organization's decision is a vocation. The provincial party committee, the provincial people's congress, and the provincial government choose me, which is the greatest trust and expectation for me. I must challenge the difficulties and pressures with the spirit of being extremely loyal and highly responsible to the party and the people. I will do my best to do my best to do the labor security work in the new era.
For more than two years, all members of the unity team have fully mobilized and relied on the strengths of the whole system and society in all aspects of the original work, and taken practical measures to consolidate the "two guarantees" and stabilize the employment situation. New breakthroughs have been made, work styles and work styles have been significantly improved and strengthened, and new progress has been made in various labor security work.
First, adhere to the main tasks to achieve the goal of regulation and control, and to do a good job in all kinds of labor security work for more than two years. The provincial party committee, the provincial people's congress, and the provincial government have devoted care and support to the labor security work that I am engaged in. Promote employment, control unemployment, and improve the social security system as a goal of economic development and control, and pay attention to people's livelihood, observe the people's feelings, and act in order to do things for the people. During the provincial people's congress, this work was listed as a major topic every year to listen to opinions and make requests. The leaders of the provincial people's congress and the leaders in charge of the committee and the leaders of the financial and economic committees are very concerned. We have repeatedly studied the labor security work, especially the establishment of the social security system. As for myself, how to work hard to implement the important thinking of the "Three Represents" and faithfully fulfill the fundamental purpose of serving the people; how to make labor security work closely around and serve and obey the provincial economic work center, and promote reform and development and society. Stability is always the guiding ideology of my work and the focus of my work. For more than two years, I have firmly adhered to the requirements of the provincial party committee, the provincial people's congress, and the provincial government, and have firmly grasped the goal of not relaxing, ensuring that all tasks are implemented.
Efforts will be made to ensure the basic living of laid-off workers and actively promote their re-employment.
Ensuring the basic life of laid-off workers is a hard task assigned by the provincial party committee and the provincial government. This is one of the most important tasks that I took the lead after taking office. On the one hand, I earnestly raised the funds for laid-off security in accordance with the principle of “three-three system”. From 2000 to August this year, a total of 2,944 million yuan was raised to guarantee the basic life of 4,550,000 laid-off workers. On the other hand, actively promote the laid-off security to the integration of unemployment insurance, and improve the unemployment insurance system by improving the unemployment insurance system. At the end of August this year, 470,800 unemployed people in the province received unemployment insurance benefits in full and on time. Unemployment insurance has become an important form of protection for enterprise diversion personnel.
Life is a prerequisite, and actively promoting re-employment is fundamental. While doing a good job in protecting life, I have focused my work on actively promoting the multi-channel, multi-level and multi-form re-employment of laid-off workers. First, vigorously expand the employment channels of the private economy and service industry. The second is to actively organize re-employment assistance activities, through the establishment of government procurement of jobs, the development of public welfare and community service posts, forming a regular system of government assistance to the employment of difficult groups under market economy conditions. The third is to establish a system of policy publicity, joint office, re-employment "green card", inspection and notification, etc., to ensure that the re-employment preferential policies are implemented. Practice has proved that these measures have achieved good results. From January to August this year, a total of 275,500 laid-off workers were promoted to re-employment, and the re-employment rate was nearly double the national average. The urban registered unemployment rate was always within the target of 4 to 5%. Last year, the coverage of various re-employment preferential policies in the province was doubled compared with the previous year.
We will do our utmost to ensure that the pension is released and accelerate the pace of social management services.
It has always been difficult for enterprise retirees to pay their pensions on time and in full. In the past, I have made great efforts, done a lot of work, and put a lot of effort into it, but new arrears often occur. This is also the important thing that I must first solve after I take office. To this end, I made a lot of investigations and studies, and proposed and formulated the "provincial subsidy funds to increase the early, qualified cities to provide support, the county to pay the end of the insurance, the provincial subsidy funds and county work linked" program, got the provincial party committee The provincial government affirmed. By increasing the province's support subsidies for cities and counties in northern Jiangsu and the Soviet Union, it is timely to change the subsidy funds to be pre-admitted afterwards, which has made breakthroughs in the payment and socialization of pensions. This year, the number of cities and counties that have identified provincial key subsidies has increased from 22 last year to 31, and provincial subsidies have increased from 427 million yuan to 711.45 billion yuan, accounting for two-thirds of the local funding gap. At the end of August, the number of socialized disbursement in the province was 220 to 210,000, and the socialized rate was 99.53%, an increase of 59-5 percentage points from May 2000. Increase the intensity of land acquisition and establish a sound social security system.
The collection and payment of social insurance is the basis for improving the social security system and also the key measure for guaranteeing the payment. However, in recent years, the number of employees participating in insurance has shown a downward trend every year. To this end, according to the characteristics of the diversification of employment forms, I propose and study the decision through the conference meeting to clarify the focus of the work. By paying close attention to the participation of private enterprises, foreign-funded enterprises and institutions, and freelancers, law enforcement inspections, implementation of target management and announcements, etc., have made new progress in the expansion of the collection and collection work. At the end of August this year, the province's pension insurance insured 692.68 million workers, an increase of 445,560 from the end of 2000. From January to August, the old-age insurance premiums collected were 9.583 billion yuan, an increase of 149 million yuan over the same period last year. In the case of “double downswing” in the national insurance and payment, the “double growth” has achieved good results. The number of people participating in unemployment insurance was 722,600,000, and 93.8% of the target of covering 7.7 million people was completed. The income of unemployment insurance fund was 1,200 million yuan, a year-on-year increase of 13%. All municipal and county medical insurance system reform implementation plans have been implemented. At the end of August, the number of people participating in medical insurance reached 5.96 million, an increase of 2.89 million from the end of 2000, an increase of 30.5% from the end of last year. Increase the adjustment of labor relations and safeguard the legitimate rights and interests of workers.
With the transformation of the system, labor relations are complicated and complicated, resulting in disputes that often occur. Based on this new feature, I volunteered to invite the provincial party committee and the provincial government to organize the “Collective Contract and Labor Contract Management Year” activities in the province, increase the handling of labor relations, and promote the harmony and stability of labor relations. At the same time, further establish and improve the tripartite coordination mechanism for labor relations, and select 156 enterprises across the province to implement a fixed-point contact system, implement dynamic monitoring of the problems existing in the operation of labor relations, promptly guide enterprises to formulate work plans and response measures, and resolve disputes. In the bud. Through the implementation of the collective contract and the labor contract system, various types of labor disputes have been reduced by 25%.
2. Adhere to the implementation of laws and regulations, focus on promoting the transformation of functions and styles, and increase the intensity of administration according to law and management according to law. In recent years, the reform of labor security work has been more frequent than usual, and the intensity of administration according to law has been intensified, and labor security legislation has been accelerated. The pace is very urgent. To this end, I focused on four aspects of work:
The first is to grasp the revision of the regulations and improve the work. After the promulgation of the "Regulations on Unemployment Insurance" of the State Council, the original "Regulations on Unemployment Insurance for Employees in Jiangsu Province" has not adapted to the needs of the new situation. I organized research in a timely manner, revised the arguments repeatedly, and drafted the "Regulations on Unemployment Insurance in Jiangsu Province" on behalf of the provincial government. In conjunction with the cleanup of local regulations and government regulations, the provincial government and the provincial people's congress report to the provincial government and the provincial people's congress to recommend the abolition of the "Labor Management Measures for Foreign-invested Enterprises", which was adopted and the Provincial People's Congress announced its abolition on May 12. In response to the new situation of diversification of economic organizations, diversification of employment forms, and complicated labor relations, the organization organized the implementation of the "Measures for the Implementation of Labor Contract System in Jiangsu Province" and "Labor Supervision Regulations of Jiangsu Province", and proposed amendments and reported to the province. government.
The second is to grasp the formulation of laws and regulations. In response to the complicated and complicated labor relations, in order to increase the intensity of administration according to law, I report to the Provincial People's Congress and the provincial government, requesting the acceleration of the Labor Contract Regulations, the Regulations on the Administration of Enterprise Wages Payment, and the Regulations on Labor Security Supervision. The introduction of regulations. In the legal system of the provincial government, we have jointly carried out legislative research in late last month.
The third is to clean up the regulations and regulations. In order to meet the needs of joining the WTO, last year, I presided over the completion of the clean-up of 79 local labor regulations, regulations and normative files and 1005 normative files formulated by the Office. According to the requirements of the Provincial Office of Reform and Reform, this year, the Office of the Office of the Office of the People's Republic of China also presided over the meeting, and 56 administrative examination and approval items were carefully cleaned up, 4 were cancelled, 1 was decentralized, and 1 was downgraded.

For more than two years, the provincial government, the Ministry of Labor and Social Security and the local courts have all of the administrative reconsideration cases and administrative litigation cases in which our office is the respondent and the defendant, all of which have maintained the specific administrative actions of the Office. Third, adhere to the serious handling of NPC deputies' recommendations as a window to continuously improve work efficiency and quality. In 2000, the Office of the People's Republic of China hosted a proposal from the National People's Congress and 51 CPPCC members, 52 last year, and this year reached 75. I will directly grasp the proposals and proposals concerning the overall development of the labor security undertakings; where any aspect of labor security is involved, the head of the department will take the lead.
The third is to ensure quality. For each proposal and proposal, I am not satisfied with the written reply. In the spirit of being highly responsible and committed to implementation, we must strive to make every representative and member satisfied, and to explain the truth and seek truth for the time being difficult to implement and solve. Have to understand. Before the proposal or the reply to the proposal, it is necessary to get in touch with the proposer and the proposer to solicit opinions on the reply. Strengthen research and communication on key recommendations and proposals, grasp the intentions of representatives and members, and re-answer and implement more.
4. Adhere to the principle of strengthening study, honesty and self-discipline, attaching importance to the construction of cadres and cadres, and establishing the image of diligent and honest government for more than two years. I have been accelerating the construction of a cadre team that can effectively undertake the task of heavy labor security in the new era. The important position focuses on four aspects: "thought, team, diligence, and style". In particular, in combination with extensively conducting democratic appraisal activities, we will dig deeper into the problems reflected by various parties and carry out rectification and implementation one by one.
The first is to strengthen ideological construction. Adhere to the lead and ask the whole hall to thoroughly study the spirit of General Secretary Jiang’s "7.11" speech and "5·31" speech, both self-improvement, weight-bearing and forge ahead, pioneering and enterprising, enhancing confidence, creating a full-office and labor security front to talk about the overall situation. The second is to strengthen team building. When I first arrived at the Labor Security Department, I faced institutional reforms. In order to activate the employment mechanism, I have clearly stated that all the cadres at the department level will implement the competition and serve as a system for the promotion and appointment of cadres in the future. The cadre will be promoted and delegated to the public, so as to fully reflect the fairness, impartiality and openness of cadre selection and effectively prevent the selection of cadres. The cadres and workers are enthusiastic and highly motivated. At the same time, combined with the opportunity of this year's democratic appraisal, we will focus on improving the style of work, enhancing service awareness, and improving our business capabilities. We will further strengthen the education management of cadres and do a good job in team building.
The third is to strengthen the building of a clean government. In combination with the actual work of labor security, the company has specifically formulated the "Thirty-nine Mistakes" and penalties for violations of self-discipline, and formulated specific opinions on implementing the "four regulations" of the provincial party committee and the provincial government. The system has further made institutional provisions for going abroad, traveling, publishing books, and running classes “three out and one office”.
The fourth is to strengthen the work style. Persist in and ask party members to lead by example and set an example. Adhere to the establishment of a point of contact system, go deep into the grassroots, in-depth, and deep into difficult enterprises. When conducting research, I tried to arrange for difficult enterprises and grassroots labor centers in towns and villages to grasp first-hand information and reflect the concern for enterprises and grassroots.
The main problems and efforts in the second part. Throughout the two years of work, although I have done some work and achieved certain results, I am also clearly aware that there are still many shortcomings. There are:

First, it is not enough to grasp the promotion and implementation of policies and laws and regulations. There are many policies and regulations on labor security. Due to the lack of open government affairs, some people still do not understand enough. There is still a lack of intensity and transparency in the promotion and implementation of relevant policies. There are still weak links in the labor security work. The basis for the two guarantees is not strong enough. The efforts to solve the re-employment of the disadvantaged groups are not enough. The construction of the social security system is still not perfect. The labor security supervision force is relatively weak, and sometimes the law enforcement is still not strict.
Second, it is not enough to solve the relevant policies and regulations that are obviously lagging behind. When implementing policies and regulations related to labor security work, there are sometimes simplification tendencies, lack of persistent exploration of labor security work under market economy conditions, and the actual creativity of Jiangsu is not strong enough. Some implementation opinions focus on principles and lack of maneuverability, which makes it difficult for the grassroots to grasp in the implementation process, so that there is a certain gap between the implementation effect and the expected goals.
Third, the forward-looking exploration of labor security is not enough. The new situation and new problems in the current labor security are actually the major theoretical, policy and practical issues that the times have brought to us. They are often busy dealing with emergency affairs, archives and meetings, and their main focus is on dealing with the "two guarantees". Specific problems, in response to the prominent contradictions in the work, although this is necessary, but lack of in-depth, extensive and systematic research and analysis of major issues of overall, strategic and forward-looking.
Fourth, learning is not systematic enough, and insufficient attention has been paid to the study of emerging disciplines such as information technology. The speed of knowledge update is not fast enough, and the knowledge structure cannot fully adapt to the requirements of the new situation for cadres, especially leading cadres. In the study of business knowledge of labor security work, it is not enough to use theory to guide business work.
Fifth, the intensity of cadre exchanges is not big enough, and the exchange of department-level cadres in important positions in the business department is not enough. In the exchange of cadres, it is necessary to further strengthen the optimal allocation of the structure of the departments and units to make them more reasonable and more active. With the development of labor security and the deepening of institutional reforms, the relevant regulations on cadre exchanges need to be further improved.
The sixth is to strengthen the building of party style and clean government, and the education of cadres is not enough in depth and breadth. Although according to the actual conditions of labor security work, the system of responsibility system for party style and clean government construction has been formulated, but some implementations, inspections, and supervisions are not enough. They are not fully deployed, implemented, examined, and assessed with business operations. The phenomenon of accepting and accepting cadres has been contained, but it still exists. The education, training and supervision of cadres are not enough. Reuse, lightly help education, and neglect management still exist.
In response to the above problems, I will find and analyze the reasons through thoughts, seriously carry out rectification, continuously improve my political quality and leadership level, lead all cadres and workers, and create a new situation in the province's labor security work.
Persevere in the study of theory. Consciously study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, and General Secretary Jiang's "7.1" and "5·31" important speeches. Theories are linked to reality, guiding practical work from a political and overall level, and achieving political and ideological goals. In accordance with the requirements of the "three represents," unite all members of the leadership team to further emancipate their minds, change their style of work, and strive to develop a spirit of innovation and innovation, deepen into the grassroots, deepen into reality, listen to the voices of the people, and listen to the needs of the people. As the first choice, we regard the interests of the people as the first consideration, regard the satisfaction of the people as the first criterion, and sincerely solve problems for the people in difficulty. At the same time, comprehensively, systematically and orderly arrange a series of economic, legal, modern office means and other learning content and special counseling, improve cadre learning, training archives, promote the standardization of cadre learning management, comprehensively enhance political theory and scientific and cultural qualities, and truly The labor security department has become a clean, diligent, pragmatic and efficient government service department, responsible department and rule of law department.

When implementing the relevant archives, policies and major decision-making arrangements of the higher authorities, the labor security work shall be carried out in a creative way, and the actual and practical measures and opinions in accordance with Jiangsu shall be put forward to ensure that the central and provincial decisions are fully implemented. From the core link of improving decision-making level, strengthen the building of the leadership team, adhere to scientific decision-making and democratic decision-making, give full play to the collective wisdom of the members of the leadership team, and enhance the overall function of the team.
We must earnestly do a good job in the work of building a clean and honest government in the labor security department. Strictly implement the party style and clean government responsibility system, treat both the symptoms and the root causes, increase the intensity of the root cause, and prevent and control corruption from the source. Pay attention to the education of cadres and workers to establish a correct outlook on life, power, status and interests. Strengthen the responsibility of cleanliness, such as talks and slogans, and strengthen the cadre's integrity and self-discipline and management and restraint mechanisms. Adhere to lead by example, be strict with self-discipline, and strengthen the internal supervision of the team.
We will do our utmost to ensure the implementation of various labor security work. Continue to consolidate the two guarantees, focusing on the basic living security of laid-off workers and the adjustment of corporate retirees. Strengthen the construction of grassroots labor security work institutions, and improve the four-level labor security management service network of cities, counties, streets and communities. Efforts will be made to expand the coverage of social insurance and actively and steadily promote the reform of the social security system. Continue to promote the reform of the enterprise wage and income distribution system. Increase efforts to prevent and deal with mass emergencies. Strengthen labor security supervision and law enforcement work, and safeguard the legitimate rights and interests of workers.
