二、完善現代化樞紐型基礎設施網路進一步強化區位優勢,加強周邊合作,完善跨區域綜合交通和資源供給網路,提高市政基礎設施的現代化水平,增強中心城市的集聚和輻射能力。2005年,人均擁有道路鋪裝面積達到10平方米。
以港口、機場、口岸為樞紐,完善跨區域綜合交通網路。以建設國際一流港口城市為目標,加快海港、空港建設。強化深圳港主樞紐港地位,加快東部、西部港區貨櫃碼頭建設,新增10個5萬噸級貨櫃泊位。貨櫃運輸與散雜貨運輸並舉,以貨櫃多式聯運為主導,實現港口建設規模化、運營國際化、前後方一體化。完善深圳機場航空客貨運設施,興建第二航空貨站、國際貨運和快件海關監管中心、機場貨運村、飛機維修庫,努力使深圳成為華南地區主要航空貨運樞紐港、中國四大航空貨運中心之一和區域性國際快件集散中心。加快口岸設施建設,建立快速過境貨物集疏運體系,實行貨物交通疏運與市政道路相分離,增闢西部通道,改造中部客貨運通道,積極推進開闢東部過境通道的可行性研究工作,增設二線通道,增加科技投入,完善管理體制和現代服務手段,提高口岸過境能力。
以提高路網整體效率和道路通行能力為重點,整合市域交通網路。建設城市智慧型交通運輸系統,構築以高速公路和軌道交通為骨架的城市道路網路。按照遠期建成“六縱四橫”高速公路網的目標,開展鹽壩高速公路、鹽排高速公路、惠鹽高速公路改造、深港西部通道等工程建設,2005年,全市公路總里程達到1750公里,公路網密度達到86公里/百平方公里。特區內重點完善道路功能分級,加密東西向貫穿性幹道,改造三塊板道路,最佳化主次幹道結構,加強支路網建設,提高中心城區路網密度。特區外繼續完善組團間及組團內部道路網路系統,建設寶鬆快速幹道、西鄉大道、橫崗三通道等重點項目,加快寶安新中心區、平湖物流園區等重點區域的道路系統建設改造。全面推進客運軌道建設,完成捷運一期工程,開展捷運二期、特區外客運軌道的前期研究和規劃設計,爭取“十五”後期開工建設。最佳化交通組織,規劃建設竹子林地區綜合交通接駁樞紐。合理調控汽車數量,優先發展城市公共運輸,提高公共運輸分擔率,形成出行便捷、安全舒適的現代化公共運輸系統。
以電力、燃氣等清潔能源工程為重點,完善跨區域能源調配網路。完善以大電廠生產為主體、供配電網路一體化、適度超前的電力生產和供應系統。建設東西兩大電源基地,開展抽水蓄能電廠的可行性研究,加快西部電廠二期、前灣電廠、東部電廠等重大項目規劃建設步伐,配合國家西電東送,增強市外電源的電力供應能力,興建電力備用應急系統和調峰系統。完善輸變配電網路,加快500千伏鵬城輸變電工程建設,提高供電質量和供電可靠性。2005年地方裝機容量達到360萬千瓦左右。加快能源結構調整,全面推進燃氣工程建設,重點建設面向香港、珠三角地區的液化天然氣接收基地及配套電廠,做好液化石油氣向液化天然氣轉換的準備工作,建立安全、衛生、高效的燃氣供應系統,2005年全市氣化率達到98%以上。
以水源網路系統和城市供水系統為重點,完善跨區域供配水網路。統籌規劃全市水資源開發利用和城市供水,加強引水工程和供水管網建設,制定城市用水應急方案,保證水的長期、穩定、充足供給。在完成東部供水水源工程的基礎上,繼續推進市內供水網路幹線工程的建設,完善城市水廠及輸配水系統,形成分片集中供水系統。特區外供水系統打破以鎮為單位自成系統的局面,形成區域型輸配水網路。推進以自來水直接飲用為目的的分質供水網建設。2005年水源工程、輸水系統的供水安全保證率達到97%以上。
三、全面推進城市一體化進程樹立城市一體化發展觀念,完善和實施城市規劃,加快編制和完善分區規劃和法定圖則,使規劃覆蓋到全市每一塊土地。實現特區內外、功能組團間和城市片區間的協調發展,構築現代化城市體系,全面提高城市管理水平。
合理確定城區功能定位。福田區重點發展與中心城區配套的第三產業,成為全市行政、文化、信息、國際展覽和商務中心。羅湖區強化金融、商貿中心的功能,成為全市金融、商業旺區和網路服務基地。南山區成為高新技術產業基地、旅遊基地、高等教育基地和西部物流中心。鹽田區加快黃金海岸建設,重點發展港區服務業,成為東部物流中心和旅遊區。寶安區建設成為高新技術產業、先進工業、加工貿易、“三高”創匯農業和生態旅遊基地。龍崗區穩定和提升加工貿易,發展“三高”農業,成為高新技術產品出口加工基地、物流配送基地和海濱渡假旅遊基地。
構築“一市多城,眾星拱月”的現代城市體系。整體上形成若干特色突出的城市片區和功能組團,每個組團由若干衛星城組成,每個衛星城輻射一片地區,以發達的交通體系和通訊網路為紐帶,連線各城市片區、功能組團和衛星城。推進特區內外協調發展,特區內以功能轉換為重點,統籌推進舊城區改造和功能置換,引導產業梯度外移,實現集約型二次開發。特區外以強化組團式集中開發為重點,加速城市化進程,按照“工業入園,居住入區”的發展要求,推進農民住宅、工業廠房的統一規劃和集中建設,提高土地成片開發和集約利用水平。發展各具特色、布局合理、環境優美的新城鎮。2005年,城市人口占總人口比重達到75%。
健全現代化城市管理系統。全面提高城市科學管理的水平,按照職責、職權相一致的原則和“條塊結合、以塊為主”的思路,進一步理順市、區、鎮各級管理體系,努力探索職責明確、規範高效的城市管理體系,落實轄區管理責任制。完善城市防災減災系統,增強城市整體防護能力和抗風險能力。加強“三防”工作,提高防災物資儲備、搶險設施和隊伍的保障能力。健全水文站網,加強河道防洪工程和海堤工程建設,完善雨水排水系統,實現雨污分流,形成現代化的城市防洪防潮排澇系統。努力搞好消防工作,提高城市消防的整體水平。加強地質環境勘測及地質災害防治。嚴格實行城市建築抗震標準,強化防震減災救災意識和手段。加強航海支持保障系統建設,確保通航水域暢通。健全緊急突發事件應對機制,建立完善全市應急指揮信息系統,全面提高城市快速反應能力。高度重視安全生產和事故預防工作,推行安全生產責任制,全面提高安全生產水平。加快國防動員體系建設,完善國民經濟動員、人民武裝、交通戰備和人民防空工作,重視軍民兩用技術、軍民兼容高科技項目和產品的開發套用,提高市民國防意識,加強國防動員組織建設和法規建設,促使國防動員工作步入規範化、法制化軌道。
第四章參與經濟全球化,發展開放型經濟
以開放市場為突破口,加快經濟國際化和區域經濟一體化進程,對外和對內開放並舉,形成按國際慣例運作的開放型經濟格局,建成我國經濟國際化程度最高的城市之一。
一、適應經濟全球化趨勢,加快與國際接軌步伐以建設經濟國際接軌示範區為目標,建立和完善適應經濟全球化的政策法規體系和應對協調機制,營造按國際慣例運作的法治環境,增強參與全球化經濟競爭的適應能力。
完善適應世界貿易組織規則的配套政策法規體系。加強對世界貿易組織規則的研究,認真履行WTO的有關原則和我國政府的承諾。發揮地方立法權優勢,清理和修訂不符合WTO規則的產業、貿易、投資優惠等保護性政策,取消不符合WTO規則和國際慣例的審批、核准、許可證等制度,調整與WTO規則相牴觸的行政保護、稅收減免等政策扶持手段,促進各類生產要素境內外自由配置。制訂有利於增強企業競爭力和市場開拓的貿易政策,增加政策法規的公開化和透明度,形成規範、公平、寬鬆的政策環境。制訂服務業行業標準、產品技術及環保標準等規範性標準,維護本地企業正當利益,增強其國際市場競爭力。
建立適應經濟全球化的應對協調機制。深化外貿體制改革,進一步放開外貿經營許可權制,試行貿易企業進出口經營登記制,促進政府職能由審批為主向服務為主轉變,由管理具體事務向設立標準規範轉變。成立深圳市WTO事務諮詢服務中心,為企業提供貿易政策、經貿信息、反傾銷等方面的諮詢服務。建立經濟貿易發展監測系統,充分利用WTO解決爭端機制、貿易政策審議機制等規則,提高企業反補貼、反傾銷應訴能力,維護企業合法利益。建立企業與政府、地方與中央之間的快速聯動反應機制,及時應對不公平國際貿易行為,增強抗風險能力。實施WTO知識及人才培訓計畫,全方位提高政府和企業的應對能力。
二、積極拓展國際市場,提高國際競爭力充分開拓與利用國際市場和資源,把“引進來”和“走出去”緊密結合起來,進一步提高貿易國際化、資本國際化和生產國際化程度,把深圳建設成為我國重要的國際貿易基地和國際資本重點聚集地。
鞏固對外貿易的國內領先優勢。同步發展出口貿易和進口貿易,不斷提高國際市場份額。加大歐美、非洲、拉美等新興市場的開拓力度,開拓新的出口領域。擴大一般貿易出口,提高一般貿易比重。加快深圳出口加工區和保稅區建設,積極發展加工貿易。大力發展服務貿易和技術貿易,最佳化貿易結構,擴大倉儲、貨運代理、分銷、金融保險、會計、法律、諮詢等服務貿易以及軟體等技術貿易規模。繼續實施科技興貿戰略和以質取勝戰略,大力增加高新技術產品和高附加值產品出口,2005年高技術產品出口占製成品出口比重達到30%。積極推廣網上交易和電子報關,建立深圳進出口信息資料庫,形成電子化的國際行銷網路。充分利用外方的國際行銷網路擴大深圳產品的出口。培育扶持一批出口骨幹企業,以產業配套的規模經濟優勢增強出口發展後勁。2005年,進出口總額達到855億美元,其中出口總額達到485億美元。
加快實施“走出去”戰略。發揮比較優勢,在更大範圍內進行專業化、集約化和規模化的跨國經營,力爭在國際分工中占據有利地位。發揮深圳毗鄰港澳、靠近國際市場的優勢,鼓勵實力較強的企業特別是高新技術企業建立海外生產基地、銷售網路以及研發體系,開展境外加工貿易,積極通過境外加工裝配等方式,在帶動和擴大設備、技術、零部件和原材料的出口的同時,把商品的出口與資本的輸出結合起來,積極利用國際的資源、跨國的銷售網路和渠道,實現資源配置的國際化和海內外生產的一體化。引導企業參加國際著名專業博覽會,增強深圳產品影響力和輻射力。充分發揮海外貿易中心作用,分銷深圳產品。參與境外工程承包和遠洋運輸,拓展國際技術服務,推動對外投資、對外承包工程、對外援助和對外貿易的相互促進、共同發展。
促進利用外資規模和質量再上新台階。全方位、多形式拓寬利用外資渠道,努力保持我市在國內利用外資重要聚集地的地位。以製造業特別是高新技術產業的發展為重點,利用世界經濟結構調整的契機,逐步加強與國際高新技術產業集團和企業的聯繫和合作。以服務業有步驟對外開放為突破,爭取在金融、保險、證券、物流、商貿、分銷、電信和基礎設施等領域的對外開放取得更大突破,使服務貿易領域成為利用外資的新增長點。積極探索運用收購、兼併與戰略聯盟等形式與大型跨國公司進行多層次的合作,成為跨國公司全球化生產與經營體系的重要組成部分。著力吸引跨國公司來深投資或設立區域總部、研發中心、產品分銷中心,使深圳成為國際資本、跨國公司進入中國的重要通道和投資樞紐。積極探索國際證券市場融資,大力引進境外財團資本和風險投資,滿足高新技術產業、城市基礎設施等重點建設項目的資金需求。努力把深圳建成投資環境最優、市場開放程度最高、最具投資吸引力的地區,爭取“十五”期間實際利用外資累計達到200億美元。
