Third, service, guidance, help the construction of the middle-level organization of street trade unions, standardize the various systems and working procedures of the middle-level institutions, and improve the vitality of the middle-level institutions.

Fourth, in-depth development of the "6 +1" activities of enterprise trade unions, and further standardize the construction of trade unions in grassroots enterprises.

V. Seriously organize and study the "Rules for the Implementation of the Labor Contract Law", continue to implement the "Labor Contract Law" and effectively safeguard the legitimate rights and interests of the workers and staff.
