In 2019, Xinhua Street conscientiously implemented the spirit of the conferences of the Urban Employment Bureau on labor export work, closely focused on the promotion of employment, and the decentralized employment of laid-off and unemployed workers. Taking the export of labor services as the core, strengthening training and implementing jobs in different places as a breakthrough, focusing on the various guarantees after the employment of unemployed workers, actively organize the unemployed workers to carry out labor export work, and strive to broaden the employment channels. Accelerate the construction of service positions, so that the vast number of unemployed workers who have left their jobs will broaden their employment opportunities and find suitable jobs for themselves. The following is a brief plan for the export of labor services in our street this year:

First, raise awareness of the importance and necessity of labor export, earnestly strengthen leadership, and strengthen labor export.

In order to effectively strengthen the labor export work of the streets, the Street Party and the Working Committee will further create a favorable environment for labor export from the policy and system. The street will be set up with the secretary of the working committee as the team leader, and the director in charge of the work as the deputy leader of the labor export leadership. The group, the communities under the jurisdiction of the street, also set up the corresponding labor export organization responsible for the head of the community. We will also strengthen organizational leadership and achieve a new situation of layer-by-layer implementation, layer-by-layer responsibility, and layer-by-layer attention, and upgrade the labor export work of my street from a basic level to a new level.

Second, strengthen training to improve the technical skills of labor exporters.

Carry out special training and counterpart training, link employment needs with skills training, and implement training after employment through employment guidance, skill training, assessment and certification, and recommendation for employment. This not only improves the overall quality of the workers, but also guarantees the stability of labor export and lays a good foundation for labor export work.

Third, standardize management, improve services, do a good job of typical, and do a good job of demonstration.

In order to ensure that the legitimate interests of the exporting labor exporters are fully guaranteed, we will strictly regulate the labor export order, do a good job in the employment unit inspection, reasonably guide the labor transfer, eliminate the blind output phenomenon, and actively explore government guidance, corporate orders, personnel training. The new form of the three combinations will do everything possible to expand the geographical and scale of the output. Increase the propaganda of typical labor exporters to get rich, and use the visible and tangible reality to show up and tell those who are waiting to see and even skeptical, so that they can join the ranks of labor export as soon as possible. Realize the dream of getting rid of poverty and getting rich.

Fourth, accelerate the implementation of the "transfer from different places" strategy and broaden the flow of labor across regions.

Make full use of the labor export bases of provinces and cities such as Beijing and Henan for many years, actively explore new export bases, and speed up the transfer of local labor to large and medium-sized cities and economically developed regions. Strengthen information communication with the labor market in the field to provide timely and accurate information for migrant workers. It is most unacceptable to do a good job of tracking the output personnel's tracking service, avoiding a hammer sale, and not using the labor unit and labor export personnel. We will safeguard the rights and interests of both employers and labor exporters to improve the efficiency of labor export.

5. Seriously strengthen ideological and political work and strive to improve the quality of the labor export cadre team.

Strong ideological and political work is an important guarantee and political advantage for us to do all our work. In the work of transferring labor resources, it is especially important to strengthen ideological and political work. We must fully understand the importance and necessity of accelerating the development of labor resources and conscientiously implement them. Implement the scientific concept of development, conscientiously study the archives spirit of the central, provincial, municipal, and district governments on the development of labor resources, to promote the employment of the street labor force, to achieve the income of the residents as the starting point, advance with the times, work together, work hard, and strive to create services in our street.
