Ensure that the per capita net income of this year will increase by more than 300 yuan, and achieve the goal of building a well-off society with a per capita annual income of 2,500 yuan.

Through improved seed, good materials and good method, shorten the breeding cycle of pigs and improve the quality of pigs. 2. Expand the area planted with vegetables. The village is only 10 kilometers away from the county town, and the transportation is convenient, the altitude is high, and there are a lot of free land in autumn and winter, which is very suitable for planting a variety of vegetables. It plans to develop 1,000 mu of commercial vegetables for autumn and winter, 300 mu of autumn vegetables, promote new varieties of excellent vegetables, and improve the economic benefits per unit area.

3. Vigorously develop high-quality grain and oil production

In order to increase the promotion of high-quality rice, in 2004, the whole village plans to promote 1200 mu of high-quality rice based on Jinyou 58, Jinyou 117 and Jinyou 207;

Popularize dry breeding and throwing techniques, do a good job in rice no-tillage cultivation technology demonstration, reduce labor intensity, save labor costs, ease the contradiction between rural labor and animal power tension, plan to promote dry farming and throwing area of ​​1200 mu, demonstration and promote no-tillage throwing 200 acres of technology;

Promote new varieties of high quality and high yield potato. The current main varieties of the village are mixed and degraded seriously. The project plans to promote high-quality and high-yield varieties of E-potato 3, 500 mu, accounting for more than 80% of its planted area;

Accelerate the promotion of double low quality rapeseed. This year, we will focus on promoting high-quality rapeseed varieties such as Huaza No. 5 to ensure that the planting area of ​​double-low rapeseed in the village reaches 250 mu.

4. Vigorously develop fruit tea production. The village has a high-yield economic forest area of ​​1,070 mu, including 320 mu of tea gardens and 300 mu of citrus and white pomelo. However, due to neglect of management, the yield is small, the quality is poor, and the benefits are low. On the one hand, this year plans to promote applicable technologies and fine varieties, comprehensively complete the task of transforming orchards and tea gardens, and improve the comprehensive benefits of fruit tea production; on the other hand, combined with the project of returning farmland to forests, actively develop high-quality fruit tea production, and plan to build new fruit tea. The production base is 600 mu, including 300 mu of Xuanen white pomelo, 200 mu of high-quality tea and 100 mu of golden pears, in order to cultivate a new way for farmers to increase their income.

5. Accelerate the transfer of agricultural labor and promote the economic development of the part-time work. As an important channel for the increase of farmers' income in the whole village, the working economy is also one of the most direct and effective means for farmers to increase non-agricultural income. It is necessary to actively guide, encourage and organize farmers to go out to work, the focus is on grasping the vocational skills training of migrant workers and effectively improving the employability of migrant workers. Plan to cooperate with relevant units, do a good job in the skills training and guidance of migrant workers of about 400 people, and promote the increase in income of farmers.

Do a good job of "three demonstrations"

1. Grasp the vegetable demonstration model of the Xiaokang Task Force. In order to meet the needs of the development of the market economy, the peasants' enthusiasm for vegetable planting was fully mobilized. All members of the Xiaokang Task Force and the scientific and technical personnel of the County Agricultural Bureau, contracted the land, raised funds themselves, and co-founded vegetable planting at the Baiguo trough at the junction of the village center and the 209 National Road. 100 acres of samples, including 10 acres of konjac, 20 acres of high-altitude peppers, 20 acres of white jade spring radish, 50 acres of alpine pumpkins, "to show farmers, take the lead to dry," to point to face, radiation farmers.

2. Grasp the demonstration model of growing grass and raising sheep. Planting grass and raising sheep is one of the key projects for the adjustment of rural industrial structure in the county. On the basis of the trial and demonstration last year, a combination of incentives and subsidies was adopted, with a focus on cultivating 20 large-scale grass-raising sheep demonstration households, and planning more than 20 households to raise sheep.
3, do a good job of the chicken chicken captive demonstration model. The number of poultry in the village is very small, and there are more forests in front of and behind the villagers. It is suitable for enclosures to raise chickens and meet the market demand. It is an obvious and more efficient income increase project. This year, the project will focus on supporting 10 large poultry farmers, and the number of poultry in Huping is more than 100.

Implement the "four measures"

2. Vigorously strengthen infrastructure construction and lay a solid material foundation for farmers to become rich

Raise funds, organize human and material resources, and solve the problem of drinking water for people and animals with a total of 1,019 people in 279 households in 10 village groups.

Newly repaired 9 and 11 villagers' groups with a total of about 5 kilometers of group-level roads, and added sand and gravel materials to the 8km group-level roads built in the previous two years for repair.

Vigorously implement the “one construction and three reforms” project, and plan to build 200 new biogas digesters, including 100 households, and toilets.

Strengthen the construction of spiritual civilization positions. Renovate the village-run small faculty dormitory; complete the 160-square-meter plus project of the village committee office building and the peasant science and technology bookstore; continue to provide financial assistance and assistance to the 15 students of the Spring bud girls class to ensure their graduation.

3. Pay close attention to scientific and technological training and technical services to improve farmers' scientific breeding level

4. Implement responsibility system management. Each work is determined to be responsible for the specific work, and detailed and careful work plans are formulated before implementation, and organized and implemented in an orderly and phased manner.
