2.1 Technical Design and Procurement

When designing and purchasing while constructing, this resulted in a large number of design bills but a small amount of batch purchases, and the procurement plan submitted by the same material for the same project appeared several times, and the material addition bill became a normal existence. This is the case for cables and fittings, valves, etc. Multi-lot sporadic procurement wastes manpower and material resources and increases procurement costs. During the procurement process, design changes extend the procurement cycle and become a cause of project progress.

The suggestion in this regard is that the design should be completed in the early stage, and the construction project department should prepare the monthly procurement plan to improve the planning and timeliness of material procurement, thereby ensuring the construction period and reducing the procurement cost. The procurement warehousing center can try to collect the same materials of each project and then package and purchase them when the construction period can be guaranteed.

2.2 Equipment bidding work

The construction operation of 1-5 and 1-29 and the Yuedong project allowed us to accept the first project implementation exercise. Among them, the tendering and purchasing of the equipment of 1-5 and 1-29 projects verified the working attitude and working ability of the procurement personnel, and also accumulated valuable experience for our next work.

Because most of the procurement staff are younger and have no experience in equipment bidding, in the early stage of equipment bidding, due to the pressure, we have had a panic, but with the guidance of the leaders and the help of the owners, we gradually Cleared the idea of ​​bidding, fully carried forward the spirit of not afraid of suffering and not tired, working for more than ten hours a day, and will be dedicated for two days on weekends. The job is to do this. Because of persistence and perseverance, we completed the bidding and procurement of 28 sets of equipment in two projects within one month, and completed the bidding and purchasing of 17 sets of instruments in another month, with a purchase amount of nearly 50 million yuan. The owners praised our work for a speed of assault, breaking the routine of equipment bidding and procurement to complete a set of equipment bid evaluation.

The equipment bidding and procurement has been completed, and it has also gained rich experience in bidding and procurement. After the practice of enrichment, I carefully studied the knowledge of equipment procurement and procurement management of petroleum engineering projects. After fully considering the actual situation of the enterprise, I summarized the specific ideas of project equipment procurement, as follows:

1) The business department shall set up a project equipment bidding procurement team, including procurement center personnel and technical center personnel. It may also include relevant personnel of the Beijing Research and Design Center, marine company personnel and owner representatives. The bidding team is responsible for compiling the bidding documents, bidding and evaluation methods for equipment procurement;

2) The bidding procurement team shall establish a bid evaluation team according to the equipment category;

3) The bid evaluation team will review the bidding files from three aspects: technical, business and management. If necessary, the bid evaluation team may invite the bidding manufacturers to clarify the issues in the bidding files. The bid evaluation method can first evaluate the technical standard, and the technical standard is unqualified and does not participate in the assessment of business and management;

4) After the bid evaluation, the bid evaluation team submits a written evaluation report to the bidding team of the business department, and recommends the ranking of the bid winners;

5) The bidding team of the business department submits the opinions of the bid winners to the manager of the business unit according to the bid evaluation report;

6) The manager of the business department will review the bidding documents and the qualifications of the winning bidders and sign the opinions;
