At the beginning of the year, the work of the disabled at the beginning of the year was well completed in the rehabilitation, employment, education, poverty alleviation and rights protection of the disabled. In 2019, we will take the opportunity of the fifth congress of the Panshan County Disabled Persons' Federation and the acceleration of the project construction in the county, give full play to the role of the five associations, and go deep into the lives of disabled people to effectively improve the lives of disabled people in our county. The situation and the promotion of the development of the disabled in our county, we decided to carry out the following work:
First, rehabilitation work.
Over the years, the county's rehabilitation work for the disabled has achieved good results, established and improved a complete work system, and has been recognized by the leadership departments at all levels and the community. Members should give full play to the role of bridges, combine the characteristics of disabled people in our county, and in accordance with the rehabilitation needs of various types of disabled people, and get in touch with the rehabilitation department of the County Disabled Persons' Federation in time to improve the quality of rehabilitation work for disabled people in our county and make the disabled Benefit.
Second, poverty alleviation work.
In 2019, the work of helping the disabled to help the poor is still our top priority. We will carry out various forms of work for the disabled to help the poor, benefit the disabled and share the fruits of economic and social development.
This year, we will coordinate the various departments in the county to include the poverty alleviation of the disabled in the government's poverty alleviation plan, solve the problems encountered in the spring ploughing and autumn harvest, and help them find a project to increase income. At the same time, we will continue to actively strive for the national lottery public welfare gold dilapidated housing renovation project, and plan to solve the housing problem of rural impoverished disabled people in our county.
Members should combine the county's Disabled Persons' Federation's overall plan for poverty alleviation and work to earnestly grasp the living conditions and needs of the disabled and provide good advice and suggestions for poverty alleviation.
Third, labor and employment work.
We will comprehensively implement and implement laws and regulations concerning the employment of disabled persons, earnestly safeguard the legitimate rights and interests of workers with disabilities, and promote the employment of disabled persons in accordance with the law.
Members of the associations must master the overall situation of persons with disabilities who have the ability to work around them, and recommend persons with disabilities who have the willingness to train and apply to the county employment service center for the disabled.
Fourth, education work.
All associations should rely on the "Compulsory Education Law of the People's Republic of China" and the "Law of the People's Republic of China on the Protection of Disabled Persons" to effectively safeguard the right of school-age children to receive compulsory education free of charge and to consolidate the enrollment rate of disabled children and adolescents in our county. If it is found that students with disabilities or children with disabilities in the compulsory education period do not enjoy the exemption from tuition and miscellaneous fees, they should report to the County Disabled Persons' Federation in a timely manner.
Fifth, publicity and cultural work.
Guided by Deng Xiaoping Theory and the important thinking of the 'Three Represents,' conscientiously implement the spirit of the 17th National Congress of the Communist Party of China, adhere to the scientific concept of development, vigorously promote humanitarianism in the whole society, publicize the concept of disabled people in modern civilized society, and further advocate understanding and respect. We care for and help the social customs of the disabled and create a good social environment conducive to the work of disabled people in our county.
Work around the Center for the Disabled Persons and play a special association role. The work of specialized associations should focus on the activities of the disabled people's associations to carry out various activities suitable for this type of disabled people, and better play the role of “representative, service, and rights protection” as a bridge and link to improve the ability of disabled people to participate in social life on an equal footing.
In order to better prepare for the 4th Paralympic Sports Games in Panjin City and strive for outstanding results in the conference, comrades should seriously investigate the disabled athletes with sports specialties and report to the Panshan County Disabled Persons' Federation before the end of May. . All associations should thoroughly implement the Laws and Regulations such as the Law of the People's Republic of China on the Protection of Disabled Persons and the Regulations on Employment of Disabled Persons, and at the same time do a good job in the study and publicity of various laws and regulations to effectively safeguard the legitimate rights and interests of persons with disabilities. When the legal rights and interests of disabled persons are infringed, they should contact the County Disabled Persons' Federation, the county legal aid station for the disabled, and the legal aid stations for disabled persons in various townships.
All specialized associations should closely contact such disabled people, understand their various needs, safeguard their legitimate rights and interests, actively lead this type of disabled people to participate in various social activities, enhance their confidence in equal participation in social life, and give full play to the links with the Disabled Persons' Federation.
