Three main measures

The leadership is in place. The People's Congress Publicity Leading Group, headed by the head of the Standing Committee of the District People's Congress, deputy directors and deputy directors of the office, was set up to clarify the overall responsibility of the director of the office. The deputy director of the department specifically grasped and formulated the publicity plan and earnestly implemented it. The director's meeting regularly studies, the leaders of the Standing Committee should often give the staff questions, requests, and burdens. The office summarizes each month and reports to the directors' meeting to ensure that the publicity work has plans, deployments, inspections, and implementation.
The organization is in place. The “Promotional Reporting Group”, headed by the head of the Office of the National People’s Congress, was set up to specialize in publicity work. With this as the core, it is united with the Propaganda Department of the District Party Committee, and employs more than 20 special communication information officers in the township people's congress and city and township people's congress representatives, focusing on information feedback, forming a publicity information network that connects up and down and connects to the left and right. .

2 Improve the “four mechanisms” and mobilize the enthusiasm of the propaganda staff. It is a guarantee to do a good job in the propaganda work of the NPC by improving the mechanism and maximizing the enthusiasm of the staff of the propaganda information. To this end, in the practice of work, starting from the four links of external pressure, internal growth, supplementation, and convenience, we will establish and improve the four mechanisms of the target responsibility, incentives, selection and protection of the people's congress propaganda information. Target responsibility system. It is stipulated that each special communication information officer will report at least one piece of information to the District People's Congress Standing Committee office at least once a month; the full-time publicity personnel of the agency will send at least four pieces of publicity information and manuscripts to the people's congress newspapers at or above the city level every month. The number of newspapers and periodicals must be more than 4 per person; the work of the various working committees of the government should reach 6 or more. The completion of the target tasks will be included in the annual assessment of the cadres, and monthly summary, quarterly notification and year-end general assessment will be implemented to achieve the identification, fixed posts and responsibilities of the publicity work.
Incentives. Formulate the registration, assessment and reward methods for the publicity work of the National People's Congress. For the manuscripts published in newspapers and magazines above the municipal level, they shall be rewarded according to the nature of the manuscript and the level of the newspapers and periodicals. The office shall be responsible for the unified registration and summary of the submission and the use of the newspapers and periodicals. At the end of the year, the bonus will be redeemed according to the draft. At the same time of material rewards, comrades with outstanding work are also given timely commendation and spiritual encouragement, and as an important basis for year-end assessment and evaluation.
3 Combine the selection and appointment mechanism of cadres. Adhere to the principle of "existing results and talents", paying attention to strengthening the selection, training and appointment of outstanding propaganda personnel, grasping the favorable opportunities for institutional changes and personnel adjustments, and actively recommending opinions to the district committees.
Security mechanism. Develop special policies that facilitate the promotion of the work of the propaganda staff. The propaganda reporters can participate in the inspections, inspections, deliberations and other activities organized by the Standing Committee and related meetings, and can view relevant files and materials; the propaganda personnel will go to the countryside to interview and give priority to the vehicles.
