I was the deputy director of XXX in XXX, presided over the work of the district water conservancy bureau. In the same year XXX month, I was appointed by the district people's congress standing committee to serve as the director of the district water conservancy bureau. Since I took office, I have earnestly implemented the work requirements of the district committees and district governments, and consciously accepted the supervision of the district people's congresses, fulfilled their duties, worked hard, paid attention to practical methods, and actively explored the water conservancy cause. First, pay attention to ideological education, and strive to mobilize the enthusiasm of cadres and workers. I just transferred to the District Water Conservancy Bureau. After the “fault” of the water conservancy system, the cadres and workers are still under the pressure of various external public opinion. The mood is fluctuating and the morale is weak. However, the construction of various projects focusing on the construction of Baili dike is urgent. I carefully grasped the background and organization requirements of the time, and in accordance with the work philosophy of "reinventing the image to the outside world, mobilizing the internal enthusiasm, starting from the stable people, starting from the self", paying attention to methods, and steadily carrying out various tasks. . On the one hand, I am familiar with the work of convergence as soon as possible. On the one hand, I grasp the ideological pulse of the top and bottom cadres and workers, and start from the enthusiasm of mobilizing cadres and workers, and have done a lot of ideological education work, and have taken a series of measures. I objectively treat the guilty members of the old team and other cadres, insist on the principle of "just face the mistakes, learn the lesson, develop on the basis, use their strengths", talk to them more, help them to let go of their burdens, face reality, and move with emotion. They are reasonable, respect them, care for them, and mobilize their subjective initiative. This not only stabilizes the upper and lower emotions, but also makes the work of the standard dike ponds go smoothly. In addition, various meetings and activities were used to carry out ideological and political work, so that cadres and workers can clearly understand the situation, correctly treat the public opinion environment at that time, divert their attention, boost morale, and put the main energy into their work. On the basis of doing ideological education and investigation and research, the adjustments have enriched the middle-level cadres, adjusted some of the people's large adjustments, and appointed some young cadres with both ability and political integrity. Tolerance, hard work, and bold use of controversial cadres on the issue of employing people, so that they can be tested in practice. Second, earnestly and pragmatically work, and fully complete the task of building water conservancy projects with the focus on Baili Dike. I only had two members in the initial team of the District Water Resources Bureau. In the second half of 1999, I organized and appointed the deputy commander of the District Construction Command. Later, he served as the executive deputy commander. The trust of the organization makes me feel that the burden on my shoulders is heavy. To this end, I work at both ends, work on both hands, work hard, work hard, often give up the rest time to check the construction site, and give up the opportunity of two outings organized by the city bureau. Looking back now, it is worthwhile, because through three years of hard work, the task of water conservancy construction with a focus on the Baili dike has been successfully completed, and there is a sweat and effort.
First, the successful construction of a hundred-mile high standard dike pond has enhanced the ability of urban and rural anti-Taiwan disaster relief. When I arrived at the District Water Conservancy Bureau, it was at a critical stage in the construction of the dike. The coastal seawall, Waishahaitang, Shandong Shitang and Sanjiajiutang have been completed and entered the matching tail. Other projects are starting to work or construction to a critical stage. The number of projects is large, and many problems that have not been discovered in the early stage are exposed in the middle and late stages of the project. The coordination and management tasks are very heavy. The task of sweeping the project is not easy. Through the efforts of all parties, most of the dikes were basically completed before the Taitung in 2000, and the six sections of the rural section were completed before the Taitung in 2001. The external movement of the gates was delayed until the completion of this year due to flood prevention and security. structural work. The construction environment of the XXX dike is complicated and can achieve such results. It should be said that God has helped a lot. Of course, the progress and quality of the project are still based on people. Since the first half of last year, the dikes in our district have been initially accepted in batches. By the end of last year, all the dikes of the whole line passed the preliminary acceptance of the Shengshi organization, and most of them were initially rated as excellent projects. In October last year, our district won the honorary title of “Zhejiang Qianli Haitang Construction Advanced Collective”. In March of this year, our district was awarded the “Advanced Unit for Urban Flood Control Project Construction in Zhejiang Province” by the provincial government. At the same time as the construction of the Baili dike, the district also actively strived for and built the monument of the Qianli Haitang in the east of Zhejiang. In the process of winning the project, design and construction, I actively acted as the staff of the district committee and the district government, and liaised with each other to promote the project, and successfully completed the construction period, the construction difficulty and the high quality requirements. The monument construction mission won the honor for XXX.
Secondly, the construction of the backbone water conservancy project with the focus on sluice maintenance and reservoir reinforcement has been successfully completed. The Baili dike is built, but the low standard of the culvert along the line is also the weak link of the moth-proof. In order to match the standard dike pond, the implementation and completion of the Jiaobei Baijia Gate, the construction gate, the Huipu Gate, the new construction and the river supporting project, and the new construction of the Jiaonan Gate Pu Gate will be completed by the end of October this year. Other large and small culverts such as Yantou Gate, Huajing Gate, Shuzha Gate, Xiayang Gate, Taojiang Gate, Hongqi Gate and Yanchang Gate have also been reinforced and rebuilt to the 50-year standard. In addition, the city took the lead in fully completing the dangerous reservoir reinforcement project to ensure full cap removal. From 1999 to 2001, the completion of the reinforcement project of Jingma Reservoir, Shuicangli Reservoir, Mingzhuli Reservoir and Huangnikeng Reservoir has been completed, with a total investment of more than 4.55 million yuan.
The third is the steady advancement of reclamation. The first phase of the Tentang Reclamation Project was completed. The main dike is 2,258 meters long and the length of the embankment is 510 meters. The design standard is 20 years. The total investment of the project is 24.384 million yuan, and the newly added land area is 1,650 mu. In April 2001, the second phase of the Tentang Reclamation Project was started. The area of ​​the surrounding area was 2,800 mu. The design standard was 20 years. The main embankment was 3,100 meters long. The estimated investment was 45 million yuan. It is planned to be completed by the end of 2003.
Third, attach great importance to flood control work, comprehensively strengthen flood control and non-engineering measures. While doing a good job in flood prevention engineering measures focusing on the dike pond, we attach great importance to the construction of flood control and non-engineering measures. First, improve the anti-typhoon plan. In conjunction with the actual situation of the XXX water project, the District Defense Office re-edited the "XXX District Anti-Typhoon Plan" and analyzed various countermeasures under different levels of typhoons, heavy rains and floods. The key points were clear and the responsibilities were clear. At the same time, the "XXX Flood Risk Map" compiled is convenient and technically advanced. The project was rated as advanced in the province. All towns, streets and relevant competent departments have also formulated and improved anti-Taiwan rescue plans. The anti-typhoon pre-planning work has been institutionalized in our district. The second is to strengthen the drills for flood control and the closure of the passages of the Taitang Passage. XXX Taitang is located in the “Golden Coastline”. There are 117 channels in the whole line, involving many units. The situation is very complicated and the management task of the dike is very arduous. After the completion of the dike pond, we focused on the management of flood control and supervision, and carried out regular inspections, while grasping the key weak links and hidden dangers. For example, last year, we conducted a full-scale tracking and supervision of the cases of unauthorized opening of the Chenjia Shipyard in Jiaobei. Finally, the gates of the shipyard were built to high standards. Recently, the District Flood Control Headquarters will organize the forced closure of the outer sand-shun windship channel that is unable to rebuild the gate. The dike management office regards channel management as the top priority of dike management and regularly strengthens commissioning. Every year, the District Flood Control Headquarters will organize a flood control exercise focusing on the closure of the channel of the Taitang Pass to ensure that the key moments can be opened and closed. The third is to do a good job in building flood prevention information systems. In order to gradually realize the goal of rapid and efficient flood control dispatching, we continue to increase investment in flood control modern equipment. From 2000 to 2001, the company invested more than 800,000 yuan in two phases, and equipped with V-type multi-function static high-resolution meteorological satellite receiving and processing system, color laser printer, projector and other advanced equipment. At the same time, a hydrological telemetry system, a flood prevention dynamic monitoring system and a flood prevention information system were established. The completion of the three major flood control systems has realized the automatic measurement and reporting of water conditions and rain conditions in our district. It provides a scientific basis and modern means for accurate and timely flood control information collection, forecasting and dispatching decision-making and command, and is at the forefront of the city.

Fourth, pioneering and innovating, advancing with the times, and striving to create a new situation in water conservancy work. After the completion of the Baili dike, what is the water conservancy work? Based on the changed situation, I made a timely "three changes." That is to say, the focus of water conservancy work has changed from the construction of standard dikes to the dredging and remediation of inland rivers, to restore and improve the flood discharge, shipping and water storage and drought resistance of rivers; the task of water conservancy has changed from rebuilding light pipes to building and rebuilding them over the years, strengthening the river channel. The management of water conservancy projects such as dikes and ponds will improve the comprehensive benefits of water conservancy projects; the goal of water conservancy work will be changed from engineering water conservancy to resource water conservancy, industrial water conservancy and environmental water conservancy, strengthen the unified management of water resources, and improve the utilization rate of water resources. Use efficiency to improve the quality of water and riverbank environments. Through three major changes, the focus of water conservancy work was transferred to the river improvement, water project management and water administrative law enforcement in a timely manner, and the water conservancy work continued to develop.
First, the river dredging and remediation project was fully launched. At the end of 2000, the construction of the embankment was nearing completion. I gradually shifted the main energy of the construction of the project from the dike project to the river dredging and remediation. First of all, according to the spirit of the city's river improvement site and the current situation of rivers in our district, we organized special personnel to do a good job in the investigation and measurement of river status in the whole district, and prepared a five-year river planning and annual plan for the district. The government provides the basis for decision making. In January 2001, the district government issued the “Five-Year Plan and Implementation Opinions on River Dredging and Remediation in the XXX District”. It is planned to use a five-year period from 2001 to conduct a comprehensive dredging of the rivers of more than 300 kilometers in the whole district. The riverside stone masonry protection is carried out in special important areas, with a total investment of nearly 150 million yuan. Another round of large-scale water conservancy project construction in our district since the construction of Baili Dike was kicked off. The second is to draw up the elite strength and set up a river improvement office. Through the efforts of all parties, the year of the river rectification is progressing smoothly. The 2001 river improvement plan has a length of 107.9 kilometers and a project volume of 789,900 square meters. The actual completion length is 113.4 kilometers, the engineering volume is 896,100 square meters, and the accumulated investment is 10.63 million yuan. Among them, the river dredging project has been over-completed, and the river stone-laying project has been fully started. However, due to the difficulty of policy processing and the difficulty in obtaining funds, the progress is not satisfactory. The 2002 river improvement plan has also been approved by the district governor's office meeting, with a total investment of more than 25 million yuan.
Second, the management of the dike and the administrative enforcement of water administration have been continuously increased. After the completion of the dike pond, the management of the dike pond will be put on the important agenda in a timely manner. The first is to establish a management organization and, with the approval of the editorial committee, set up a district dike culvert management station and three dike management offices in the urban area, Jiaonan and Jiaobei, with 17 new establishments. The management staff continued to be enriched, and two management rooms for the two banks of Jiaonan and Jiaobei were built. The project for the management of the urban dikes has been tendered. The second is to improve the supporting hardware management facilities of the dike pond, embed the embankment mileage piles, management boundary piles, protection piles and warning signs in the dikes of the whole line, and equip the observation instruments and equipment of the embankment; establish settlement and displacement observation points. The 12 gate sluice gates of the urban river embankment are equipped with electric motors, transformers and standby generator sets. At the same time, it also strengthens the institutionalization and standardization of the management of the dike. Organize all the staff of the dike management office to conduct training on leveling and settlement observation. A series of records for the daily management of the dikes were compiled. The three dike management offices conduct regular daily inspections and observations to ensure the safe operation of the project.
Strengthen river management to ensure smooth river network. Carry out river inspections, organize the clearing of the main river channels in the whole area before the annual Taiyu period, and dismantle the water-blocking fish nets, duck sheds and illegal buildings. Strictly approve various types of river-related projects in accordance with the law. Vigorously carry out water law propaganda, increase water administrative law enforcement, seriously investigate and deal with discovered water violations, and severely crack down. For the arrogance of illegal transporters who dumped construction waste and mud at rivers and ponds, the district water administration monitoring team repeatedly organized late-night ambushes and seized illegal transporters on the spot. In addition, on March 23, 2000, the Office applied for the District Court to cooperate with the Municipal Water Conservancy Bureau and the Municipal Intermediate Court to enforce and punish the former XXX Dongjiang Ship Repair Factory for illegally occupying the dike case. The ship's platoon track and the houses built by the embankment were unraveled, and the Municipal Water Conservancy Bureau organized nearly 100 people from the city's water administration inspectors to participate in the enforcement. This case became the first Haitang case in the city for the final judgment.
The third is to strengthen the unified management of water resources and promote soil and water conservation. The situation that the original towns of Jingma, Shuicangli and Mingzhuli reservoirs are decentralized and managed by local towns is not conducive to the unified management of water resources and the development of water conservancy industry. By adopting various channels and multi-party coordination, the management rights of reservoirs are unified. Recovered into the water conservancy department, unified management of limited water resources and clean water environment, and promoted the optimal allocation of water resources. We will promote soil and water conservation work in accordance with the law, establish a water and soil conservation supervision and management station in Area XXX, and prepare a Soil and Water Conservation Plan for the XXX District, which will be issued and implemented by the district government. Improve the water conservation inspection system, and the river-related project will look back at the system. For those involved in the river approval project, the water conservation plan must be prepared before the river-related project can be approved, so that the water conservation work can be started from the source. At the same time, according to the law, the “two fees” collection of water and water conservation was promoted.
V. Strengthening the construction of the water conservancy team and providing powerful support for the development of water conservancy projects Responsible for the work of all water conservancy cadres and workers. I feel that the work is done by people, the management of the people in advance, and the grasp of the factors of people have seized the initiative of the work, so I attach great importance to the construction of the water conservancy team.
First, carry out systematic ideological style education and rectification, and effectively strengthen system construction. In order to strengthen the construction of the water conservancy team, I soon carried out the ideological style education and rectification work with the theme of “Tree is righteous and plastic image” in the whole system. The members of the bureau often talked with the cadres of the government to talk and talk about the pulse of the mind and the right medicine. In the bureau, the system of cadres and cadres is enforced, and if the public has a confirmation, the leaders of the bureau will find their talks and give them a warning. Strengthen the building of cohesive projects, care for the lives of employees, carry out various activities, and actively amateur cultural life of cadres and workers. At the same time, the rules and regulations were revised and improved. On the original basis, the financial system, the reception system, the car system, the learning system, the attendance system, the work target assessment system, etc. were improved, and the system was used to regulate and constrain the behaviors of the whole system. By adopting a variety of methods and methods, we have promoted the righteousness, united the hearts of the people, and inspired the fighting spirit.
The second is to strengthen the building of party style and clean government. In order to enable the majority of water conservancy cadres and workers to learn lessons deeply, the police bells have been heard, and many special conferences have been held to invite the leaders of the municipal and district disciplinary committees to attend the party style and clean government education classes for the whole system cadres and workers. The vivid case has made everyone deeply educated. . As the top leader, I attach importance to handling the relationship between the system and the points, giving full play to the role of the deputy of the team, making the deputy a useful place, and being "stubborn". Everyone was comfortable and the overall combat effectiveness was relatively strong. At the same time, we should pay attention to strengthening our own party spirit and all aspects of cultivation. Looking back on the work in the past three years, I have achieved certain results. I rely on the correct leadership of the district committee and the district government and the supervision and support of the district people's congress standing committee. It relies on the collective leadership of the bureau and the joint efforts of the overall situation. Cooperation with the streets and relevant departments. While summing up the achievements, I also realized the shortcomings and shortcomings of my own existence: First, it is not enough to do ideological and political work in depth and meticulously, sometimes busy with daily work, and not very close to the study work. Second, there are few researches at the grassroots level, and there is not enough deep thinking and exploration for water conservancy work in the new era. It is not enough to master the ideological dynamics of grassroots cadres and workers. Third, the management of grassroots units is not sufficiently strict, and the financial management of a small number of subordinate units is not standardized. Fourth, there are sometimes irritations and fears in the work. For example, in the process of project construction, when it is difficult to implement the policy, the implementation of funds is difficult, and the management tasks of the dikes are heavy, there are irritable and fearful emotions, and sometimes they feel powerless. Criticizing comrades sometimes ignores feelings and hurts the feelings of some comrades. These are all to be corrected in future work.
