Reasonable adjustment of administrative divisions is a major measure to promote economic and social development. In recent years, according to the urbanization development strategy put forward by the provincial party committee and the provincial government, we have actively carried out related work on two aspects. First, in order to solve the problem of insufficient space for development of central cities and the historical problems of cities and counties in the city, The adjustment of administrative divisions in urban areas; the second is to adjust the scale of rural towns and villages in order to improve the level of urbanization in rural areas and the reform of rural taxes and fees. Our province is one of the first provinces to establish a comprehensive living security system for urban residents. When I was the deputy director of the Civil Affairs Department in 1996, the party group gave me the task of implementing the urban subsistence allowance. On the basis of the investigation, I formulated the implementation plan, which was fully promoted in the province that year. After I became the director of the Civil Affairs Department in 1998, I continued to make this work a top priority. The provincial party committee and the provincial government attach great importance to this work. The provincial government has listed this as one of the most important things for five consecutive years since 1997. The construction of the community in our province started earlier and developed rapidly. The province's double-support and special care placement work has always been in the leading position in the country. The medical difficulties have been initially solved through various efforts. In recent years, we have actively carried out reforms in the social welfare system and promoted the development of social welfare in the direction of socialization. In my work, I deeply feel that the social welfare undertakings are completely unable to adapt to the need to establish a socialist market economic system. The social welfare undertakings must take the socialized development path and realize the social welfare society. Social sharing, in order to fundamentally resolve the contradiction between the surge in demand for social welfare services and the lack of effective supply. To this end, on the one hand, we started the pilot of socialization of social welfare from 1999. Promote administration according to law and promote the healthy and efficient operation of civil affairs in the administration of law. Relying on legal means to promote and guide the work, and constantly improve the level of administration according to law.

3. Strengthening law enforcement supervision and ensuring that civil affairs work is operating efficiently on the legal system. 4. Pay equal attention to management and service, and improve the level of administration according to law. First, learning lacks systemicity and planning. The civil affairs work is very complicated. From time to time, the study is affected by the work. There is a phenomenon of doing the study of the generations. The time for studying the theory is not too concentrated, which affects the quality and effect of the study to some extent.
Second, the work is forward-looking and not very active. Although there have been a lot of investigations and studies in peacetime, the situation of "passive adaptation" is mostly, "advance thinking" is less, and initiative is not strong; research on solving practical problems is mostly, and research and theory on the overall thinking of civil administration reform and development Refining is less, shallower, and less forward-looking. Although this is due to the diversity and dispersion of civil affairs work and the lack of organic internal connection between various work, it reflects the gap between our research level and research ability.
Third, the implementation of the agreed work has not been strong enough. We attach great importance to decision-making and strive to improve the scientificity and feasibility of decision-making.
