The working philosophy of the provincial teaching and research section is: around a center, do two services, improve three levels, focus on four key points, and implement five strategies. , build eight brands.
First, around a center in the critical period of compulsory education curriculum reform into the summary and upgrading stage, the general high school curriculum reform is fully launched, the province's teaching and research system must adhere to the curriculum reform as the center, around the implementation of the law and scientific implementation of the new curriculum to carry out various teaching and research activities .

Serving educational decision making
1. With the principle of “comprehensive planning and steady advancement”, the reform of the general high school curriculum was implemented. Investigate the National High School Curriculum Reform Experimental Province, in-depth study of experimental sample schools, understand the advantages and difficulties of implementing high school curriculum reform in our province, and assist the Provincial Department of Education to formulate implementation plans and related supporting files for high school curriculum reform. Specifically: Zhejiang Province general high school curriculum reform experimental program, curriculum design and management guidance, credit management management methods, school curriculum construction guidance, high school students comprehensive quality evaluation guidance, new curriculum discipline implementation guidance.
2. Strengthen the teaching guidance of the pilot county in the reform of the compulsory education curriculum at the provincial level. On the basis of the evaluation of the national experimental area, the paper summarizes the advanced experience of implementing curriculum reform and the new classroom teaching mode, grasps a group of schools and teachers, organizes the compulsory education curriculum reform advanced units and advanced personal commendation meetings.
3. Strengthen the guidance and management of local and school-based curriculum development. Conduct research on the implementation of local courses, and continue to improve and revise the general local curriculum standards and local curriculum materials. 4. Investigate the use of teaching books in the province, and formulate guiding opinions on the preparation, validation, publication and distribution of teaching books.
5. Strengthen coordination and publicity of curriculum reform. 6. 7. Continue to improve the high school entrance examination system. Strengthen the construction of the examination style, standardize the management of the examination, and improve the credibility of the examination. Study the scientific methods and methods for the publication and application of high school entrance examination information, and strengthen the monitoring and management of ordinary high school teaching. Third, improve three levels
1. Improve the level of teaching and research activities. The results of teaching and research activities can become an important basis for administrative decision-making, and can be more supported and welcomed by schools and teachers. Finally, we must talk about economic benefits, do more with the same amount of money, do more things with the same number of people, and do the same thing but play a greater role.
2. Improve the implementation level of the course. The teaching and research staff should treat the subject teaching reform from the height of the curriculum reform concept and improve the ability of reflection, evaluation and guidance on teaching behavior. Keep a clear head in the process of reform, be good at grasping some common teaching phenomena and problems, think deeply, and turn problems into research topics. It is necessary to improve their research capabilities, including phenomena observation, key identification, correct attribution, experimentation, summary improvement, resource integration and other capabilities, to take the lead in research, and to guide and help grassroots teachers to carry out school-based teaching and research.
3. Improve their own survival and development level. Further strengthen the construction of the teaching and research section, improve the working environment, and improve welfare. Strictly implement the rules and regulations, further clarify the functions of internal departments, as well as job responsibilities and assessment criteria, and improve the efficiency of teaching and research work. Encourage teaching and research personnel to participate in curriculum construction, writing books, studying for degrees and going abroad for study. Fourth, pay attention to four key points

3. Do a good job in school-based teaching and research guidance. Scientifically refine various schools' teaching and research models and teaching models, and compile and publish the "School-based Teaching and Research Series·Second Series" to promote to similar schools in the province. At the same time, make full use of the "joining blog network" to provide technical support and communication places for teachers to carry out personalized teaching and research, so that teaching research becomes the professional survival mode of teachers.
4. Do a good job in teaching evaluation research. Our province has basically popularized basic education for 15 years, and higher education is moving towards popularization. With the full implementation of the basic education curriculum reform, the selection function of the senior high school entrance examination and the examination will continue to fade, and gradually become an important means to measure the basic academic level of students and evaluate the quality of school teaching. The senior high school entrance examination in the curriculum reform experimental area has been renamed as “the national middle school graduates academic examination”. It is necessary to make efforts to carry out the research on the horizontal examination evaluation theory and operation technology, and gradually establish the corresponding examination paper evaluation system and information utilization mechanism. Pay attention to the research on the comprehensive quality evaluation methods of Chinese small and kindergarten students, and realize the diversification of evaluation methods. It is necessary to gradually establish a basic education and teaching quality monitoring system, and try to evaluate the dynamic changes of regional overall teaching quality.
Fifth, implement five strategies
1. Activities are integrated. Curriculum reform is a systematic project, and many problems are not answered and solved by a single discipline. The teaching and research staff should enhance the awareness of the curriculum, the awareness of cooperation, the awareness of research and the awareness of decision-making services, and use the project to integrate the teaching and research of disciplines to improve the synergy and effectiveness of teaching and research activities. 2. Classification management. Since the beginning of this year, teaching and research activities have been divided into two series and four categories. The participants should not be absent in principle and no charge. The other series is an activity organized by the Discipline Teaching Branch or other associations. It is published in the “Learning Archives” and can be charged voluntarily according to the number and time of the event. The four types of activities are as follows:

3. The results are materialized. 4. Standard operation. The teaching and research activities at the three levels of Shengshi and County should be focused. The provincial teaching and research section should try to set aside space for the city and county teaching and research rooms to set aside time for the business research and research of the research and development staff. Within one year, in addition to the integration activities, the provincial activities of a single subject are no more than 2 times; in addition to the two subject trainings, the provincial-level activities required by the city's subject teaching and research personnel are not more than 2 times; in principle, the disciplines are not separately organized. The annual meeting of the city's teaching and research staff meeting and the subject teaching branch; in addition to the unified arrangement of the provincial teaching and research section, the teaching and research staff went to the province to participate in the national meeting no more than three times. If the city-level teaching and research activities are expected to participate in the provincial teaching and research personnel, an official file or invitation letter shall be sent to the provincial teaching and research section in advance. After the provincial teaching and research section leaders approve the project, relevant personnel shall be arranged to participate.
Since the beginning of this year, the teaching and research section of the province has adopted the project budget system. Every activity must be "five and one can": there are plans, budgets, final accounts, reports, minutes, and access to the Internet. If the first two items are not met, the funds cannot be advanced; if the latter four items are not completed, they cannot be reimbursed for reimbursement.
The activities are arranged to avoid the time of the education administration department and the provincial unified examination. Provincial teaching and research personnel should do a good job in organizing and coordinating work, give full play to the enthusiasm of grassroots teaching and research personnel, and try to achieve the consistency of responsibility for "upper" and "down" through a standardized working mechanism.
Sixth, to build eight major brands, we must work hard to build the following eight teaching and research brands:

3. High reputation for teaching evaluation. Basic education teaching achievement awards, teaching and research system research results awards, teaching research report evaluation, teaching papers evaluation, teaching case evaluation, classroom teaching evaluation.
4. High-spec subject competition. High school mathematics competition, high school physics competition, high school biology competition, national middle school mathematics competition, national science competition, literary star essay contest.
5. High-level teaching and research report.
