Reasonable adjustment of administrative divisions is a major measure to promote economic and social development. In recent years, according to the urbanization development strategy put forward by the provincial party committee and the provincial government, we have actively carried out related work on two aspects. Our province is one of the first provinces to establish a comprehensive living security system for urban residents. When I was the deputy director of the Civil Affairs Department in 1996, the party group gave me the task of implementing the urban subsistence allowance. After I became the director of the Civil Affairs Department in 1998, I continued to make this work a top priority. In recent years, we have actively carried out reforms in the social welfare system and promoted the development of social welfare in the direction of socialization.
