Up to now, there has been no gas accident in the county coal mine. The number and number of general accidents in coal mines are within the indicators issued by the municipal government, ensuring the steady state of the county's safe production. At present, all the work has been carried out smoothly and achieved certain results. Through self-examination, it has basically reached the "Basic Requirements for the Construction of Gas Control Demonstration Counties" formulated by the Provincial Security Committee. First, the basic situation of mines in our county

There are 13 pairs of coal mines in our county, with an approved annual production capacity of 780,000 tons, including 3 pairs of high gas mines and 9 pairs of coal and gas outburst mines. In high gas mines and prominent mines, 3 pairs of mines with gently inclined coal seams are mined. 9 pairs of mines in steep coal seams.

According to the overall plan for coal mine resource integration in the province, two pairs of 13 mines in the county are integrated and closed; there are 2 pairs of mines closed in a limited period; 3 pairs of independent mines; 6 pairs of resources integrated into the main mine or independent expansion mines.

The county's coal mines are distributed in the Fu'an Minefield and Hongqiao Minefields in the Changchang Mining Area. The coal seams in this area mainly exist in the second and third sections of the Permian Longtan Formation. The coal seams in the mining area are k2 coal seams, and there is one Mining bituminous coal. At present, the mines in the county are all developed by inclined wells, and all of them are deep mining, and the mining elevation is between +160-±0. The mine mining method is to go backwards and short-wall mining. The working face is drilled with coal electric drill, the coal is dropped, the coal mine in the steep coal seam is not supported, and the goaf is managed by the subsidence method. At the same time, our county has further established and improved the management and reporting of hidden dangers of major safety production in coal mines, the management of “one pass and three defenses”, as well as the management of gas control, personnel training, and dynamic management of coal mine safety and quality. Strengthen investment, policy incentives.

The county government has further increased the funding for coal mine gas control and “demonstration county” construction. At the beginning of the year, the county budgetary county safety supervision bureau worked for 452,000 yuan, specifically to solve the supervision staff wages, downhole subsidies, performance appraisal rewards; county finance invested more than 200,000 yuan to improve the coal mine safety monitoring center equipment, the implementation of five professional monitoring personnel The salary and operating expenses are 150,000 yuan. In the future, the county government will collect special funds for gas control work in accordance with the standard of 2.00 yuan/t in the coal taxation and taxation, and special funds will be used to reward institutions, personnel and coal mining enterprises with outstanding achievements in gas control. For coal mine enterprises to establish a ground fixed drainage system, each mine will be rewarded with 50,000 yuan per mine; for coal mine enterprises to use gas power generation, each unit will be rewarded with 50,000 yuan.

Solid and effective implementation of various measures for gas control.

1. The grade management level was upgraded and an outstanding risk assessment was carried out. In the high gas mine in our county, all the k2 coal seams with outstanding danger are mined. In order to improve the disaster resistance of the mines, the county government decided to manage all the high gas mines in the county according to the requirements of the prominent mines, and conscientiously implement various anti-burst measures. Since the end of 2019, 11 pairs of mines have carried out outstanding coal seam identification or self-applied coal and gas outreach "wearing caps" work. The Provincial Economic Commission approved Chuanjing Coal Letter [2010] No. 115 to approve 9 pairs of mines such as Liangpeng Coal Mine and Zhenxing Coal Mine as prominent mines. 2. Conducted the determination of gas basic parameters, gas grade identification and coal seam spontaneous combustion identification. The coal mine enterprises in our county have hired qualified intermediaries to determine the gas parameters of the coal seams. The mine rescue battalion of the city has identified the mine gas ranks, and identified the spontaneous combustion tendency of the coal seams, strengthening the foundation of coal mine gas management. Work to urge coal mining enterprises to adopt targeted safety technical measures.

3. The demonstration mine construction plan and the “one mine one policy” and the gas control “one county one policy” were completed. Our county Shiqiao Coal Mine, Peace Coal Mine and Zhenxing Coal Mine have been listed as demonstration gas mines in the province. The three mines have completed the construction of demonstration mines. The 12 pairs of mines in the county have hired Sichuan Academy of Science and Technology or coal mine gas control experts to prepare a “one mine and one policy” plan for mining deployment adjustment and gas control according to the actual conditions of each mine. At the beginning of 2019, the county government had hired experts to review the various mine plans, and determined the rectification content by mine. 4. Accelerate the construction of gas fixed pumping systems. Up to now, 9 pairs of independent retaining mines, resource integration main mines and independent energy-enhancing mines in the county's gas drainage system have been built, and 6 pairs of mines have been put into use and passed the acceptance test. The other two mines that are undergoing technical transformation have no extraction working face in the underground. The design of the drainage scheme has been improved, the ground facilities and pipelines are under construction, and the Jiangyuan Coal Mine has not implemented the gas drainage system due to flooding. Construction.

Among the three pairs of high gas mines closed within a limited time period, Longfeng Coal Mine and Guangming Coal Mine have improved the gas moving drainage system and put it into normal use. Because there is no roadway excavation in Yanjing Coal Mine, the mine uses small borehole discharge gas for the coal face that has been arranged, and carries out the mining operation after the inspection does not have outstanding danger.

5. Vigorously promote the reform of coal mining methods and support methods. Among the three gas control demonstration mines in our county, there are two gently inclined mines and one steeply inclined mine. Our county started the reform of coal mining methods and support methods from the demonstration mines to promote the “double reform project” of the county coal mines. At present, the coal mining faces of the two gently inclined mines are all supported by single hydraulic props and transported by scraper conveyors; the mines with steeply inclined coal seams are the first to introduce flexible shield support mining methods for coal mining in the city. A formal coal mining face is currently being laid out.

6. The implementation of scientific disaster management measures and the strengthening of mine technical support system construction. The kj90 or kj101 coal mine gas monitoring system was built in all 12 high gas mines in the county, and the system upgrade was completed before the end of September 2019. The mine monitoring system is connected to the county platform and the provincial platform to achieve network operation and timely monitoring. At present, there are 6 pairs of mines in the county that have completed the construction of coal mine information system. The next step will be to integrate the gas extraction parameters and enterprise information system into the county-level monitoring center to comprehensively mine the gas extraction and production and operation of the mine. monitor.

7. Improve the emergency rescue system. The county safety supervision bureau compiled the county coal mine emergency rescue plan. All coal mine enterprises signed an ambulance agreement with the city mine rescue team. Each miner selected 5 miners to participate in the emergency rescue training organized by the city rescue team, equipped with positive pressure breathing apparatus and other ambulances. The equipment, coordinated by the county health bureau, will use the ambulance of the Hongqiao Health Center as a spare for emergency rescue vehicles.

8. Improve the training mechanism and conduct full-time training for employees. Due to the relatively small number of coal mine enterprises in our county, the four-level training institutions for coal mines have not been established, but the County Economic and Trade Bureau and the County Safety Supervision Bureau have separately organized two large-scale trainings for all coal mine miners in the county, and urged coal mine enterprises to do special operations. The personnel will be sent to the training as required, and they will be certified to work. At the same time, the company strengthened the training of gas management talents. All 12 high gas mines were equipped with gas control engineering technicians. Each mine also selected 10 miners to participate in the prevention training organized by the province and the city.

9. Implemented the coal mine safety information management system and improved and standardized the coal mine technical files. According to the requirements of the municipal government, our county will reintegrate after the National Day to incorporate the installation and use of the coal mine information management system into the category of “seven productions”, requiring all coal mining enterprises to use the “system” as a response to coal mine disasters and prevent coal mines. Important measures for the accident. Up to now, six pairs of mines have installed information management systems, and the remaining mines are being implemented. Our county also standardized the technical archives of coal mines, and established detailed archives for each mine. The mine maps were exchanged once a month.

In the county, the demonstration work of gas control was carried out. Under the great attention of the county party committee and the county government, under the correct guidance of the provincial and municipal security supervision system, with the joint cooperation of county-level departments and townships, all the work was smoothly carried out and a certain degree was achieved. Results, but still some work is not completed.

Gas utilization has not reached the upper level of the indicator.

This year, the city's gas utilization task for up to the county is 500,000 square meters. Due to the small scale of the mines in the county, the amount of gas extraction is not large, and it is basically impossible to continue normal extraction. It is difficult to build a gas utilization system. At present, the gas extracted by our county has not been utilized, and there is no use of equipment. Under the promotion of the County Safety Supervision Bureau, the Happiness Coal Mine plans to build a gas power generation system, but due to the re-construction of gas drilling site layout, ground facilities construction and power generation equipment Installation is expected to be completed in December at the earliest, and it will not be able to complete the utilization task after completion.

According to the planning of our county, the resources of Jiang'an Coal Mine Company and Lianji Coal Mine are relatively large, and the gas utilization system should be built. However, both mines are technically modified mines. When the technical reform is completed, the gas extraction and utilization system can be invested. use.

All mines did not set a dedicated return air duct as required.

Most of the mines in our county have a production scale of 60,000 tons/year, and most of them are steeply inclined mines. The original system has only one ventilation system. The special return air duct is set up, and another wellbore needs to be dug as a pedestrian auxiliary well. The original return air well was used as a dedicated return air well. At present, only three pairs of mines such as Heping, Shiqiao and Lianji Coal Mine meet the requirements. Liangpeng Coal Mine and Jiang'an Coal Mine Co., Ltd. are constructing according to the preliminary design of the technical transformation. The wellbore of Jiang'an Coal Mine Co., Ltd. has been constructed for 100 meters, and the Liangpeng coal mine has been constructed for 20 meters. It is expected to be completed by the end of June 2019. The revitalization of coal mines, happy coal mines, industrial and agricultural coal mines are in the process of comparison and selection, and construction will be carried out in the near future. It is planned to be completed by the end of 2019.

All mining coal mining faces are not all adopting regular wall mining methods such as wall.

The gently inclined coal seam mine in our county can basically reach longwall mining. However, in the steeply inclined coal seam mine, it is necessary to adjust the coal mining method. The system that has been deployed can only be mined according to the existing coal mining method. The requirement of our county is to use the flexible shield bracket mining method or the pseudo-pseudo at the next mining level. The inclined section goes to the dense pillar coal mining method for coal mining.

Some mines have not implemented regional anti-burst measures for pre-extracting coal seam gas through the layered grid.

All mines in our county use only one layer of coal, and no protective layer is mined. It is impossible to carry out the pre-pumping of the layer. At present, only the construction of the gas mine and the industrial and mining coal mines in our county have floor gas drainage roadways, which can be used for gas drainage. Lianji Coal Mine is constructing the floor roadway according to the requirements of technical reform design. It is expected that the pre-drawage can be carried out before the end of the year; the extension roadway of the revitalization coal mine and Liangpeng coal mine has been dug into place, and the roadway and water tank can be laid out after construction. Progress, the bottom floor gas drainage can be carried out before the end of the year.

In the mines where the gently inclined coal seams are mined, the pre-extracted coal seam gas in the downhole coal seam has been carried out, and it is currently impossible to arrange the floor gas drainage roadway.

Coal mine safety and high efficiency mines can not meet the standard within the year.

Our county coal mine Co., Ltd. is building mines safely and efficiently. The mine is currently in the process of technical transformation. The designed construction plan is designed according to safe and efficient mines. It can not meet the standard acceptance before the end of the year.

The gas control work in our county has achieved certain results after the establishment of the national model counties, but there are still many gaps. There are still many work that need to be improved. Our county will take the gas control demonstration county as an opportunity, and the county safety supervision bureau, Through the cooperation of the Commercial Bureau, Hongqiao Town and Minmetals Town, the coal mining enterprises are urged to continue to implement various measures for gas control.

Strongly promote mechanization and promote safe and efficient mine construction.

The first is to realize the mechanization of personnel entering the well. At present, the people and vehicles of Shiqiao Coal Mine and Lianji Coal Mine in our county have been completed and put into use. In the next stage, five pairs of mines, such as Zhenxing Coal Mine, Liangpeng Coal Mine, Jiang'an Coal Mine Company, Workers' and Agriculture Coal Mine, and Happiness Coal Mine, must start the construction of mechanical transport personnel installations within this year. The industrial and agricultural coal mines and Zhenxing Coal Mine will be completed and put into use before the end of December 2019. The remaining three pairs of mines strive to be completed and put into use by the end of June 2019.

The second is to gradually realize the mechanization of transportation. All mines must be mechanized by the end of October this year. All the rock roads must be mined by sand blasting machine. Coal roadway shovel should be loaded with coal as much as possible by loading scraper transporter, and the backward production methods such as manual coal loading should be resolutely eliminated. Force the use of gas to achieve pumping.

In 2019, the city's gas utilization task in the county was 500,000 square meters. At present, the six gas drainage systems that have been built in our county have not been used normally. In order to achieve the purpose of disaster prevention, mandatory measures must be taken to ensure the normal use of the extraction system. First, it is conducive to gas drainage and adjustment of mining and deployment. All new main roadways in the mine must be arranged in the floor rock layer of the coal seam. Second, before the end of October this year, all mines must follow the requirements of gas drainage design, so that they should be pumped out to ensure that the pumping system can run normally and continuously, and the mines that cannot be continuously operated normally will stop the coal production operation immediately. The mine can only carry out the rock roadway and the layer drainage drilling construction work related to gas. Third, according to the actual situation of gas drainage, Jianhua uses the system. The happy coal mine built the gas utilization system before the end of the year and put it into operation normally. The fourth is that 2 pairs of technical upgrading mines under construction must start the gas drainage system construction as soon as possible. The ground facilities and pipeline systems will be completed and accepted before the end of 2019; since the coal reserves of the two mines are both above 2 million tons, the service life is longer. At the same time, the gas utilization system must be constructed. Before the technical renovation project is accepted, the gas utilization system should be completed and accepted.

Enforced support methods and reform of coal mining methods.

The first is the newly excavated rock roadway, which promotes the use of bolting and shotcreting support, and gradually eliminates the I-beam support and the stone masonry support; the new coal-mining roadway promotes the use of anchor net support or I-beam support, and resolutely eliminates it. Wooden support. Second, the coal mining face of the gently inclined coal seam must be fully supported by hydraulic props before the end of October this year. Third, the gently inclined coal seam must be arranged with a regular longwall coal mining face for coal mining. The length of the working face is not less than 60 meters in principle. Fourth, the coal mining face of the mine that exploits the steeply inclined coal seam must use the flexible shield bracket method or the pseudo-oblique section to go to the dense pillar coal mining method for coal mining at the next mining level. It is strictly forbidden to use the warehouse-type coal mining method to completely eliminate the existing mining method. Coal mining method.

Supervise the mine to achieve "double fan dual power supply".

Taking the “seven productions” of coal mines after the National Day holiday as an opportunity, we urged the local ventilation machine in the mine heading face to perfect the “three special two locks” according to the regulations, and realize the “double fan dual power supply”.
