I. I am often thinking about fulfilling my duties and completing my work. It is impossible to do my unremitting struggle. I used to work hard in this business and made certain achievements. I basically realized the value of my life. . Now that I organize trust and put myself in a new position, I still have to rely on this spirit to continue to realize my life value. Therefore, at the beginning of my tenure, I proposed to be responsible to the provincial party committee and the provincial government, responsible to more than 70 million people in Jiangsu Province, responsible for the sustainable development of the province's health industry, forge ahead, carry forward the burden, pioneer and innovate, and promote the province. Health reform and development, and strive to achieve the goal of making the province's health work at the forefront of the country. After nearly five years of hard work, several major events have been made in the country. Some of the main work indicators of the province's health industry, such as the province's per capita life expectancy, maternal mortality and infant mortality, are among the top in the country.
In recent years, I have mainly focused on the following aspects:
I. Actively promote the reform of the urban medical and health system. I have always stressed that reform should be taken as the fundamental way out for the development of health, and efforts should be made to improve the health management system and operational mechanism. According to the overall deployment of the State Council, I and the leaders of the office jointly studied together, and together with the relevant departments of the province, formulated 10 archives such as the “Implementation Opinions on the Reform of Urban Medicine and Health System in the Province”, and comprehensively initiated the reform of the urban medical and health system.
The first is to strengthen the management of the whole industry of health work and adjust the layout of health resources. Actively promote regional health planning. I and the relevant departments of the Office conducted serious research and research, and worked with relevant departments to study and formulate the "Jiangsu Provincial Health Resource Allocation Standards" and the province's large-scale medical equipment allocation plan, and strengthened the doctors and nurses in accordance with laws and regulations. Admission management such as the use of practitioners and medical technology. In the adjustment of health resources, the development of community health services for communities and families was taken as a strategic measure. By the end of last year, the number of community health service institutions in the province had grown to more than 800, covering more than 8 million urban population.
The second is to implement classified management of medical institutions and develop medical and health services through multiple channels. Classified management of non-profit and for-profit medical institutions, and implement different fiscal and taxation and price policies according to their nature and function. In order to extensively tap health resources, the Office has formulated the "Opinions on Accelerating the Development of Individual and Private Medical Institutions" to encourage private capital to set up medical institutions. At present, the number of private hospitals in the province has grown to 175, and 31 beds have more than 50 beds. Private hospitals have played a good role in optimizing the structure of medical resources and promoting competition in the medical industry.
The third is to fully introduce competition and reform the internal operating mechanism of public medical institutions. Grasping the key to the reform of the personnel distribution system, the Provincial Department of Organizations and the Provincial Personnel Department issued the "Implementation Opinions on Deepening the Reform of the Personnel System of Health Institutions in the Province", clarifying a series of policies and measures, and working hard to create conditions for the internal reform of medical institutions. And grabbed some pilots to promote this work with a point and face. It also promoted the way patients choose doctors and linked them to the distribution of employees, which promoted the improvement of service quality.
Fourth, comprehensively implement separate accounting and separate management systems for pharmaceuticals, and carry out centralized bidding and procurement of drugs. Establish a separate account for the medical services and drug revenues and expenditures of public non-profit medical institutions in the provinces and counties, and include the balance of drug revenues and expenditures into the special accounts of the Financial and Social Security Fund. At the same time, it promoted the centralized bidding and procurement of drugs in medical institutions, and strived to reduce the burden of medical expenses for patients under the premise of ensuring the safety of the people.
Second, the steady development of rural health care In recent years, the rural economy and society have undergone great changes. The rural health work faces many difficulties and contradictions, and the tasks are relatively heavy. The members of the leadership team of the Office of China and the Department insist on taking rural primary health care as the leader. , achieved good results. With the care and support of the provincial party committee and the provincial government, the initial insurance work has been included in the important content of the government at all levels for the private sector, as the standard for the construction evaluation of Xiaokang County. In order to consolidate the achievements of the development of rural primary security work, the country has taken the lead in the establishment of advanced rural areas in the rural areas, and continuously improved the overall level of initial insurance work, making the province's rural initial security work a leading position in the country. 38 advanced prefecture-level counties were built, accounting for 60% of the total number of counties. The rural water improvement work has implemented two three-year water improvement projects, and the rural tap water penetration rate has increased from 64.6% to 77.8%. In order to overcome the shortcomings of traditional cooperative medical care, such as low target positioning, weak overall planning ability and low management level, the province advocates the establishment of a cooperative medical insurance system for rural residents with large-cost cooperative medical insurance as the main form, with a focus on enhancing the resistance of vulnerable populations to disease risks. Third, earnestly strengthen disease prevention and control, conscientiously implement the principle of prevention, organize and implement various effective disease prevention measures, the number of infectious diseases reported by the province is declining, and the prevention and treatment of chronic non-communicable diseases is gradually expanding. . The prevention and treatment of cholera has achieved the goal of “no dead, no second-generation cases, no high-intensity epidemic” for 7 consecutive years; polio has not appeared wild-type strains for 8 consecutive years, and has reached the standard of eradicating polio; The “pressure peak” activity has been carried out for many years, and the incidence rate has continued to decline. The schistosomiasis prevention and control work has completed a number of key snail-killing projects every year, and has achieved good social, economic and ecological benefits. There has been no acute infection of schistosomiasis for many years.
Actively do disaster relief and disease prevention work. In the past few years, the province's health and disease prevention work has withstood three major tests. First, there was a major flood in the Yangtze River in 1998. I led the staff of the department to advance research and advance deployment, and the work was relatively strong, and no major epidemic was achieved after the disaster. The second goal is that in 1999, serious guilt occurred in parts of southern Jiangsu. I organized personnel to go to the disaster area to carry out medical rescue, so that all infectious diseases related to flood disasters in the disaster-stricken areas were well controlled. Third, some areas occurred in parts of Huaibei in 1999. E. coli infectious diarrhea epidemic, I rushed to the scene several times, and actively took targeted measures to timely and effectively control the spread of the epidemic.

Intensively carry out major health work. The work of creating a sanitation city and a sanitation town and village has achieved great results, and the quality of people's living environment has improved remarkably. By the end of last year, the province had built 10 national health cities. Among them, Wu County has been withdrawn from the city, 11 national health towns, and 206 provincial health towns.
In accordance with the principle of administration according to law and the structure of optimization, the system of health supervision and disease prevention and control was reformed, and the health and epidemic prevention stations at various levels in the city and county and the specialized prevention and treatment centers were gradually abolished, and the law enforcement supervision functions undertaken by them were merged into health supervision. The disease prevention and control functions undertaken by each of them were merged to form a disease prevention and control center, and the work of disease prevention and health supervision was further strengthened.
?? Organize the implementation of the province's medical disciplines and talent development "135 projects"
Although the overall average level of health science and technology in our province is relatively high, there is a lack of advantages in the fields of high, fine and sharp, and there are fewer subjects and discipline leaders influencing the whole country. One of the main reasons for this is that the level of health science and technology is not high and the investment is not strong. In 1999, I organized personnel to conduct health human resources surveys throughout the province, put forward the guiding ideology, basic principles and countermeasures for human resources development, and studied the key construction programs. Under the attention and support of provincial government leaders and relevant departments, since 2001, the organization and implementation of the key discipline construction and talent strategy "135 Project" has been organized, that is, 100 key talents have been selected and trained in the province, and 30 key disciplines have been selected and selected. Five key laboratories will strive to cultivate 30 or so academic leaders with great influence in the domestic medical field through five to six years of efforts, and build more than 3 to 5 key domestic and internationally advanced key disciplines. There are 1 to 2 rooms, which promote the famous hospitals, famous museums, and famous doctors, and produce Jiangsu health brands. At the same time, relying on key disciplines and key talents to form a relatively complete health science and technology innovation system. After scientific, strict and standardized procedures, 82 key talents and 30 key disciplines were selected from the province, and the construction contract was signed one by one with the selected units to implement dynamic management and assessment, and the survival of the fittest. The “135 Project” has greatly increased the investment in health science and technology. Through multi-channel financing, the construction cost has reached more than 100 million yuan per year. The implementation of this project has prompted the province to strengthen the construction of disciplines and specialties, and focus on high-level personnel training. Good atmosphere.
Fifth, revitalize the Chinese medicine industry, conscientiously implement the party's protection, support the policy of developing Chinese medicine, and pay equal attention to Chinese and Western medicine, and increase the efforts of Chinese medicine. Strengthen the connotation construction of Chinese medicine institutions, and established a number of national key specialties and disciplines, the number of which is in the forefront of the country. There are 4 traditional Chinese medicine specialists in the province to become the national traditional Chinese medicine clinical medical center, and 8 Chinese medicine specialists have entered the ranks of key special construction units of the State Administration of Traditional Chinese Medicine. Seriously do a good job in inheriting the academic ideas and experiences of old Chinese medicine experts. In order to speed up the development of the weak Chinese medicine hospital in northern Jiangsu, I and the comrades of the Provincial Chinese Medicine Bureau studied and implemented the weak Chinese hospital support plan. Through counterpart support and increased capital investment, the basic situation of weak Chinese medicine hospitals has been greatly improved. Vigorously carry out the activities of creating advanced counties for rural and traditional Chinese medicine work in the country and the province. Seven national advanced schools for rural Chinese medicine work have been established, and seven provincial-level rural traditional Chinese medicine work schools have been established. The rural Chinese medicine work has been further developed.
Sixth, strengthen the style of work and professional ethics for the unhealthy trend of the health industry, in accordance with the principle of treating both the symptoms and the root causes, strengthen the construction of professional ethics, increase the rectification of the unhealthy trend, and achieved some phased results. In some major emergencies, the cadres at all levels of the health system of the province and the vast number of medical personnel have demonstrated the lofty medical ethics of life-saving and self-dedication. For example, in 2000, a major traffic accident, a major gas explosion accident in Xuzhou Coal Mine in 2001, and a recent poisoning incident in Nanjing Tangshan, the health department was able to attack quickly, and all medical units started treatment and rescue work in a timely manner. The medical staff worked day and night and worked tirelessly. To strengthen the work style and professional ethics construction, I have mainly grasped the following aspects: First, the establishment of the leadership responsibility system of “who is in charge of who is responsible”, and closely integrated the work style construction with various business tasks. The second is to establish a "patient-centered" service concept, carry out positive education, and enhance the professional ethics of medical personnel. It has promoted the health systems of Suzhou, Wuxi and other cities to "patient-centered, create quality services, and build a new civilization." Advanced experience; carried out patient-centered activities, striving for “Top Ten Hospitals in the Province” and “National Top 100 Hospitals”. The third is to develop a series of service specifications, strive to change the service model, improve service processes, improve service facilities, standardize service behavior, and improve the overall satisfaction of patients. The fourth is to address outstanding issues for the people, such as poor service attitude, drug substitution, billing commission, receipt of red packets and drug rebates, etc., carried out special governance, and effectively strengthen investigation and punishment. From the beginning of 2001 to the end of May this year, the province investigated and dealt with 261 pieces of unhealthy medical purchases and sales, and 42 people were disciplined by law and disciplined. The fifth is to strengthen supervision and inspection. The standardization and institutionalization of cadre work has been strengthened. The focus is on combining the education, training, use and management of cadres, selecting and appointing a group of young cadres, and enhancing the vitality of the cadres. At the same time, on the basis of earnest training and assessment, in addition to the well-organized cadre team, we also actively and cautiously recommended candidates to relevant departments, promoted the exchange of cadres between the departments directly under the department, and better played the locomotives of each team. effect. Second, strengthen health supervision and law enforcement, vigorously promote the implementation of the rule of law in accordance with the law, and strive to improve the degree of legalization and standardization of health administrative management. Closely cooperate with the Provincial People's Congress to speed up the process of health legislation. The Provincial People's Congress attaches great importance to the legislation in the health field. I actively organize personnel to carry out legislative research in collaboration with the relevant people's congresses in the province, and make serious suggestions and suggestions to speed up the pace of health legislation. In recent years, the provincial people's congress has promulgated the "Regulations on the Prevention and Control of Occupational Diseases in Jiangsu Province", "Regulations on the Development of Traditional Chinese Medicine in Jiangsu Province", "Regulations on Blood Donation in Jiangsu Province", "Regulations on Primary Health Care in Rural Areas of Jiangsu Province", "Regulations on Food Hygiene in Jiangsu Province", etc. Five local health regulations have put health work on the track of legal management.
Seriously implement laws and regulations and strengthen supervision of health law enforcement. I attach great importance to strengthening the construction of law enforcement teams, and established an administrative law enforcement responsibility system, an administrative law enforcement publicity system, and a wrong case investigation system. On the basis of rationalizing the health supervision system, the focus of supervision and law enforcement will be gradually transferred from administrative examination and approval to market supervision. In addition to daily supervision, key law enforcement inspections have been organized and the authority of health supervision and law enforcement has been established. For example, in the work of rectifying and standardizing the market economic order last year, we seized the two key points of food hygiene and medical service market order, and carried out large-scale public anti-counterfeiting activities with relevant departments. In the food market rectification, the food hygiene in the surrounding areas of the school, the illegal use of “hanging white blocks”, the illegal production and operation of meat and meat products, the use of food materials that exceed the shelf life of processing moon cakes, etc., the health system of the province’s health system 11 10,000 people? Seriously handling the proposals, criticisms and opinions of the NPC deputies is an important channel for consciously accepting the supervision of the NPC and continuously improving its work. Therefore, I attach great importance to the handling of the recommendations of the NPC deputies, and require the staff of the organs to correct the relationship between the master and the public servants, effectively combine the suggestions for handling the representatives with the strengthening of health work, and combine them with the investigation and research and the resolution of hot and difficult issues. Fourth, strengthen self-learning and building a clean government, and improve work style

V. Main problems and future efforts Through these years of work practice, I have broadened my horizons, exercised and accumulated experience, but compared with the requirements of the "three represents", with organizations and comrades. Compared with the expectations, there are still many shortcomings, mainly in:
1. Theoretical study is not tight enough, satisfied with general understanding and lack of in-depth research. First, regular study is not enough, and sometimes there is a phenomenon of doing school. There are many meetings and more transactional work, but their own subjective efforts are not enough. I always think that work can't be done, and it is not too late to learn when I have time. As long as you work hard to get the job done, there is little relationship between the theory of learning less. Therefore, take the initiative to squeeze time, arrange time scientifically, and calm down and learn to do enough. After all, I still don’t know enough about the importance of learning. Second, systematic learning is not enough. Although I have also studied system theory in the party school, I am usually satisfied with studying the archives of the central, state, provincial, and provincial governments and the speeches of leading comrades at all levels according to the needs of the work, ignoring the systematic theoretical study, so the theoretical foundation is not solid enough. Third, the lack of research on some theoretical and practical issues in health reform and development has affected the theory's strong guidance on health work practices.

In terms of health and construction, we have not grasped enough, so there are still some unhealthy trends, and the people are not satisfied with the attitude and quality of some aspects of medical services.
